Wife-carrying couple triumph as wife is successfully carried

A Maine couple has taken the crown in the North American Wife Carrying Championship over a course that featured a muddy water hole and two log obstacles. Dave and Lacey Castro of Lewiston came in first among 41 teams to win Saturday's competition at Sunday River ski resort in Newry. They covered the 278-yard course in 54.45 seconds. For their effort, the couple won 97-pound Lacey Castro's weight in beer and five times her weight in cash - $485. Teams from 11 states competed in the 10th annual race in which a man has to carry a woman, or vice versa, over an obstacle course. The 'wife' does not actually have to be the carrier's wife, although in this case she was. As the North American champions, the Castros are now eligible to compete at the world championships in Finland next July.

Armed police checkpoints to tackle Turk turf war in North London

Police are deploying armed checkpoints in north London to tackle feuding Turkish gangs engaged in a bloody turf war. Detectives are now linking at least three murders and three shootings while a fourth killing where two suspects have been charged is also thought to be the work of gang members. Now Scotland Yard has revealed details of an operation to tackle the gangs including deploying extra armed officers on patrol in four north London boroughs. Checkpoints using police marksmen and automatic number plate recognition cameras will be used to check for vehicles associated with known gunmen. The initiative follows two killings within three days of each other earlier this month. Senior detectives are concerned that innocent passers-by could be caught up in the escalating violence which is being played out on the streets often in broad daylight.

On 2 October businessman Oktay Erbasli, 23, was shot dead at the wheel of his Range Rover Vogue in Tottenham in front of a woman passenger and her five-year-old son. Mr Erbasli is believed to have been a member of the Tottenham Boys gang who was targeted by a motorcycle hitman from the rival group the Bombacilar or the Bombers. Three days later in an apparent revenge attack shop worker Cem Duzgun, 21, was shot dead as he watched football in a Turkish social club in Clapton. Two men walked up to the door of the club and one opened fire indiscriminately with an Uzi-style semi-automatic weapon. Police are now linking the murders to a series of other shootings, stabbings and armed robberies. They include the murder in March of innocent shopkeeper Ahmet Paytak, 50, who was blasted in the stomach by a hitman on a motorcycle as he tried to protect his son in the doorway of the Euro Food & Wine store in Holloway. His son, Huseyin, 22, was wounded but survived. Police have offered a £20,000 reward to catch the killer and issued an appeal to trace the hitman's motorcycle, a rare Benelli model of which only 112 have been registered in Britain. In Enfield on 6 April a 30-year-old Turkish man suffered gunshot wounds to the back and shoulder after an incident in Bulwer Road, Edmonton. Then in July Flying Squad officers were called to investigate an attempted robbery in Haringey in which a man was shot in the arm.

Three men entered the Cypros Food Warehouse in Tariff Road armed with an axe, a firearm and a sledgehammer. A second man was hit on the shoulder with the axe. In a sixth incident in Enfield on 28 August the windows of a snooker club in Green Street were shot out and a 17-year-old was shot in the arm in what police believe was another attack by a Turkish gang. Detectives also believe that a fourth killing, in which a teenager was stabbed to death earlier this year, is also linked to Turkish gang members. Two people have been charged in connection with the stabbing. Senior officers say that it is pure luck that there have not been more killings. A Scotland Yard spokesman said police had searched 12 addresses and seized two guns in a crackdown on the gangs and further action was planned this week in the four boroughs involved, Haringey, Hackney, Enfield and Islington. He said: “Leaflets are being distributed across the four boroughs to provide community reassurance and make residents aware of ongoing police activity. “The vast majority of the Turkish community are law abiding citizens who - like police - won't tolerate violence in their area. This ongoing activity aims to target the small minority who insist on breaking the law. “It is, however, important to be clear that we cannot deal with this issue alone. We need the help of the community who act as our eyes and ears and need to come forward to assist us with crucial elements of our investigations around these incidents"

Revealed: How CDF money will be shared

The Treasury on Monday released Sh2.6 billion to the Constituency Development Fund with Bahari and Eldoret North getting the largest share. The release of the funds came a day after the Daily Nation reported that various projects, including those under CDF, were likely to be delayed due to lack of funds after the government shifted spending from development to fighting hunger. “Delayed projects can now pick up from here,” Planning minister Wycliffe Oparanya said when he announced the distribution of the money to constituencies. Bahari, represented in Parliament by Mr Fondo Gunda, will get Sh74.2 million. Other big allocations go to Agriculture minister William Ruto’s Eldoret North constituency, which has been given Sh73.8 million; Kinangop is third with Sh73.6 million. Tourism minister Najib Balala’s Mvita will get Sh44.7 million, the lowest allocation for any constituency.

Equity Bank in multi-billion shilling youth training project

Equity Bank will roll out a multi-billion shilling youth investment training programme, where 50 youth groups from each of the 210 constituencies would benefit. Chief Executive Officer James Mwangi said the six-week programme would cost Sh10 million. Mr Mwangi said participants would be trained on small-scale investment skills. They would also benefit from subsidised loans, to be repaid at an interest rate of eight per cent. "We urge MPs to help us establish these groups in constituencies to enable youth benefit from the programme to start small-scale investments," he said. Speaking in Nyahururu, Mwangi said the funding would complement the Sh5 billion set aside for Fanikisha programme and another Sh5 billion for Kilimo na Biashara. Mwangi noted that the programme would bring the amount set aside for youth and agriculture projects to about Sh24 billion. The bank’s Chairman Peter Munga said Kenya can fight hunger and famine using modern farming methods. "We must ensure farmers access funds to finance their activities." The two were speaking after attending a fundraiser at the Christ the King ACK Church Cathedral in Nyahururu. - The Standard.

Barcelona, Spain
Barcelona is one of those places that are easy and very cheap to get around. Journeys on the Metro trains here cost very little, while regular open-top bus tours allow you to hop on and off at leisure around the city. Visiting the local beach – which is only ten minutes away from the city centre – will give you the ideal opportunity to sit back, relax, and save a lot of your hard-earned cash. Even eating out near the beach can be possible on a budget, as there a number of low-cost old-fashioned tapas bars around the harbour. Puzzle of 238 bags of toxic maize missing from stores

Maize suspected to be contaminated with aflatoxins could be circulating in parts of Garissa and Mwingi districts, according to relief aid agencies. The approximately 238 bags of highly toxic maize are said to have disappeared from stores at the Bura Irrigation and Settlement Scheme. Another larger consignment from the Bura scheme has been tested and found to contain extremely high levels of aflatoxins that could endanger health. According to a source within the aid agencies, but who wished to remain anonymous, in September the World Food Programme (WFP) had applied to buy 48 metric tonnes of maize from a group of farmers at the irrigation scheme. According to the sale agreement, WFP would only buy the maize after testing it for contamination. Samples from 975 bags were sent for lab analysis both in Mombasa and The Netherlands. - Daily Nation.

Kenyan musicians Saturday night 10th October, 2009 scooped three awards at the MTV Africa Music Awards (MAMA) held at the Moi International Sports Centre, Kasarani indoor auditorium. The high profile music event saw Amani, whose real name is Cecilia Wairimu, bag the best female award while David Mathenge known as Nameless won in the best male artiste category. Nameless also won in the Listeners Choice category. Amani was nominated for her song 'Tonight' while Nameless was nominated for his song 'Sunshine'. Artiste of the year award went to D'Banj of Nigeria. Last year Kenya's artiste Wahu Kagwe emerged the best female artist in the inaugural wards event last year in Abuja, Nigeria. Kenya had bagged six nominations in this years MTV MAMA Awards

David Mathenge (born on August 1976), better known by his stage name Nameless, is a Kenyan hip hop artist signed to the Ogopa DJ's record label. He rose to fame in 1999 through a star-search contest on Kenya's urban music station 98.4 Capital FM, which he won with his original song "Megarider." At the time, he was studying architecture at the University of Nairobi. He later recorded the track with producer Tedd Josiah and it went on to dominate the charts for weeks. He later signed with the Ogopa DJ's label in 2001 and collaborated with artists such as the late E-Sir on "Boomba Train," and Amani on the regional hit "Ninanoki" in 2002, which broke Kenyan chart records by remaining 110 days at #1. In 2004, he released his debut album "On Fire" and was nominated for a KORA All Africa Music Award in Johannesburg, South Africa that same year. He subsequently won 3 awards at the 2006 Kisima Music Awards. Also in 2006, he was nominated for an MTV Europe Music Awards in the Best African Act category. Samuel Wanjiru becomes the richest athlete in Kenya's history

Samuel Wanjiru will become the richest paid athlete this year after winning the Chicago marathon on Sunday 11th October, 2009. Organisers splashed out an estimated Sh19 million ($250,000) in appearance fee (same usually paid out to 100m world record holder Usain Bolt) to lure Wanjiru to Chicago and the Olympic champion will get another Sh7.5 million ($100,000) prize money after winning the race plus an additional Sh5.6 million ($75,000) for winning in a new course record. Wanjiru has asked for the first half pace to be around one hour, one minute and 50 seconds, but the key to successful pacemaking, said his manager Gabriela Rosa, was to “hold him down” to keep Wanjiru from surging or having to run uneven pace through 30km mark.

Kenya's Sammy Wanjiru wins Chicago Marathon with best time on U.S. soil

CHICAGO — Sammy Wanjiru of Kenya won the Chicago Marathon with the fastest time on American soil, finishing in two hours five minutes, 41 seconds on a bone-chilling Sunday morning. The 2008 Olympic gold medallist and London Marathon winner was trying for the world record. He'll take an easy victory instead. With temperatures hovering just below the freezing mark, Wanjiru turned in the best time in the U.S. and beat by one second the mark set by Khalid Khannouchi in Chicago in 1999. He got US$75,000 for winning and $100,000 for the course record, although he nearly cost himself the big bonus by waving to the crowd as he approached the finish line. Abderrahim Goumri of Morocco made a late push to finish second in 2:06:04, with Kenya's Vincent Kipruto in third (2:06:08).

We may take away your British citizenship if we find that you obtained your registration or naturalisation by fraud, giving false information, or concealing facts that would have affected our decision. This is known as deprivation of citizenship. Reasons for depriving you of citizenship might include if you:

  • concealed information that might show you are not of good character, such as convictions overseas;
  • obtained indefinite leave to remain in the United Kingdom by claiming to hold a different nationality;
  • obtained citizenship as the spouse of a British citizen, but you were not validly married to that person; or
  • used false documents to obtain citizenship, or cheated in the Life in the United Kingdom test.

