Rescue efforts ongoing at collapsed building site Rescue efforts are still underway Wednesday to try and save at least 14 construction workers who remain trapped in rubble following the collapse of a building under construction in Embakasi on Tuesday. Confirmed reports indicated that two people had lost their lives on Tuesday, with five others being rescued and rushed to hospital. The incident is one of the latest in a series of tragedies that has hit the city of Nairobi and seen people lose their lives. It is reported that an unknown number of workers were on site at the time of the collapse, with the workers who were rescued approximating that at least 14 of their colleagues could still be trapped in the debris. When rescue operations closed Tuesday evening, a woman could be heard calling for help from the rubble, but as of the latest reports, no cry of help can be established. Kenya Army officials joined in the rescue efforts early Wednesday morning 15th June, 2011 but the main challenge remains access by rescue equipment to penetrate the rubble due to the extent of the destruction. So far, the rescue efforts have seen only the top floor of the six-storey building lifted from the debris with no rescue made so far, as the team struggles to get to the bottom floor where many of the workers are suspected to be trapped. Protection of workers The Central Organisation of Trade Unions (COTU) has through a statement expressed its dismay by the frequent loss of lives of innocent workers through unending collapse of buildings under construction. The statement reads in part "It is absurd that despite such buildings having been authorized and approved by the relevant officers of Government and/or by City Council, no individual has ever taken responsibility and we continue to witness the usual blame games being played out with senior Government Officials who are always quick to visit such sites "to console families of victims" promising all manner of measures that remain an end in themselves." COTU is now demanding that the City Council Planning and Inspectorate Department (CCPID) together with the Architectural Association of Kenya (AAK) come out and clarify to the public how such buildings came up without their approval. The union body says that Kenyans cannot continue to lose lives and suffer injuries with those in authority trading accusations and thriving on flimsy excuses like lack of enough personnel to inspect such construction work. Further we urge the Ministry of Labour and Human Resource Development's Inspectorate Department rise to the occasion and inspect construction sites with a view to taking remedial measures to avoid such tragedies to workers. Poor structural planning Police commissioner Mathew Iteere who visited the site Tuesday said that preliminary investigations had indicated that the building collapsed as a result of poor structural planning. And so the question lingers as to whom between the city planners or construction engineers is responsible for approving such constructions. Incidents of buildings under construction collapsing have become common in the recent past with previous cases having been attributed to use the of substandard materials and poor workmanship. The year 2009 saw six people lose their lives after a three-story building collapsed in Kiambu with experts issuing an alert on the irresponsible contractors. In 2006, a building also under construction in Nairobi's downtown area collapsed, killing 11 people and injuring many others. UK mobile phones cannot work in Jersey Channel Islands. We went to Jersey Channel Islands with a friend of mine Mr. Kamau. After arrival and booking in our hotel, we visited the town centre. At the town centre we found the state courts where Gichuru and Okemo might be charged if they repatriated to UK. While at the courts I found Mr. Kamau scanning the list of the court cases at the court's notice board. I asked Mr. Kamau what was he doing and then he replied: "I am checking whether I can find Gichuru and Okemo's names on this notice board." as he pointed jokingly. No car MOT but you must have insurance. Crime is very rare in Jersey Channel Islands. Nobody has been jailed in this island this year. Illegal drugs are totally banned in Jersey with extremely severe sentences. There are also very strict drinking and driving laws and being caught will usually mean a hefty fine and a ban of at least 1 year, and for a second offence a 2 year prison sentence can be implemented. Roadside breathalysers are used. Obviously, driving without insurance is a very serious matter. Serious crime in Jersey is thankfully extremely rare. The capital of Jersey is St. Helier and parking charges are higher than London as there are no parking spaces.