 

We may also take away your British citizenship if, in our opinion, it would be in the public interest for us to do so and you would not be made stateless as a result of us removing British citizenship. If you are deprived of citizenship, you stop being a British citizen on the date that a deprivation order is issued. After that you are no longer able to hold a British passport. Any rights you may have to live in the United Kingdom may also be lost. In serious cases, you may be removed from the United Kingdom. Further information on deprivation of British citizenship can be found in chapter 55 of the nationality instructions.

Wanjiru Wins Chicago Marathon

CHICAGO — Sammy Wanjiru has made a career of shattering records and blurring past city skylines, blowing by his sluggish pacesetters with a frustrated frown. No one can keep up with Kenya’s Wanjiru these days, and that made racing against the world record time on Sunday at the Chicago Marathon that much more challenging. Without anyone pushing him in the final four miles, he had to be satisfied with the course record, but even that was surprisingly in doubt. In the final agonizing feet before he hit the tape, Wanjiru nearly missed that record and a lucrative payday by waiving his arms in premature celebration. Instead, he had one second to spare. In his first trip to the United States, the 22-year-old Wanjiru ran the fastest marathon on American soil — 2 hours, 5 minutes and 41 seconds — to collect the $100,000 bonus to go with his $75,000 first prize. Abderrahim Goumri of Morocco did not run in the lead pack all morning, and that strategy paid off for him. He calmly picked off the runners whom Wanjiru exhausted and finished second in 2:06:04.

Already a three-time runner-up in New York and London, Goumri nonetheless was satisfied with another tactical performance. Vincent Kipruto crossed the line in 2:06:08 to finish third. The women’s race was positively pedestrian in the first two-thirds of the course, allowing a pack of six, and then four women, to trade elbows in the final miles. Liliya Shobukhova of Russia who has run the sixth-fastest 5,000-meters in history, then stormed to victory in a time of 2:25:56, running more than minutes faster in the second half of the race than the first. Irina Mikitenko of Germany, the two-time London Marathon champion, finished second in 2:26:31. Lidiya Grigoryeva of Russia was third in 2:26:47. The American Deena Kastor was sixth in 2:28:50. Wanjiru has now won four of his last five marathons in the two years since moving up from the half-marathon — all before he turns 23 next month — and knows the world record is still within his reach.

The conditions needed to be just right here for Wanjiru to break the 2:03:59 record, set by Haile Gebrselassie at the Berlin marathon in 2008 when he enjoyed a pacesetter through 21 miles. After carrying Wanjiru to world-record half-marathon pace, the last of the four pacesetters — the 2007 Chicago champion Patrick Ivuti — dropped out in the 16th mile on Sunday. Five miles later, Wanjiru dropped Kipruto and Charles Munyeki, and spread out a comfortable quarter-mile lead. Wanjiru surged in the 22nd mile, as if to test his competitors, and then a minute later, he made his biggest move. He powered to the course record that had been set by Moroccan-born Khalid Khannouchi. In the final 100 feet, Wanjiru’s right arm was ticking off the seconds, as he grimaced and gritted his teeth. He nearly made a mistake in waiving both arms too quickly, but recovered just in time.

Floods wreck havoc in Mombasa

Mombasa residents affected by heavy rains that have pounded most parts of town during the weekend are calling on the council to intensify garbage collection and put in place proper drainage systems to avert possible humanitarian disaster. The rains have affected normal business as most of the residents were marooned in their leaving puddles of dirty water on virtually every street. Residents in the sprawling Likoni area, Majengo Mapya, Ngomeni and Harambee slums interviewed said that clogged gutters contributed to the poor drainage as most of the contents of the dumpsites in the neighbourhoods were washed by the rains. Dozens of road side kiosks and stalls along the Mombasa-Kwale were swept away leaving traders counting loses.  ‘'There are now puddles of dirty water in every street corner and we can't venture out and shop'' said Ali Awale a resident in the Majenjo Mapya suburbs. Those living and working in the numerous informal settlements in and around Mombasa were mostly affected as the rains submerged many dwellings. Residents now fear that the anticipated El-nino rains will wreck havoc due to blocked drainage system. They also fear contracting water borne diseases after several sewer lines burst.   The provincial administration last week asked the government to commence programs to mitigate against the devastating effects of the predicted el nino rains expected to hit the country between this moth and January next year.

Njonjo’s daughter weds at a private ceremony

It was a rare wedding when the daughter of former Attorney-General Charles Njonjo walked down the aisle during a closed-door ceremony at a Nairobi church on Saturday evening.  The exchange of vows between Ms Wairimu Njonjo and Mr Bassen Volker held at the All Saints’ Cathedral was an exclusively family affair.  Only about 30 people were ushered into the church compound for the private wedding in top-of-the-range vehicles guarded by police.  The Press was kept out of the ceremony in which guests were chauffeured to the venue. The nuptials started at 4 p.m. and the doors to the Cathedral were shut moments later. Police officers replaced church ushers at the entrance.  At one point, Mr Njonjo was forced to personally drive away a group of onlookers and journalists clicking away their cameras.  It was a wedding in a class of its own with few relatives in attendance.  Prime Minister Raila Odinga and his wife Ida were the only members of government who attended the ceremony. Unique in the time it began in the late evening, the typical classic English wedding was marked by the diverse cultures on the guest list. Minutes before the ceremony ended, the groomsmen dressed in black tuxedo suits hurriedly made arrangements for a grand exit for the bridal party. An apt photo session outside the church was hurriedly arranged as security barred the public that was anxious to steal glances of the voguish ceremony. The bride wore a flowing off-the-shoulder wedding gown with a neatly beaded bodice with straight hair. - Sunday Nation.

At least 8,000 acres of land have been identified by the government in Rift Valley for the resettlement of Internally Displaced Persons (IDPs).  Special Programmes Minister Dr. Naomi Shaban said the valuation process of the land was underway in various parts of Rift Valley with a view to relocating the IDPs.  Speaking in Mwatate District the minister said some of the land in question had been identified by the government with assistance from those affected by post-election violence. Dr. Shaban said the ministry of lands was busy working out the logistics and procedures of how to settle those displaced.  Nearly 1,200 people were killed and over 350,000 others displaced in Rift Valley region that was the epicenter of post-election violence.  The minister could not however state clearly when the resettlement exercise would be concluded saying the process depended on many factors. She appealed to  Kenyans and other well-wishers to support the exercise to ensure it is successful.  The Minister's announcement comes at a time when the Coalition Government deadline to have the IDPs vacate their temporary camps has already expired. President Kibaki had issued a two-week ultimatum to resettle genuine IDPs which ended yesterday.  Dr. Shaban said the ultimatum issued by the Head of State had given a new impetus to the IDPS' resettlement programme.  The Taveta MP however said majority of the victims in Olkalao and Mai Mahiu had been settled while others had turned down the offer due to personal reasons. Others had bought land on their own, she added  Dr. Shaban asked the IDPs to uphold sincerity to enable the government to address their plight without much difficulty. Some displaced families have refused to leave their camps unless they are given land.

40,000 Asylum Seekers Could Get Indefinate Leave To Remain In UK

The Government has 'quietly' relaxed immigration rules to help clear a backlog of asylum claims, it emerged. Ministers have changed Home Office guidelines in a move which could see 40,000 previously ineligible foreigners being given indefinite leave to remain in the UK. Three years ago, Labour promised to have dealt with the growing backlog of 450,000 asylum cases clogging up the system by 2011. But officials realised it would be virtually impossible to send many of them back as they were from countries with poor human rights records such as Zimbabwe, Somalia, Iran and China. So in a bid to massage the official figures, ministers have changed the rules making it easier for them to stay in Britain, thus drastically reducing the backlog. Previously officials could only grant indefinite leave to remain when a claimant had already lived in Britain for 10 to 12 years, but now they can apply after just six. This means around 40,000 identified cases can be taken off the backlog immediately - by being granted permission to stay in Britain. The move allows them to work legally in the country, and eventually become full citizens. A leaked memo written by a senior official at the UK Border Agency (Ukba) suggested the change because there would be 'difficulties' in deporting them to their home countries. It was sent to Alan Johnson, the Home Secretary, and Phil Woolas, the Immigration Minister, who signed it off. Head of immigration at Ukba, Matthew Coats, called in the memo for a six-year reduction in the time a claimant had to live in Britain before immigration officials could grant indefinite leave to remain, according to the Daily Telegraph. Liberal Democrat home affairs spokesman Chris Huhne said it showed the rules were being relaxed for 'political expediency'. But immigration minister Phil Woolas said the guidance was merely 'updated' to avoid drawn-out court cases. The Home Office confirmed the changes to immigration rule 395C were made in August. Mr Huhne said: 'The Government is prepared to quietly relax the rules in the interests of political expediency.' Mr Woolas said he was 'confident' the backlog would be cleared by 2011.

The bomb squad had no choice but to set charges with Lionel still inside and, after setting up a 1,000m cordon in Swanage, Dorset, blew it up. 'Unfortunately, the bomb disposal unit have a job to do and it wasn't possible to save Lionel,' said a coastguard spokesman. 'We've had a moment's silence for him, though, because he was no doubt blown to smithereens.' Crustacean expert Fiona Smith said: 'He would be trying to protect his area and himself against people he probably thought we trying to eat him.'

 

New research shows impact of immigration on social housing in UK
Proportion of foreign born in social housing rises 50% in ten years.

 

New research by Migrationwatch, based on official figures, shows the pressure that uncontrolled immigration has placed – and will place – on social housing. Speaking at the annual conference of the National Housing Federation in London, Migrationwatch chairman, Sir Andrew Green said that in the last ten years, the number of UK born tenants in social housing in the UK has fallen by about 1.2 million while non UK-born tenants have increased by 300,000. As a result, the proportion of foreign born has increased from 7.2% to 11.1% - an increase of 54%.  Migrants who arrived here in the last five years and are not refugees are not yet eligible to apply for social housing but could become so in future years if they are granted settlement. Grants of settlement for non-EEA nationals are running at about 160,000 a year, giving a potential pool of 800,000 although, of course, by no means all will apply. The rise in the proportion of foreign born in social housing is greater because the supply of social housing has not merely failed to meet the demand in a period of very high immigration, but the stock of social housing has actually fallen over the last ten years.

US President Barack Obama has won the 2009 Nobel Peace Prize. The Nobel Committee said he was awarded it for "his extraordinary efforts to strengthen international diplomacy and co-operation between peoples".  The committee highlighted Mr Obama's efforts to support international bodies and promote nuclear disarmament.  There were a record 205 nominations for this year's prize. Zimbabwe's prime minister and a Chinese dissident had been among the favourites.  The laureate - chosen by a five-member committee - wins a gold medal, a diploma and 10m Swedish kronor ($1.4m). "Only very rarely has a person to the same extent as Obama captured the world's attention and given its people hope for a better future," the Norwegian committee said in a statement.  "His diplomacy is founded in the concept that those who are to lead the world must do so on the basis of values and attitudes that are shared by the majority of the world's population."  Asked why the prize had been awarded to Mr Obama less than a year after he took office, Nobel committee head Thorbjoern Jagland said: "It was because we would like to support what he is trying to achieve".  "It is a clear signal that we want to advocate the same as he has done," he said.  He specifically mentioned Mr Obama's work to strengthen international institutions and work towards a world free of nuclear arms.

Baby pygmy hedgehogs have taken over one woman's life - after she took 24 of them into her home. Ashleigh Hunt, 20, currently has two dozen of baby African Pygmy Hedgehogs, which fit neatly into the palm of a hand and are Britain's latest must-have mini-pet.  Demand for the hedgehogs has spiralled in recent months after it emerged the tiny creatures, which weigh between 12 and 18 ounces (0.3kg), can sell for up to £200 each. The cute creatures have now taken over Ashleigh's house and keep appearing in the most unusual of places - from tea pots, to the bathroom, and kitchen cupboards. Ashleigh, who works in her family's pet business, was given her first three hogs 18 months ago by a friend who told her the tiny hedgehogs made fantastic pets.

 

Chief mediator Kofi Annan clarified the Truth, Justice and Reconciliation Commission (TJRC) should not try perpetrators of post-election violence. As he left the country after a whirlwind tour, Dr Annan said Kenyans wanted those highly responsible for the mayhem brought to book, but not through TJRC. "I welcome the clarification by the President and Prime Minister that TJRC’s mandate will not be amended to include prosecution of perpetrators of post-election violence," he said. His sentiments are backed by the European Union, who have made it clear TJRC should not be used to "cleanse masterminds of the chaos". The EU warned it would only finance TJRC if a credible judicial solution was established to punish the architects of the chaos. Annan urged Kenyans to start engaging and co-operating with the commission without fear. "To do this, the Kenyan people will need clear reassurance that they can do so in safety and without fear of repercussions. I am, therefore, urging the Government to strengthen measures for protecting witnesses," he added. The former UN chief said he has always rooted for the TJRC, special tribunal and the International Criminal Court, complementing one another. In a EU statement released a month ago, 20 diplomatic missions said they were concerned with the Cabinet decision to create TJRC instead of a special tribunal. They also cautioned TJRC could not replace a judicial mechanism to deal with post-election violence.  EU said: "We believe a properly mandated TJRC can play a role in national reconciliation, but it cannot replace a judicial mechanism." British High Commissioner Rob Macaire warned his country would not fund the commission if it is turned into a tool to cleanse post-election violence suspects. Religious leaders, civil society and the Kenya National Commission on Human Rights were also against TJRC trying the suspects. - The Standard.

And this is hurting efforts by police officers to rid the transport sector of the outlawed movement that extorts from matatus in the guise of offering protection.  The Nation has learnt that the sect’s members are now posing as matatu crews and route managers. Tuesday’s shooting of five men in a matatu at Githurai 44 could prove to be the proverbial tip of the iceberg in the relationship between the sect, the industry and the police. Kenya National Youth Alliance spokesman Njuguna Gitau said that some of the men who had been shot were members of his group, which is largely perceived to be the political wing of the outlawed Mungiki sect. The statement by Mr Njuguna contradicted those of the public and operators on the route who had insisted that those killed were genuine matatu crews who had nothing to do with the criminal gang. - Daily Nation.

London is capital of world's educational elite

London's universities surged ahead of the rest of the world for the quality of research and education they provide in new global rankings released on Thursday 8th October, 2009. But only limited numbers of British undergraduates are able to benefit while UK colleges seek to recruit more international students who pay higher fees. For the first time, University College London beat Oxford in the QS-Times Higher Education world rankings to take fourth place in the global league table. Imperial College London was in joint fifth position with Oxford, while Cambridge was second behind Harvard. The London School of Economics was named the world's best social sciences research centre while Kings College London was in 23rd position overall. UCL Provost Malcolm Grant told the Standard there was “no other city in the world” with London's concentration of top-ranked universities. “This league table result really does confirm the strength of what we have got here. London holds its own in the UK and across the world,” Professor Grant said. New York does not compare, while probably only Boston in the US, which is home to Harvard and Massachusetts Institute of Technology, comes close to London, he said. But Professor Grant warned that the number of UK students able to benefit was strictly limited by Government quotas. Universities are fined for taking on more British students than they have been funded to teach. Professor Grant said: “At the moment we cannot under present circumstances consider increasing our intake of UK students. There is a quota. We are limited to that quota.” UCL is gradually moving towards taking a higher proportion of postgraduates and international students. Phil Baty, deputy editor of the World University Rankings, welcomed UCL's “meteoric” rise, insisting it had “earned its place” among the world's most prestigious establishments. Oxford said its own ranking was “surprising” given that it had come top of other recent tables.

Father admits killing son, gets death sentence

A father was sentenced to death after he confessed killing and dismembering his nine-year-old son. Francis Mbogo Wambugu, who did not blink an eyelid, stood his ground, saying: "Mtoto ni wangu, na mimi ndiye niliyemuua (The child is mine and I killed him)".  On Thursday 8th October, 2009, his wife, relatives and friends watched in disbelief as he admitted taking his son’s life. Slapping the sentence on him, Justice Jessie Lessit termed the act chilling and adjourned court for nearly 15 minutes after closing the case. "There is nothing more chilling than when a father admits to cutting his child into small pieces," she said. She based the verdict on facts produced in court by the prosecution that was also stunned by the man’s candour. "I have looked at the pictures. The doctors’ report indicates you were in a proper state of mind and in full control of your senses," the judge said. His wife Lydia Wanjiku said the verdict was reasonable. "At last, justice has been served," she said. State Counsel Joseph Gikonyo told the court he was surprised by the confession since he had prepared to proceed with a full hearing. The man, who has spent close to five years in remand, requested the court to read him the charges afresh to which he pleaded guilty. The charge stated he murdered his son Jadiel Wambugu in April 2005 at his home in Nairobi’s Bahati Estate. Gikonyo said the former businessman had a troublesome marriage. "He constantly beat his wife and even threatened to kill her," he said. He told the court there were also accusations of infidelity. On April 19, 2005, Mbogo travelled to Thika and abducted the child, then in Standard Three at Twin Birds Academy in Nairobi. - The Standard.

The Interim Committee Secretariat formed under the office of the Prime Minister will next week oversee the repossession of the first 2,430 hectares of land in the Mau Forest. The exercise will see 1,900 hectares of gazetted land at south western Mau repossessed from squatters, who settled there with no legal documents, vacated in a humane manner. Secretariat chairman Noor Hassan Noor intimated they had started negotiations with settlers in the forest persuading them to leave on their own volition. "We have held meetings with local leaders, Government representatives and the settlers to ensure the process is peaceful. We will abide by the parliamentary recommendation, which also calls for resettlement done in a humane manner. We will also respect the sanctity of title deeds," Mr Noor said. "We resolved to ensure there will be no violence, no burning of houses, and school children given alternative learning facilities before actual resettlement," he added. - The Standard.

I have a dream: David Cameron's vision for Britain

David Cameron made his pitch to be Prime Minister today with a vision of a fairer, greener and safer Britain. He asked Britons to be “believers” that he was ready to lead the country. In a value-laden speech against the backdrop of the economic slump he admitted there “aren't many reasons to be cheerful”. “But,” he went on, “there are reasons to believe.” The Tory leader hushed the conference hall by talking of the death of his son Ivan, aged six, in February, when “the world stopped turning”, and said he had been sustained by his wife Samantha, who watched the speech from the front row and kissed him on stage at the end. Mr Cameron set out his core hopes in rhetoric that echoed Martin Luther King's “I have a dream” speech.

He said: “I see a country where more children grow up with security and love because family life comes first. I see a country where you choose the most important things in life — the school your child goes to and the healthcare you get.

“I see a country where communities govern themselves, organising local services, independent of Whitehall, a great handing-back of power to people.

“I see a country with entrepreneurs everywhere, bringing their ideas to life — and life to our great towns and cities. I see a country where it's not just about the quantity of money, but the quality of life; where we lead the world in saving our planet.

“I see a country where you're not so afraid to walk home alone, where you're safe in the knowledge that right and wrong is restored to law and order.

“I see a country where the poorest children go to the best schools not the worst, where birth is never a barrier.” It was Mr Cameron's most personal speech, designed to showcase his values and temperament rather than policies.

World's weirdest animals

A look at some of nature's strangest species, including the Dracula-fish of northern Burma. It is just 17 millimetres-long, transparent and has hook-shaped extensions that look like teeth protruding through the skin above its mouth. Zoologists called it one of the most "extraordinary vertebrates discovered in the last few decades". "The teeth it has are very surprising because none of the other 3,700 species in its species group have teeth in their jaws," said Dr Ralf Britz, zoologist at the Natural History Museum. "It evolved its own tooth-like structures by growing them from the jaw bones rather than re-evolving jaw teeth," he added. But if you think the dracula-fish is weird wait till you catch a glimpse of the blobfish. No-one who has seen it can deny that natural selection doesn't always pick the path marked 'pretty'. In the case of the hagfish, in fact, it picked the path marked 'revolting'. The star-nosed mole best resembles a strange sci-fi amalgamation of two different creatures. It is, for the most part, a common or garden mole, with thick, dark fur and a long thick tail. But its nose seems to belong to another animal altogether. The ring of 22 fleshy pink tentacles that wave around at the end of its snout should really be living on its own at the bottom of the sea. The tentacles may be invaluable for identifying food in murky conditions, but aesthetically speaking, only the star-nosed mole's mother could love it.