"Ongeri, Kiyiapi should step down," says PLO
A day after another major scam involving billions of shillings meant for free primary education was unraveled in the Ministry of Education, Education Einister Prof. Sam Ongeri and his PS Prof. James ole Kiyapi have been urged to step down. The Kenya Anti-Corruption Commission (KACC) director PLO Lumumba Tuesday said it was unrealistic for the two to preside over a ministry blemished with unending scandals that have defied efforts to prosecute culprits. The scam revealed Monday involving over 4 billion shillings meant for FPE took a new twist with the KACC director citing bad leadership as a cause of the vice. Lumumba said irrespective of his commission's efforts to bring culprits of the earlier scandals to book, it was shocking that embezzlement of public funds in the ministry has continued unabated. He pointed out that the dialogue between his commission and Finance Ministry on Tuesday, resolved to thoroughly investigate those involved and recover the funds in addition to prosecution. He further noted that 18 cases involving an earlier scam in the ministry were still pending in court. It is a revelation that is expected to elicit a blame game amongst stakeholders in subsequent days, as Kenyans waits to see whether public funds will be recovered and the culprits brought to book. Kenyan Jailed in UK For Buying Stun Guns
A Kenyan student in the UK has been sent to jail for importing two stun guns and an incapacitor spray. Kariuki Mathu pleaded guilty to three counts of improperly importing goods and was given a three-month jail term, suspended for two years, with 150 hours of unpaid work. He was also ordered to pay £340 (Sh49,000) towards prosecution costs. Judge Patrick Palmer told Mathu: “If there was the least suspicion these weapons would be used in a criminal offence you would be going to prison for very many years. It is an exceptionally serious matter to import weapons.” In his defence, Mathu said that he illegally bought two stun guns on the Internet to protect his girlfriend, who was being racially abused in Sheffield. The student decided not to report the harassment to police and instead ordered two stun guns and an incapacitor spray from a US website. But the Sheffield Hallam University student was arrested for importing illegal weapons after his package was intercepted by Border Agency staff at Coventry Airport. On Friday, Sheffield Crown Court was told that Mathu did not know he was doing anything wrong when he placed an order for the items online. His lawyer, Nicholas Neale, told the court: “The culture from which he comes does not trust the police in the way we do here. “It was a genuinely naive act. There was no warning on the website that there may be any difficulty in importing these items.” - Daily Nation.

IMMIGRATION: STUDENT RULES WILL CHANGE AGAIN FROM 4TH JULY 2011 The government announced further changes to the student immigration rules on Monday 13th June 2011. The rules will take effect from 4th July 2011 and will affect most students, mainly those studying in private colleges. The changes include: There will be no work entitlement to students studying in the UK unless they are studying at a Higher Education Institution (University) or publicly funded college.
· Students will no longer be able to bring defendants to the UK unless they are studying a postgraduate course and the course is for more than 12 months and/or they are sponsored by a government for a 6 months course. Students will have to sign a declaration form confirming that they have maintenance funds available.
· There will be an introduction of streamline application process for students from low risk countries and limited to those studying at Highly Trusted Institution. Extend list of courses that students must receive ATAS clearance Restrict colleges that will offer ACCA courses.
· Publish a list of financial institutions [banks] that do not satisfy the UKBA requirements. At least two people have been confirmed dead, after a six-storey building under construction collapsed in Embakasi. The mid-morning incident saw the six floors of the building come down in what is alleged to be the use of substandard materials in its construction. At the time of the incident, it is said that 16 workers were on site, with the latest confirmation indicating that 5 of the victims who were lucky enough to be pulled from the rubble were rushed to the Kenyatta National Hospital for treatment. The rescue operation is being led by the government response team and Red Cross Kenya, who are on site currently trying to free the total of eleven victims who are still trapped. At this point it is still unclear whether those trapped will survive injuries inflicted on them due to the total collapse of the building, frustrating the rescue efforts. Government caterpillars are on site to try and lift the rubble in order to pave way for rescue of the trapped victims even as their survival chances thin out. One side of the building that is situated near the Pipeline estate in Embakasi, fell towards an adjacent building raising fears that it too might collapse. Tuesday's incident only adding to the grim statistics of the ever rising statistics of collapsed buildings that have left death and destruction in their wake of. Peter Mwangangi and George Adonda both construction workers at the ill fated building were lucky to have escaped with minor injuries. They say that at the time of the unfortunate accident, they were plastering the walls of the six storied building when it suddenly collapsed. At the scene of the collapsed building, hundreds of curious and shocked onlookers milled to witness the ugly turn of events as police and paramedics made frantic efforts to rescue workers believed to have been trapped in the debris. It is not immediately clear what caused the building to collapse but speculation point at poor workmanship and use of substandard materials as the probable cause. Hardly a year passes without a building collapsing with poor workmanship being singled out as the cause. And as rescue operations continue at the site of the collapsed building more questions continue to linger as to the quality of the entire construction chain and who is to blame for both the human and material loss.