The main hospital in Somalia's capital Mogadishu has received a warning not to accept aid from foreign charities. Leaflets were scattered near the Medina hospital emblazoned with guns and grenades threatening staff, patients and aid groups including the Red Cross. No-one has claimed responsibility, but a BBC reporter in Mogadishu says the pamphlets are typical of those distributed by Islamist insurgents. Somalia is wracked by conflict between rebels and the weak government. The BBC's Mohammed Olad Hassan in Mogadishu says the leaflets accuse doctors of giving treatment to "apostate soldiers" - believed to mean government troops.

Huge Asteroid 'Less Likely' To Hit Earth

US space agency Nasa has sharply downgraded the threat that a massive asteroid could slam into Earth in 2036. Apophis was discovered in 2004 and is two-and-a-half times the size of an American football field. It captured widespread attention after calculations suggested it might pose a threat to the planet. There is now a one-in-250,000 chance of a collision with Earth in 2036, according to new calculations by Nasa's Jet Propulsion Laboratory (JPL) in California. This was sharply down from an earlier estimate of a one-in-45,000 chance. At first, astronomers feared the 885ft (270-metre) asteroid had a 2.7% chance of colliding with Earth in 2029. Later calculations ruled out a collision in that year, leaving 2036 as the encounter posing the greatest danger. Apophis is now expected to sail about 18,300 miles (29,450km) above Earth's surface on April 13, 2029 - closer than some satellites. Even though scientists are certain it will not hit the Earth, the Los Angeles Times said they are less sure about how the close approach will affect the asteroid's orbit. "The deflection caused by the 2029 encounter will be significant," Steve Chesley, of JPL's Near-Earth Object Programme office, told the paper. "We're not worried about 2029. We're worried about its future trajectory." JPL is to present its results at the conference of the American Astronomical Society in Puerto Rico on October 8. "The refined orbital determination further reinforces that Apophis is an asteroid we can look to as an opportunity for exciting science and not something that should be feared," Near-Earth office manager Don Yeomans said.

Royal Mail workers vote to strike

Royal Mail postal workers have voted to take strike action over job security and working conditions. They voted three to one in favour of action, with 61,623 out of a total of 80,830 workers who voted saying they wanted to strike. But the Royal Mail said 60% of the total number of postal workers working in the UK did not vote to strike. The company and unions have been unable to resolve differences on how best to modernise the postal service. The Royal Mail "condemned" the plan to strike as "deplorable and irresponsible", saying it would drive away customers and undermine confidence in the postal service. It said 121,000 members were balloted, but there are a further 20,000 postal workers who are not members of the union.

The International Criminal Court may not punish perpetrators of post-election chaos quickly enough, as most Kenyans would wish. Speaking to The Standard yesterday, vice-chair of the Truth, Justice and Reconciliation Commission Betty Murungi said ICC Chief Prosecutor Luis Moreno-Ocampo was still at the analysis stage based on evidence from diverse groups and would later on carry out his own investigations. Ms Murungi, who also sits on the board of the ICC Victim’s Trust Fund, said: "Based on the Rome Statute, which guides ICC operations, the prosecutor will have to establish if anything has been done in terms of investigating and prosecuting suspects of post-election violence and make recommendations." She added: " There has been a general misconception that he will immediately open prosecutions." The Coalition Government had until September 30 to set up a local tribunal.  However, following its failure to institute the process through Parliament, the matter has reverted to ICC. Indeed, the Government, through Justice Minister Mutula Kilonzo, is on record indicating ICC is free to step in and take over the process.  Consequently, Ocampo is expected in the country next week. Murungi said: "There are three ways to go about it, in terms of referring suspects to the ICC. There is the State referral, or the prosecutor himself acts as a point of referral or a referral by the UN Security Council". "In the Kenyan case, the ICC has been clear, they want the referral of suspects to come from the State," she added. The Government has indicated the ICC can take over. But it has not been committal in terms of referring suspects to the ICC and facilitating their arrest despite signing a deal with Moreno-Ocampo on July 3 to do so. Following the African Union declaration in July that it will not co-operate with the ICC, it is feared Kenya may use this defence and not hand over suspects to The Hague. The AU declaration has frustrated ICC’s arrest warrant issued against Sudan’s President Omar El Bashir. Many, including civil society groups have appealed to the AU, demanding it steers clear of the trial of suspected masterminds of the post-election chaos. The TJRC vice-chair said Kenyans could only wait for Ocampo to come and make his analysis and recommendations. - The Standard.

A group of Somali pirates has been captured after attacking a French navy ship by mistake, apparently thinking it was a harmless cargo vessel.  French military spokesman Admiral Christophe Prazuck said the pirates attacked in skiffs late at night some 500km (310 miles) off the Somali coast.  - VIDEO

'Richest' Gangster Guilty Of £1m Drugs Plot

Curtis Warren, who was once the most wanted man in Europe, had denied leading a plot to flood Jersey's streets with cannabis. A jury at the Royal Court in St Helier found him guilty of conspiracy to import a controlled drug after a two week trial. Warren, 46, from Liverpool, showed no emotion as the jury's unanimous verdict was given after around nine hours of deliberations. The gangster - dubbed Cocky Warren - was arrested in Jersey soon after finishing a long sentence for cocaine and heroin trafficking in Holland. The prosecution said the first shipment was to be a million pounds worth of cannabis, but a telephone tap caught him describing that as "just a little starter". Warren used his drugs contacts in Amsterdam to supply the drugs which would then be driven through Belgium and France to the Normandy coast. Speedboats would then bring them to the island. Cannabis sold for high prices in Jersey, it was said, and the gang could have made ten times what they were to pay for it. A secluded cove near St Catherine's Breakwater on the east coast had been identified as a potential landing spot, the jury was told.

Tens of thousands were left homeless after the last election

Rival ethnic groups in Kenya who fought after the 2007 election are rearming in readiness for violence at the 2012 poll, a BBC investigation has found. It is feared villagers in Rift Valley province are moving from traditional weapons such as spears to machine guns. Government officials insist they are tackling the influx of illegal arms. But they have been widely criticised for failing to punish the ringleaders of violence after the 2007 election, in which 1,300 people died. A power-sharing government was formed in early 2008 to quell the violence. It has been under international pressure to investigate the killings ever since, but its failure to organise a local tribunal has forced the International Criminal Court to step in to prosecute suspects.

Ethnic arms race

The BBC's Network Africa programme discovered arms dealers selling sophisticated weaponry in the Rift Valley - an area hard-hit by ethnic violence in early 2008. One arms dealer told the programme supply was high and prices were low at the moment. "Right now we have AK47 rifles for sale but there are times when we also sell G3s [rifles]," he said. "In a month we sell more than 100 rifles." Members of the Kalenjin community and their rivals, the Kikuyu - the country's dominant ethnic group - both said they were arming to protect themselves. "We bought the guns because we hear the Kikuyu have also bought guns," said a Kalenjin man who declined to be named. "Before we were using bows and arrows to fight the enemy but changed to guns following the post-election experience because we realised, compared to guns, the arrows were child's play." A member of the Kikuyu community said he was not willing to "wait until 2012 to be killed". "We have to arm ourselves. I did not acquire this gun to commit offences," he said.

'Time-bomb'

For weeks after the 2007 election the two communities fought in bloody clashes. Most Kalenjins had supported Raila Odinga, a member of the western Luo community, for president and were convinced he had been cheated of victory by President Mwai Kibaki, a Kikuyu. After weeks of bloodshed, the two men formed a power-sharing government with the president keeping his job and Mr Odinga being brought in as prime minister. But the UN has warned that a similar flare-up could occur after the 2012 vote unless Kenya strengthens its institutions and the perpetrators of the 2007 violence are punished. Kipkorir Ngetich, of the Eldoret human rights group expressed similar fears and said his research backed the BBC's findings - that the communities are rearming. "We are appealing to the government to investigate the matter because it is a time-bomb that will soon explode," he said. Kenya's deputy minister for internal security, Orwa Ojode, said he was aware of the problem and had ordered the police to clamp down on the sales.  "We will definitely apprehend those who are behind the sale of illegal arms," he said. He blamed the country's porous borders and its proximity to unstable states like Somalia for the influx of guns.

Police chase teenage gunman on the Underground

“As I went out onto Oxford Street I saw red police cars all coming up with their sirens blaring. Heavily armed police jumped over the fence at the corner and dashed in. “People were still coming out of the Tube station but no one was being allowed in. I asked what was going on and they said it was an emergency. “Then the police came out with a man in handcuffs. Crowds of people were staring and a tourist asked me if it was another bomb.” It had earlier been thought the gunman was 26-years-old, but alter emerged he was 16-years-old.  A Met spokesman said; “We were called at 4.15 to reports of a male seen with a handgun. “A 16-year-old man has been arrested and is in custody at a central London police station.” The arrest happened just over an hour after a separate incident involving a handgun happened in West Hampstead. At 3pm yesterday a car was stopped near West Hampstead station and a man was arrested. A second man pulled out a gun and ran off. Officers chased him and he ran across the live rails to try to get away. The second man was subsequently arrested. The incident is the second in just a few days when unarmed police officers have tackled criminals armed with handguns. On Saturday two officers on motorcycles were shot at by a man armed with a handgun riding a bicycle. A police constable confronted the gunman in a garden in Hackney but backed away when the man pointed the gun at the officer's head. The gunman is still on the run.

Sh1.4bn set aside for IDP land

The government has set aside 1.4 billion shillings to buy land to resettle internally displaced persons. Lands minister James Orengo said his ministry was in the process of identifying land adding that the process of acquiring land would be done in a transparent manner. He said a further 500 million shillings have been set aside for  those willing to go back to their original land. He was addressing a news conference at the ministry's headquarters at Ardhi house. President Kibaki ordered the resettlement of all 6,802 people living in 19 camps for the internally displaced in two weeks, which ends on Friday. On land reforms, the minister said land issues could not be resolved unless laws regarding the issue are reviewed.   "Without the cooperation of the Judiciary, we will not go far" Orengo said. He said the Ministry has done an inventory of the Land laws and is in the process of analyzing the laws with the aim of harmonizing and reducing them to a lesser number. "The Ministry is in the process of preparing a public notice to all people whose parcels of land (development) are on road reserves, recreational land, public utilities and those invading Government land without authority" he added. The minister assured that policy principles laid out in the National Land Policy will be implemented consistently. He said the government has commenced the operationalization of the Policy and the Sessional paper was in the final stages of preparation and it would form one of the first businesses of the House when it reconvenes.

Kenyan men have carried over the bad habit of wife-beating into the new millennium, having managed to beat almost half of their wives — some barely 15 years old. This shame, currently being discussed behind closed doors within government and donor offices, will soon be laid bare for all when the Kenya National Bureau of Statistics releases the Kenya Demographic and Health Survey 2008-09. But sources privy to the contents of the interim report say that despite modernisation, the Kenyan male seems to be becoming more violent.  The researchers, said to have interviewed more than 8,000 women in 10,000 households, found 39 per cent of married, divorced or separated women aged 15-49 have been physically or sexually abused by their husbands or partners. The previous report done in 2003, indicated that a third of women had been abused in the past two years. However, going by the current study, violence against women seems to be on the rise. The women are not just endangered in the home — a significant number of them report to have been sexually assaulted elsewhere.  Our source indicated that women, particularly in Nyanza and Western provinces, appear to have a higher risk of violence than those from the rest of the country. More than anything else, violence appears to be the biggest reason for divorce or separation since majority of women from such unions report to have been violated, especially those with the least levels of education or none at all. But despite this drawback, some members of the team preparing the final document say that unlike the previous study which was all gloom and doom the new report is a more positive document.  The researchers say that according to the health indicators, there is strong evidence that the decline in the quality of life experienced in the past few months is being reversed. They point at declining infant deaths as a result of high levels of immunisation, use of mosquito nets and declining fertility rates.

Visitors would do well to watch their bags in major European cities, where many popular outdoor attractions are tourist havens - and prime targets for purse-snatchers. “Pickpocketing is a true art and whilst thieves can strike anywhere, home or abroad, tourist hot-spots often yield far richer-pickings. Somalia war: Kenya on the spot over secret enlisting

Tension gripped Garissa Town on Wednesday following claims that hundreds of youths were being recruited secretly to fight in Somalia. But before joining the army of Sheikh Sharif Ahmed, the youths, it was further claimed, were first being taken for military training at Manyani Paramilitary Camp in Mombasa. A group of parents who alleged that their sons had already been recruited, raised the alarm. They said that more than 300 youths aged between 18 and 30 years had secretly been recruited in six locations of Garissa District. However, North Eastern provincial commissioner James ole Serian dismissed the claims as rumours. “I heard the rumours. I think this came about due to the ongoing relocation of Somali refugees, who are mainly youths, to Kakuma. Nevertheless, we shall investigate the matter,” the PC said. Claims about the recruitment of Kenyan youths to fight in Somalia come a few days after the United States Government said that unemployed Somali youths were targeted for recruitment by the Al-Shabaab militia group. The Al-Shabaab, alongside other militia groups, has been fighting to oust the fragile Transitional Federal Government of Somalia, which is supported by the US and other Western powers. Garissa mayor Mohamed Gabow said he had personally witnessed the recruitment. “It has been going on. The boys who have been recruited have talked to us. They say they have been promised a $600 (Sh44,000) monthly salary,” Mr Gabow told the Nation by telephone. He claimed that those carrying out the recruitment were senior military officers, adding that the hiring was done in the cover of darkness. 

Power rationing will come to an end this week, the Kenyan Government has announced. A meeting of the National Taskforce on Accelerated Development of Green Energy committee was told on Wednesday that the energy deficit had been bridged after the government imported generators in September. The committee is chaired by Prime Minister Raila Odinga. The committee meeting that was held at the PM’s Treasury office, also sought ways of making energy more affordable. Mr Odinga lamented the high cost of energy. “We need cheaper energy to accelerate growth. We must not price ourselves out of the market, especially now that most neighbouring countries charge less than us,” he said. Kenya experienced acute power shortages due to falling water levels in rivers. The low water levels, caused by severe drought resulted in increased charges and introduction of rationing in residential areas. Some manufacturers were also not spared. Mr Odinga directed the Energy ministry to spearhead solid waste power generation initiatives after reports indicated that local authorities had failed to move in this direction. “The ministry should take the lead as the waste has become an eyesore in most of our urban centres,” the Prime Minister said.

The ICC has also quietly taken several witnesses out of the country in the last few months ahead of the trials that are expected to rock Kenya's political scene and which many Kenyans hope will serve to end the culture of impunity entrenched in the nation’s politics. The Sunday Nation has established details of the months-long effort to gather evidence behind the scenes, a process that began almost as soon as former United Nations chief Kofi Annan arrived in Kenya in early 2008 to mediate an end to the post-election violence.  Mr Annan is expected to return to Nairobi on Sunday to further pressure Kenyan leaders to speed up the pace of reforms, a key pillar of which is the trial of those who bear the greatest responsibility for the violence which claimed more than 1,300 lives.  A source familiar with the investigations said that while the entire nation’s attention was focused on the negotiations over political power-sharing at the Serena Hotel in 2008, several teams of local and foreign investigators were dispatched to gather evidence in the areas worst-hit by the violence.

International Criminal Court prosecutors have compiled a damaging report on at least four top Kenyan officials, including Cabinet ministers, who could face charges of crimes against humanity by the end of the year.

Among the teams was a delegation from the United Nations Office of the High Commissioner for Human Rights that arrived in Kenya last February. Representatives of the Special Rapporteur on the Prevention of Genocide and another team sent by the Kenya National Commission on Human Rights interviewed survivors, families of victims and members of government and the opposition. The outcome was what one international analyst described as a “wheelbarrow-load of evidence”. “Kenyan politicians assumed it would be business as usual and concentrated on negotiating for power,” said the source, who cannot be named because of the sensitivity of the matter. “They did not know that some in the international community had decided it was time to end the culture of impunity and were busy gathering hard evidence.”

The evidence they collected helped lay the groundwork for a separate ICC investigation into the involvement of a number of senior members of Cabinet and some heads of state security agencies. The Sunday Nation established that the focus of the investigations has now narrowed to at least three Cabinet ministers and one state security official against whom the Office of the Prosecutor feels it has enough evidence to sustain a case. Among the four is a Cabinet minister from Rift Valley province who has been particularly vocal in calling for truth and reconciliation as opposed to trials of masterminds of violence. He is said to have declared that only “Indians and Kalenjins” would own businesses in his home town following the presidential election results, coded language that was read as calling for the eviction from the area of people from other communities.  The same politician is said to have distributed money to about 300 youths who committed atrocities as well as organised transport for the militia together with two other MPs from the region who have since died. Another Cabinet minister on the list of four is a senior member of the PNU coalition. He is said to have chaired a meeting at State House, Nairobi, where he organised members of the outlawed Mungiki sect to carry out revenge attacks in Naivasha.

The same politician or his associates are said to have requested a senior Office of the President official then serving in the National Security ministry to distribute guns to the outlawed sect to carry out the carnage. The request was, however, turned down. A senior official of a state security agency said to have carried out indiscriminate killings has also been named as one of those who have been the focus of investigations as has another minister from the Rift Valley. KNHRC vice-chair Hassan Omar declined to be drawn on what ICC prosecutor Luis Moreno Ocampo told a delegation of civil society activists who met him recently at The Hague. But Mr Hassan praised the ICC’s determination to act: - Daily Nation.

Fears rise of BA dispute as airline announces 1,700 job cuts

British Airways has announced plans to cut 1,700 cabin crew jobs and impose a two-year pay freeze, triggering fears that the airline could trigger industrial action from its trade unions.

The cuts were announced by the carrier without agreement from Unite, the union representing 14,000 cabin staff, despite months of talks between both sides. Union sources said that the airline's move meant that both sides were on a "collision course", even though there are no immediate plans for a strike ballot. BA, which lost £401 million in the last financial year, said drastic action was necessary given the crisis facing the aviation industry. British Airways is currently not profitable and we expect to record a significant loss for the second consecutive year - the first time that has happened in our history. "Revenues are down, so we must reduce costs to restore profitability. Thousands of staff across the airline have already made contributions to the cost-reduction programme," an airline spokesman said. "We have been talking to the cabin crew unions since the start of the year, but have made little progress on the contribution they might make. "We have extremely professional cabin crew. However, we cannot ignore the fact that our Heathrow-based cabin crew costs are much higher than those of our Gatwick-based crew and of our competitors."

According to BA the job cuts announced by the company would enable 1,000 voluntary redundancies to take place as well as making it possible for 300 more staff to switch to part-time working. The changes will reduce BAS's cabin crew from 14,000 to 12,300. It is understood that Unite will urge its members to reject the new contract which, the union says, has been imposed on members without consultation. In addition to cabin crew cuts, BA is also looking to its staff on the ground to offer further savings. Their union representative, Mick Rix, of the GMB said that the 7,000 members be represents would not accept a similar attempt by the company to impose cuts on them. "I think this brings us a step closer to industrial action," he said. A British Airways spokesman said: "We have received no formal or informal communication from the trade unions indicating industrial action in the coming months and any such talk is premature and speculative. "All of our flights are operating normally and it is very much business as usual."

Marsabit is one of the worst hit area by drought

Kenya Red Cross society is spending over 4 million shillings to save livestock as well as feeding families in larger Marsabit. A trip over the weekend was shocking but under control. Hungry children and very poor families. This is because of the prolonged drought being experienced in the country. Destocking is buying the animals, then slaughter them and finally give the meat to the same community. This happens three days a week until the rain comes. Each animal is being bought for KShs. 1,000. On the back we had lunch at Merille a small town on Marsabit/ Isiolo road and hunger stricken goats jumped on our table and started to eat meat. GCSE results by ethnic group and region (Times Online October 30, 2008)


GCSE results for 2006/07 indicate that 49 per cent of mixed-race pupils from the North East gained five good GCSEs with English and Maths compared to 42 per cent of white pupils living in the same area. In the South East 53.9 per cent of mixed race pupils reached the benchmark compared with just 49.5 per cent of white children.


More than a third of teenagers sitting GCSEs in 2006/07 failed to gain five good grades in any subject. Black pupils living in the South West of the country came out bottom of the GCSE results pile with just 26.1 per cent obtaining five good grades including English and Maths.


But students of Chinese origin living in the South East did the best with 77.8 per cent reaching the Governments benchmark. Across the board pupils of Asian origin performed the best with 48.1 per cent of those in England gaining five good grades including in English and Maths.