Next set of changes to student visa rules is announced Home Office, 13 June 2011 The next set of changes to the Immigration Rules affecting Tier 4 - the student tier - of the points-based system has been laid in Parliament today. The changes will come into effect on 4 July 2011. The Home Secretary announced changes to the Immigration Rules in a statement to Parliament on 22 March, following a major public consultation on reforming Tier 4. The first set of changes came into effect on 21 April. The aim of the revised Immigration Rules is to deliver a strong migration system which tackles immigration abuse, while allowing genuine students to study at genuine colleges. From 4 July we will:

A Kenyan man dies after robbery in Surrey, South London
The late Charles Bunyasi A Kenyan man has passed away in Surrey, South London, UK. An eyewitness has described the moment a delivery man was run over by a thief who had stolen his van. Police have launched a murder investigation after Charles Bunyasi, 49, from Mitcham, suffered fatal injuries during the incident at about 11am on Saturday 11th June, 2011. He died on Saturday 11th June, 2011 in hospital at about 5.45pm. The woman, who did not wish to be named, said she was tending to her front garden in Coulsdon Road, Coulsdon, when she saw Mr Bunyasi pull up opposite her home in a white transit van. He went to deliver a parcel to her neighbour. She said: “Then I saw a man running past next door's driveway. I looked back to do my gardening, and then I heard the van's engine revving and it screeching as it pulled away. “I looked up because of the noise and I saw the passenger door opening – the man must have seen what was happening and had gone back to try and get in the van - Then I saw this guy falling on the floor. “He must have gone over him with the back wheels – It was just horrible.” She said she ran over to see Mr Bunyasi, who was bleeding badly. She said: “He was groaning in pain, and was making a terrible noise like he was choking.” She said she ran inside to call 999, while another woman, who said she was trained in first aid, attended Mr Bunyasi until the emergency services arrived. She described how a man pulled up in a 4x4 vehicle and tried to pursue the man in the stolen van. She said the van driver sped off down the road in the direction of Purley. She said police cordoned off the road while paramedics treated Mr Bunyasi for about 30 minutes before taking him by road ambulance to hospital. A London Ambulance Service spokesman said: “We were called just before 11am to reports of an incident in Coulsdon Road. “We dispatched two single responders in cars, an air ambulance crew, a duty officer and an air ambulance to the scene.” “Our staff treated one patient, a man, who was taken to hospital as a priority.” Neighbours said the thief pulled up in a blue transit van shortly before the incident. Police confirmed the suspect arrived in a vehicle that was recovered at the scene. Police have launched a murder investigation under Detective Chief Inspector Cliff Lyons of the Homicide and Serious Crime Command. DCI Lyons said: "Mr Bunyasi was a hardworking man who was in the process of making a delivery to help support his family. It is a tragedy that he has lost his life in this manner." It is understood Mr Bunyasi worked full time for a local authority, but had taken a part time job for the delivery firm to help support his family. DCI Lyons said the stolen van had not been recovered and urged people to contact officers if they saw it. The van's registration is NG56 WSZ. Charles Bunyasi, 49, was delivering flowers for a small firm to boost his income on a day off from his job with a local council. But an opportunist thief jumped into his white Transit van as he stopped in a tree-lined street in Coulsdon, Surrey. Witnesses said Mr Bunyasi tried to open the passenger door as the van roared away. He was knocked to the ground and suffered catastrophic head injuries when he was pulled under the wheels. London Ambulance Service attended the scene and Mr Bunyasi was taken to a south London hospital where he subsequently died at 5.45pm. A 28-year old man has been arrested in connection with the investigation and remains in custody at a south London police station. Police said Mr Bunyasi's next of kin had been informed. A post-mortem examination will take place tomorrow. Tough Immigrations rules for Alabama, USA Alabama Gov. Robert Bentley (R) signed an immigration bill Thursday, which among other things bars illegal immigrants from public colleges and universities, requires businesses to check the legal status of their employees, and punishes landlords who knowingly rent to illegal immigrants. Both sides of the debate say it’s the toughest illegal immigration law in the country. But in an age when both tough-on-immigration lawmakers and the immigrant-rights activists who oppose them routinely claim a law is “the toughest” in the land, how does Alabama’s HB 56 stack up? “There’s a certain competitiveness in states to sound the most strict,” says Muzaffar Chishti, director of the Migration Policy Institute office at the New York University School of Law. “It’s hard to say at the end of the day which is.” Depending on the issue, other states have immigration laws tougher than Alabama’s, says Mr. Chishti, such as Mississippi's 2008 law that makes working in the state illegally a felony. But Alabama’s 72-page law covers more ground than even Arizona’s SB 1070, the sweeping immigration law passed last year. That breadth makes it “one of most strict in the country,” says Chishti. It borrows ideas from a Fremont, Neb., law which penalizes landlords who knowingly rent to illegal immigrants, and from a South Carolina law barring illegal immigrants from attending public universities. Alabama’s law copies many of SB 1070’s provisions, including a measure requiring law enforcement officers to inquire the immigration status of