I have been talking to the Kenyan community about the performance of our children, the black kids. It is unfortunate that some people think otherwise even when the data vividly indicates the meager performance. The 37% shown above does not represent Kenyan pupils; it involves all pupils from Africans, Caribbean, Bangladesh etc. We cannot say that all the Kenyan kids are not performing, but this should worry any visionary parent who has a child in school. The data above was 2008 and likely in 2009 results there were probably some improvements but are not sure if it changed the above order. Parents who have children at the primary school level please get to understand what is going on with your child. Understand the level at which he is working at and get to know what else you can do to help your child. Remember the data will be transferable from primary to secondary. If you think that your child will wake up when at secondary level then you are just living a lie.


Just look around in your neighborhood or church and check how many of young adults progress to A- levels and then the university. If you find many then that is good and encouraging but check how many of those at the universities are at the top UK universities. Do not stop checking how many of all those attending universities are ambitious and pursuing well paying career building courses. I know very well that people can make careers from anything if they are that brainy, but how many of us are? Is it not unfortunate that our youngsters are opting for cheaper courses where they will do less of challenging units? Is it not true that we are likely to have influenced them through cheap talk that we engage in as far as education is concerned or lack of career guidance has taken its toll? What do you say when you talk about your school days when talking to friends or family members? Do you feel proud that you were a negative star or a positive star? Do you portray education as not important just because you are making some good money? Maddoff was a billionaire through dubious methods; he lost it in one day and landed in prison. Goodness me with good education it is certain, nobody can imprison the value of your brain unless yourself.
 
If for instance you failed in your secondary school GCSE/KCSE or if your behavior was not desirable, do you ever feel remorseful that you failed and misbehaved or do you laugh and fill the atmosphere with your Character euphoria? Your hard spirit still refreshes in you with excitement without making an apology that you wasted an opportunity. If at all you caught up later and progressed with your career, it would be good to let the youngsters know that you would have moved faster and higher had you not wasted the precious opportunity. We have to teach positive things to the youngsters from anything that has happened to us whether positive or negative.
 
Those of you who have succeeded through hard work there is a temptation to feel as though your success is transferable to your children. This school of thought would be disastrous as it is not true. Let your children succeed on their own merit. Make life easier for them but let them not miss to become the person their potential can allow. Is it possible that we have the youngsters who will be pursuing sciences and become Doctors, Pharmacists, Engineers, Pilots, Researchers, Educators, Accountants, and so on? With all due respect we also need people qualified in the other disciplines. Ensure that this motivation begin right from when the child is born. Let no body including yourself tells your child that he/she cannot become.

Limuru, Kenya Oct 6 - A 10-year-old girl was raped and strangled to death at a village in Limuru, Ngarariga on Monday night 5th October, 2009. The body of Catherine Kihika, a standard three pupil at Manguo primary school was found dumped in a neighbour's compound, about 50 meters from their house on the Nairobi-Naivasha highway. "It was discovered at about 6am on Tuesday by a neighbour who had gone to milk her cows," the officer in charge of Tigoni Police station Joseph Kyoyo said. "It had strangulation marks and it appears she was raped," he said and added that there was evidence showing the body was dumped at the scene on Tuesday morning. Swedish Woman Escapes to Germany With Kenyan’s Baby

In one of the most shocking Kenya-Stockholm storos, it has emerged that a white Swedish woman has escaped to Germany with the one year old baby of a paperless Kenyan man after playing a complicated baby-snatching game that has stunned observers and left acquaintances grinning and scratching their heads with their fingers searching for new words to explain the crisis. The story came to light when the Swedish woman hooked up with another Kenyan man in Germany to play “Father” to the snatched kid. The Swede apparently told the new Kenyan sweet heart that the father of her kid lives in Sweden and that they had split up because of “irreconcilable differences”.

The scandal exploded when the guy contacted KSB to try and establish the identity of the father of the child whom he was about to begin fathering. He wanted to get some tips about the woman from her ex. Apparently, the new Kenyan dude hooked up by the Swede is also paperless and his hope is that the new find could be turned into a “Paper project” so he is currently playing ball although he told KSB that he is basically “a slave” in the house.

According to investigations, the woman in question hooked up with a Kenyan dude in Sweden and after well calculated sessions of “leg-opening”, she was eventually ballooned by the Kenyan. The bull is reportedly a student who had been pursuing his Masters degree at a Swedish University and when the Swedish blondie “landed on his plate” and later began to serve the goods liberally, his thinking was that it was a perfect opportunity to mix up “paper manufacture” with studies as he checked out the future here at the North pole where life appeared to be very sweet.

After the woman downloaded a bouncing baby, things began to take a nasty turn. More and more, the blondie began to abandon him in the house to baby-sit as she went clubbing in town and meeting new clientele. Since the Kenyan had incorporated baby-sitting into his mappepe manufacturing project, he played it calm and loyally began to follow the new rules which had it that the woman could decide to do anything as the boy nodded in approval.

This was apparently done with an agreement that the woman is very independent and that her freedom comes second to nothing. Although the woman also accepted to respect the guy’s freedom, she had an upper hand because she knew that inside the guy’s head was the “paper business” and she had the keys in the bag. After a few months, the woman began to carry herself around in a way that suggested that she was getting romantically disinterested in her nigger hubby as the bull sunk even deeper into baby-sitting, diaper changing and pram pushing to and from shopping baby food and other stuff on the shopping list.

His studies began to suffer but he could take it because if the “paper work” could materialize, he could resume his studies from where he quit and at any time. One day, the blondie is reported to have disclosed to the guy that her main interest in him was based on her life-time dream of mothering a kid with a blue nigger. She just loved “coloured babies” and once played with the idea of having an artificial insemination with nigger sperms. At about the same time, she met the Kenyan and decided to go for the real thing. After delivery, she reportedly hoped that she would have the interest to stick with the guy although she also threw some doubts.

In short, she was interested in the so called mulatto child or what Kenyans call “point five”. If you don’t get it, Kenyans call it ”Point five” because when a whitie articulates with a blackie and the union results in the manufacture of a “mixie”, the kid is presumed 50% black and 50% white eg 0.5% black/white thus the “point five” name also known as “pointie”. After the baby was born, the next agenda for the Swedish woman was to use the Kenyan as a baby sitter while maintaining (in the guy’s brain) the illusion of a paper linked to the baby. Once the Kenyan swallowed the bait she could have fun as life continued. The idea was to give the kid time to grow before her project could enter into a new phase.

Punde si punde, the situation began to worsen by the day. The couple was living in an apartment and, with time, the Swedish woman began to return home zonked and late in the night. One night, she crashed in with a Swedish man and they slept on the sofa as the Kenyan guy spent the night in the bed room taking care of the kid. When the guy tried to intervene to find out what was happening, the  woman simply told him to shut up and “give space”. The act of popping up with white bulls then became routine and when he tried to find out what was happening, the woman said that “this is Sweden where women have their freedom”. The guy relaxed because he understood that the road to Mappepe could be rough and bumpy.

It is at this point that the guy began to understand that he was facing a major crisis because the love affair between the two of them appeared to have melted the way ice cream melts in the mouth. The Kenyan began to understand that his baby sitting sessions may have been well planned because when he added one plus one, it was adding up to four – himself, his woman, the kid and the new Swedish bulls who appeared to have taken over the woman’s holy shrine and all the goods that went with it as he remained stuck with baby-sitting in the bed room.

Custody Papers Signed


What shocked him was the courage the woman had developed to an extent that she was comfortable with the act of bringing another man in the house even though the woman knew too well that she had left him in the house to baby-sit. A supposedly kind woman he had been licking the other day as he worked his way to greener pastures had now become a source of headache. He had no answers.

Unknown to him was the fact that the woman had much bigger plans that would leave him paperless and probably lead to his deportation back home. The woman had planned to relocate to Germany with the baby and as the guy followed the new rules hoping for better days when he could have his personal number registered at the tax office, the woman continued to further her secret plans. She wanted to move away so that she could forget about the nigger and his attachment to the baby. Once she finished sketching the outlines of her plan, she is reported to have apologized and became very friendly to her sweet heart whom she had been persecuting. She stopped behaving badly by halting the act of bringing guys to consume her goods at the sofa while she resumed serving the goods to the guy.

She also began taking care of the kid and saying sweet things linked to mappepe. The guy was told that they were meant to stick together for life and that whatever had happened had been a big mistake. She felt extremely sorry for whatever had happened and the Kenyan dude lapped all her words with interest. Then one day, the woman took him to the Swedish authorities to sign some papers. He was told that the papers were based on him confirming that he was the father of the baby before they could move to the Immigration department to do good stuff.

The guy does not understand Swedish and when he went to sign the papers, he had no clue. He was told to agree with everything the authorities said and to pretend that he understood Swedish so as not to “complicate things”. Since, (from his perspective) all events were playing themselves within the context of mappepe, he loyally allowed himself to be led by the nose. When asked questions by the authorities before signing the papers, he was coached to say “yes” or “that’s right” or “exactly” depending on the situation. He was to watch the woman secretly shaking her fingers placed on the table. One shaking finger was a “yes”, two “exactly” and three meant “that’s right”.

The official read a sentence in Swedish saying something like “You have accepted to give full custody to Birgitta Larsson…”, and when he watched the fingers, it was a three so he said “That’s right”. If confusion arose, the woman would intervene and flash a new finger for him to respond. At one point, the woman intervened in Swedish saying… “She is saying that you are the father of the baby and you fully understand that you are handing over full custody…” After flashing a finger, the Kenyan dude said “exactly” and it was all over. He was adviced by the woman to say “Tack så mycket” (Thank you very much) with a big smile to the official after the business and things went on smoothly.

Once the papers were signed, the couple apparently returned home to celebrate. The guy had just signed papers giving the Swedish woman full custody of their kid without knowing it. After gaining full custody, the woman began to make plans to move to Germany with the kid without informing the guy. One evening, she broke the news that she was moving to Germany in two days and thanked the guy “for his time”. The news effectively led the guy into a state of shock. By the time he managed to put his act together to contact the Swedish authorities, the woman had flown to Germany with the kid and began a new life.

According to Swedish authorities, there was nothing they could do because the papers showed that the woman had full custody of the kid. A deeper examination by authorities revealed that it was the guy who signed the custody papers and under the circumstances, the woman had every right to relocate to Germany or any country.

Another issue is that the woman had already signed divorce papers and left them with the Swedish authorities so the guy was technically single and paperless. The Swedish authorities have told the guy that the best he can do is to travel to Germany, take contact with German authorities and begin to follow the case because there is little they could do. Agriculture Minister William Ruto on Tuesday supported the coalition government's decision to try suspected post-election violence at The Hague.  However, the Eldoret North Member of Parliament says Kenyans must find a homegrown solution that will see the end of recurrent violence associated with general elections. Ruto made the remarks at his Kilimo house office a day after President Mwai Kibaki and Prime Minister Raila Odinga appeared to wash their hands off the prospects of putting in place a local tribunal to try the suspects. The government has opted to accord priority to reconciliation while leaving the door open for the suspects bearing the greatest responsibility over the post-election violence to be tried by the International Criminal Court.Kibaki and Raila told Former UN Secretary General Kofi Annan during a meeting on Monday that the Coalition Government was accelerating the reform of the Judiciary to be better placed to handle the bulk of the cases. They further expressed their commitment to ending impunity. Annan who is also the chairman of the Panel of Eminent African Personalities that brokered a power-sharing agreement last year, has asked the government to speed up reforms under the Agenda four reforms. Parliament has already rejected the setting up of a tribunal, opting for the International Criminal Court at The Hague to take over the cases. More than 1,000 people are believed to have been killed in an orgy of murder that lasted several weeks preceding the general election. Another 650,000 persons were displaced in the pandemonium, some of who still languish in camps for internally displaced persons.

Scam hits more e-mail accounts

The scale of a phishing attack originally thought to be directed at Hotmail may be larger than previously thought. BBC News has seen a list of more than 20,000 more names and passwords that have been posted online. The list contains e-mail addresses and passwords from Hotmail, Yahoo, AOL, Gmail and other service providers. The list was published on the same website as the original list of 10,000 Hotmail login details. Some of the accounts appear to be old, unused or fake. However, BBC News has confirmed that many - including Gmail and Hotmail addresses - are genuine. Other addresses include Comcast and Earthlink accounts. It is not clear whether the list was part of the same phishing attack that collected the Hotmail addresses or a separate scam. Phishing involves using fake websites to lure people into revealing details such as bank account details or login names. A spokesperson for Microsoft said phishing was an "industry-wide problem". "Our guidance to customers is to exercise extreme caution when opening unsolicited attachments and links from both known and unknown sources, and that they install and regularly update their anti-virus software."

Pet 350lb Bear Mauls Woman To Death

An American woman has been mauled to death by her pet black bear as she cleaned its cage. Pennsylvania police said 37-year-old Kelly Ann Walz was killed on Sunday by the 350lb (160kg) beast. The victim had been keeping the animal inside a 15ft by 15ft steel cage near her house in Ross Township. Ms Walz had thrown some dog food to one side of the enclosure to distract the bear while she cleaned the other side, officials said. But, at some point, it turned and attacked her. The beast was shot and killed. Tim Conway, of the Pennsylvania Game Commission, told the Morning Call local newspaper: "These animals, even though they may be very docile one day, you never know. "They are wild animals and they're very powerful and they could easily destroy your day." He said Ms Walz also owned a Bengal tiger and an African lion, and had licences to keep them. "I don't know what makes an individual want to have a pet or animal like this in captivity. I just don't," Mr Conway said. An investigation into the bear attack is continuing, police said.

Important changes for sponsors under the points-based system

The UK Border Agency has today published revised guidance for employers and education providers who sponsor migrants under the points-based system, and has enabled education providers to use the sponsorship management system for the first time. The sponsor guidance has now been split into separate documents for employers (Tiers 2 and 5 of the points-based system) and for education providers (Tier 4). Both guidance documents, together with a list of changes from the previous guidance, can be downloaded from the sponsor guidance page of this website. Additionally, the sponsorship management system is now available to Tier 4 sponsors, enabling them to issue confirmations of acceptance for studies (CAS) for the first time. During a voluntary trial period which will run until February 2010, Tier 4 sponsors will be able to choose whether to issue visa letters or CAS to migrants applying to them from inside the United Kingdom. The prices of residential property in Kenya reduced by

1.4 per cent and 2.2 per cent in the second and

third quarter of 2009 respectively.

Prices of upper and middle income houses in Nairobi are falling after consistently rising in the last two years, this according to a property index issued by real estate agents, HassConsult. The trend has been attributed to a high supply of houses in the market. The prices of residential property reduced by 1.4 per cent and 2.2 per cent in the second and third quarter of 2009 respectively, compared to 2007 and 2008 when every quarter saw a 4 per cent or more increase. Between 2007 and 2008 the overall prices went up by 30 per cent. In recent months, despite the demand for housing, the financial strains on middle and upper income buyers have shown, bringing a slow down in the market, where so many new residential developments have come up. This, however, gives a small picture of the overall trends in the property market as it only included actual residential places that could not be developed further in up-market suburbs. “This particular index is targeted purely at price changes in urban houses, villas and apartments where the only element driving the price is competition for that property,” said Hamida Hassanali, director HassConsult. This is Nairobi’s first property price index, which the company will be releasing every three months. - Daily Nation.

Benny Hinn denied entry into U.K.

Grapevine-based televangelist Benny Hinn was denied entry into the United Kingdom for a three-day rally this weekend in London under rules intended to combat extremism, according to news reports and a statement he released late Saturday 3rd October, 2009. The Telegraph of London reported on its Web site that thousands of evangelical Christians had planned to hear Hinn. In a letter distributed to attendants, Hinn said immigration officials turned him away during two attempts to enter the country. Under new rules, religious workers must obtain a certificate of sponsorship from a church before arriving in Britain. In his letter, Hinn apologized and told supporters he believed he had done everything he needed to do in order to enter the country. "I ask for your forgiveness and your patience, and again you have my promise and my word that these things will never happen again," Hinn wrote.

Christian evangelist Benny Hinn, from Texas, has been refused entry to Britain after falling foul of new rules drawn up to combat hate crimes and extremism.


Thousands who travelled to see Mr Hinn perform at a London rally in Excel at the weekend as from 2nd, 3rd and 4th October, 2009 have been were left disappointed after officials at Stansted airport would not let him in the country. Border Agency officials turned back Mr Hinn, who landed by private jet, because he had failed to bring a valid sponsorship certificate from his church, required under rules introduced last November. The Pentecostal preacher, who was due to perform at a three day rally in a Docklands exhibition centre this weekend, flew on to Paris, and attempted – and failed – to regain entry to Britain via Luton. Thousands of evangelical Christians who had booked long weekend breaks to see the mission at the ExCeL centre were left waiting for Mr Hinn to appear at the free preaching event, not knowing why he failed to appear. Instead another pastor took his place. His "fire conference and miracle service" was scheduled to last three days, finishing on Saturday night. Among the "miracles" the Texan preacher performs is one in which he instructs participants to "let the bodies hit the floor". Videos of the services show the devout falling down backwards, "slain in spirit".

Mr Hinn has previously visited Britain without problems, but since November, under Home Office rules intended to combat extremism, all religious workers must obtain a valid certificate of sponsorship before they arrive in the UK. One of the aims of the new points-based system was to prevent teachers of religious hate entering the country. A Border Agency spokesman said the rules were designed to ensure that a legitimate sponsor is linked to any application to enter Britain for work purposes. He added: "These rules are applied objectively and clearly set out for travellers". Jill Masefield, who lives in Bristol, said she and thousands of other followers had been left waiting for Mr Hinn to appear at the free preaching event, not knowing why he had not appeared. "He's been coming here for years and years," she said. "I think it is very unfair thaty they have blocked him now. 18 injured in Kisumu accidents

At least 18 people were Monday morning seriously injured in two accidents in Kisumu. The first accident happened in Rabuor when a Nairobi bound bus christened star ways collided head on with an oncoming Nissan Matatu as it joined the main road after fueling in a nearby petrol station. Kisumu Central Police Deputy OCPD Nicholus musilu said at least ten people suffered serious injuries. In the second accident, eight passengers sustained serious injuries after a Nissan Matatu they were traveling in collided with a lorry at Holo center along the Kisumu-Bondo road. The injured were taken to Kombewa district hospital. The two accidents come barely a day after 14 people lost their lives in a grisly road accident at Kaitui along Kisumu-Kericho road.

Elsewhere in Hola, Tana River, twelve people were injured when a bus they were traveling in overturned at Bura trading centre. Seven of the injured were treated and discharged at the Bura district hospital, while five others are still undergoing treatment at the hospital. But three people who suffered serious injuries were transferred to Garissa Provincial General hospital for specialized treatment. Passengers aboard the ill fated bus claimed that the driver who escaped after the accident was over speeding when he lost control. The accidents also come in the wake of renewed efforts by traffic police to enforce the famous "Michuki rules'.

London, Monday 5th October, 2009. Financial firms may be recovering, with business volumes growing for the first time in two years, a survey has shown. Business increased in three months to early September, said 7% of those surveyed by PricewaterhouseCoopers and business organisation the CBI. But business volumes at building societies and life insurers dropped, suggesting an economic recovery is far from a done deal. "Future demand is still a major concern," said the researchers. On balance, 36% of financial services firms are more optimistic about the general business situation than in June. "For the first time since June 2007, banks are experiencing an upswing in confidence," said Andrew Gray, head of financial services consulting at PricewaterhouseCoopers. "Confidence is, in part, offset by concerns of further impairments and the impact of 'tougher' regulation." The UK's five largest banks recently accepted curbs on bonuses agreed by G20 leaders at the recent Pittsburgh summit, and stronger rules on overall banking are likely to follow.

'Happy' traders


Securities trading - behind much of the toxic waste that almost brought down the financial system last year - rose as well, driven by a record level of growth in dealings with financial institutions and "healthy" growth in business with overseas customers. "Securities traders are enjoying life again," said Pars Purewal, who looks after UK asset management at PricewaterhouseCoopers. "For the first time in the survey's 20-year history, all respondents are feeling optimistic about their business situation, a reflection of the rebound in equity markets." Mr Purewal said caution remained over the "threat of regulation" and whether demand would keep holding up. The survey showed profitability at building societies was "broadly flat" over the three months, with a resumption of declines expected in the current quarter. "Confidence among the building societies has fallen as funding difficulties continue to put pressure on profitability," Mr Gray said. "Signs of stabilisation in the housing market, however, have provided some cause for 'cautious cheer'." But he added that almost all were cutting operating costs and staff.

Rare £11m gem becomes £100 rock

A rare gemstone valued at £11m that helped to underpin the finances of a UK-based construction company could be almost worthless, reports suggest. Known as the Gem of Tanzania, the 2.1kg (4.6lb) ruby appeared in accounts of the now collapsed Wrekin Construction. Administrators Ernst & Young are now trying to sell the stone through the November issue of RocknGem Magazine and Colored Stone Magazine in the US. Experts suggest it could be worth just £100, the Financial Times says. The so-called "Wrekin Ruby" was used to revive the company's balance sheet and was listed in the accounts at £11m, despite being valued by a previous owner at £300,000, the paper adds. It now appears that even this valuation was way off the mark. "The gem will be widely advertised in specialist publications by our agents GVA Grimley and details of the sale have been circulated to all of Wrekin's creditors and appropriate media," said Ian Best at Ernst & Young. GVA Grimley describes itself as a leading UK property consultant, but also values industrial plant and machinery. RocknGem is a Peterborough-based magazine that covers "rocks, gems, minerals, fossils, gemstone and bead jewellery making".

 Tiny bird's incredible piggyback ride on hawk

This is the moment a tiny but very angry kingbird hitched a piggyback ride on a red tail hawk. The feisty little flyer began attacking the bird of prey after it ventured too near its nest. Pat Gaines, 41, captured the moment at Bonny Lake park in Colorado. 'I've never seen a hawk harassed so much. The kingbird pecked at its head as the hawk flew away screaming,' she said.

Former United Nations Secretary General Kofi Annan has called on Kenya to speed up reforms promised after post-election violence in early 2008. Speaking at the start of a three-day visit, he said Kenyans expected more from the coalition government. On Monday Mr Annan will meet Kenya's President Mwai Kibaki and Prime Minister Raila Odinga. He brought the men together in a peace deal last year to end violence in which more than 1,300 people died. As part of the deal, politicians promised to carry out major reforms in the judiciary and the police force as well as electoral and land reform. Mr Annan, who was instrumental in pulling Kenya back from the brink of civil war, made it clear that so far the pace of reform has been too slow. He said the people of Kenya expected more concrete action to end impunity for the perpetrators of violence and to combat corruption. Mr Annan said that despite the slow progress, the much-needed reforms were still possible. He said it was vital that the reforms were carried out well ahead of elections in 2012. After meeting President Kibaki and Mr Odinga on Monday, Mr Annan will hold talks with civic groups and business leaders. Politicians are likely to say they are doing their best, but most Kenyans feel very little progress has been made especially in the fight to end impunity. Several politicians have been accused of instigating the violence. The pursuit of justice has been so slow that the International Criminal Court (ICC) has stepped in, saying it will prosecute key instigators of the violence. Bringing those people to justice could reopen some political rifts. But many Kenyans feel it is a risk worth taking to help end the deeply rooted culture of impunity.

The expected El NiÒo rains could lead to massive livestock deaths, soil erosion and huge crops damage. A new food security report warns the heavy showers could be a blessing, but also deal a heavy dent to the infrastructure. The report by Famine Early Warning System Network (Fewsnet) said despite the positive gains from the heavy rains there was a wide range of negative repercussions. It said the El NiÒo phenomenon would also reduce market accessibility due to flooding and increased prevalence of waterborne diseases. The monthly research is funded by the United States Agency for International Development, the Government and the World Food Programme (WFP).

Britain slapped a travel ban on 20 prominent Leaders

Isolated and besieged. That was the mood on Friday after Britain slapped a travel ban on 20 prominent people and the European Union demanded action on impunity. It was not immediately clear if the 20 included some of those put on notice by the US last week for stifling reforms, but the British High Commissioner, Rob Macaire, said they included politicians and businesspeople implicated in corruption. "That’s why we have slapped the travel ban on the personalities implicated in graft. We will soon send those affected letters on the action taken by the UK," said Macaire. He added those implicated in post-election violence must face the International Criminal Court (ICC) to ensure justice for the victims. "Britain supports any action taken by the ICC in relation to the Kenyan scenario," said Macaire. Earlier, the European Union, comprising 44 countries, read the Government the riot act. In a terse statement, it said the Government could not establish a "credible, independent, constitutionally protected tribunal to end the impunity by perpetrators of the post-poll violence within the agreed time frame". The move caps a bad week for the Grand Coalition Government, which has been fire-fighting crisis after crisis. The President has been on the receiving end of a resurgent Parliament, whose opposition to the reappointment of Aaron Ringera as the director of the Kenya Anti-Corruption Commission led to Ringera’s resignation on Wednesday. It is also the first time in almost 20 years that the country is under scrutiny on governance. In the early 1990s, donors forced the Kanu regime to open up the political space, ushering in multi-partisym. Since then, Kenya has not faced such sustained pressure witnessed in failed States like Zimbabwe where President Robert Mugabe has been cast as a pariah for autocratic rule. Sanctions by the EU and US led to the collapse of the Zimbabwean economy, with inflation topping record levels and its leaders restricted to travelling to China and Eastern European states for handouts.

Across the border, Sudan has been in the crosshairs for abuse of human rights, which culminated in ICC indictment of President Omar el-Bashir. It remains to be seen whether Kibaki will capitulate under international pressure. But analysts say, unlike in Zimbabwe and Sudan where the rule of law had collapsed, Kenya only requires political will to effect change. Again, the question is why the Executive is reluctant. The EU and US are Kenyans’ largest trading and development partners. The UK ban comes barely a week after the US put 15 Kenyans — Cabinet ministers, MPs, senior civil servants and businessmen — on notice for frustrating the reform agenda. Matters are compounded by the fact leaders are split along party lines over the pressure by donors to fast track judicial, police and governance reforms. Already, the economy is reeling from the effects of acute food, water and power shortages precipitated by prolonged drought. Planning Minister Wycliffe Oparanya told The Standard on Saturday the actions being contemplated by the United States, UK, the European Union, and Canada are extreme and could result in further economic slump. "As a country we cannot operate in isolation. We are members of the United Nations, World Trade Organisation and regional bodies. We cannot be on the periphery of a community of civilised nations as a result of stalled reforms," said Oparanya. PNU vice-chairman George Nyamweya said the Americans and Europeans were not being helpful to the reform agenda by issuing threats. "It is despicable blackmail. Why don’t they simply do what they intend to do, blacklist people they don’t like, and turn them away when they show up in European capitals?" he asked

In Naivasha, Deputy Prime Minister and Minister for Local Government Musalia Mudavadi said the Cabinet would meet next Thursday to decide the fate of perpetrators of post-election violence before ICC prosecutor Moreno Ocampo moves in. The Government failed to meet the September 30 deadline set by Ocampo in June. "The Cabinet shall meet next week and we shall be in a better position to tell the country the next step," he said. Mudavadi dismissed claims by Justice Minister Mutula Kilonzo that the Cabinet had agreed to hand over key suspects to ICC. Former Permanent Representative to the United Nations, Ambassador Ochieng’ Adala, said the economic implications are serious. "The wheels of State move at a snail’s speed. If we had embarked on Agenda Four, the pressure would not have been there. What development partners are doing is sending a wake-up call to leaders to move with speed to address recurrent political violence and impunity," said Adala. (See story below) EU’s spotlight comes at a time the Cabinet is divided over how the suspects should be tried. President Kibaki and Prime Minister Raila Odinga’s attempts to rally the Cabinet to support a local tribunal have failed. The matter has divided the Cabinet into three groups. One lot wants a special tribunal that meets ICC standards, which includes stripping the President of immunity against prosecution. Another roots for the suspects to be tried at The Hague. The third is pushing for the Truth, Justice and Reconciliation Commission to handle the suspects. But the EU reiterated its position of July 27, and urged political leaders to engage in and recommit to implementation of the reforms as set out under the National Accord and Reconciliation Act 2008, mediated by the African Union Panel of Eminent Personalities under Kofi Annan. Annan is expected in Nairobi tomorrow to review progress on implementation of the Accord, while Ocampo could jet in anytime. - The Standard.

UK house prices have now recovered to the same level as a year ago, according to the latest Nationwide figures. The average price of a home last month rose by 0.9% to £161,816, almost identical to September 2008. The building society said house prices had now risen for the fifth month in a row. However, the nation's homeowners continued to pay off more of their mortgages between April and June, according to the Bank of England. A further £7bn was added to people's equity in the country's housing stock, as homeowners accelerated the repayment of their home loans, or put down bigger deposits when taking out a new mortgage. An extra £29bn has now been added to the value of their stake in the UK's housing wealth since the summer of 2008, a process triggered by last year's sudden slump in house prices. The further injection of equity has partly reversed the previous trend, which saw home owners cashing in on the rising value of their properties by expanding their mortgages to finance other spending. More than £300bn was borrowed this way between the start of the decade and early 2008. The Nationwide warned that the recent house price increases were unlikely to continue at their present rate, especially if more properties come on to the market. "The most intense phase of the recession and financial crisis has probably passed," said Martin Gahbauer, the Nationwide's chief economist. "However, given that the housing market still faces considerable headwinds in the form of high unemployment, restrictive credit conditions and an impending withdrawal of the stamp duty holiday, it would be surprising to see house prices continuing to increase at the very strong rate seen in recent months," he added.

Evening Standard to be free paper

The London Evening Standard is to become a free newspaper, its publishers have said.  About 600,000 copies of the paper - which currently costs 50p - will be given out in London.  The move comes after the paper was sold by the publisher of the Daily Mail to Russian billionaire Alexander Lebedev.  Last month, the London Paper free newspaper, owned by News International, ceased publication. The London Lite paper is already given away free.

This drunk chap claimed that the matatus splashed dirty water to his wife. We were not able to establish if he was telling the truth but the fact is his plan worked leaving only one lane which then slowed the matatus. But it took minutes for an accident to happen. As usual matatus drivers refusing to give way to the others. Selfish lads on our roads. The bridge is eroding now with no sign of help from our council. According to The General Nuisance By Laws i have a bone to chew with the council it clearly states 'Causing risk to users through inadequate fenced or unfenced land, lack of repair, protection, removal on enclosure, leaving things around that may make one to fall and discharge a missile in or near a street'.