people they suspect of being in the country illegally, though that part of the Arizona law faces challenges in federal court.Like a provision in SB 1070 the Supreme Court upheld last month, the Alabama law requires employers to run employee names through E-Verify, a federal citizenship and immigration registry. A business faces a short suspension of its license if found to have hired an illegal immigrant. If a business is found to have hired an illegal immigrant a second time, it would lose its license permanently. In some instances, the Alabama law goes further than SB 1070. It bars businesses from taking tax deductions on the wages it pays illegal immigrants and requires elementary and secondary schools to keep data on the immigration status of its students. Landlords can also be penalized for knowingly renting to illegal immigrants. The provision barring illegal immigrants from attending public colleges and universities also goes further than Arizona's law, which prevents illegal immigrants from enjoying in-state tuition. But in this instance, the strict-sounding provision is not as tough as it sounds. The only means of enforcing the ban are voluntary. The law merely states that post-secondary administrators “may seek verification” of a student’s immigration status. It does not mandate they do so and provides no penalties for schools that do not comply. From a political standpoint, having a tough-sounding provision may be as useful to lawmakers as one that actually is tough. “This whole notion of everyone trying to be tough is a difficult thing to gauge, but the need to make that political statement may be more important than the expressed provisions of the law,” says Chishti. - Source: csmonitor.com

Philippines man crowned world's shortest A teenager from a poor family in the rural Philippines has been declared the world's shortest man as he turned 18. Guinness World Records presented Junrey Balawing, who is 59.93cm (23.6 inches) tall, with a certificate at his birthday party. Mr Balawing stopped growing when he was two, his father said. He is more than 7cm shorter than the previous record holder, Khagendra Thapa Magar from Nepal, who had held the record since last October. Relatives say he has difficulty standing and walking, but the community was protective of him. "Officially he is the world's shortest man," declared Guinness World Records official Craig Glenday in front of cheering relatives and friends at his birthday party in the rural town of Sindangan on Mindanao island in the southern Philippines. Well-wishers, including politicians, presented him with cash gifts which his family said would add to their meagre savings, AFP news agency reported. "Thank you to all of you for supporting my son, the world's shortest man," Mr Balawing's father said. Mr Balawing blew out a candle on his birthday cake and said "I'm tired". His father said he had been a sickly child and doctors had not been able to say why he stopped growing. His three siblings are all of normal size.

Woman seized with Sh12m cocaine
Two Nigerians The seizure comes two weeks after police arrested two Nigerians with cocaine valued at Sh15 million. The Nigerian businessmen who were on transit to Indonesia were arrested at JKIA on May 27 before boarding a Kenya Airways flight from Douala, Cameroon. West Africa is the main source of hard drugs and most of them are usually en route to Asian countries. Doctors alarmed as patients seek Loliondo 'wonder drug'
Lives at stake Addressing an HIV advocacy forum in Kilgoris, which brought together local leaders and the Provincial Administration, Ouko said several lives of patients were at stake if no immediate action was taken to address the issue. He said some of the patients who had withdrawn from hospital treatment have developed Multi-Drugs Resistance (MDR), a condition that makes it possible for a disease-causing organism to resist distinct drugs. Separately, doctors in Nakuru say that 30 years since the first HIV/Aids case was reported, self-stigmatisation remains a major barrier in provision of medical services to those living with the disease. Lawrence Otemba, an advisor with the International Planned Parenthood Federation, says most of those infected still avoid seeking medical services for fear of discrimination. Dr Otemba said it’s important to increase care and support for those infected and also intensify the fight against stigmatisation of those living with the virus. "People fear that if they come out and seek medical services they will be discriminated and as a result a lot of people do not even know their status," he added. He was speaking in Nakuru during a visit by a Japanese delegation to a project run by Family Health Options Kenya (FHOK). The delegation was on a tour to evaluate the activities carried out by FHOK aimed at improving quality of lives of people infected and affected with HIV/Aids in Nakuru. My old boy and school friends had just finished fishing a famous fish called ‘Gateru,’ famous for its two long beard like look. We had just eaten our catch by roasting on fire lit in tinned banners called ‘nugi’ that were very effective when it was cold as we grazed the goats just by the banks of the river Ragati. We then unclothed stuck naked as the day we were born and jumped in the rivers to swim. As I came up in the water as I galloped for air I woke up. I looked at the wall clock. I was late for work and drawing the curtains it was raining heavily. I was so disappointed to find that I was still in the UK and I was gong out in the rain leaving the comfort of my bed and the beautiful dream of my youth when everything worked with no care in the world. But that dream of us fishing was not true. The dream that had become true two years this May 2011 is that for patients with end kidney failure there is a chance for them to live again a normal life as the dialysis unit at Kikuyu PCEA Hospital is now open with Ultra modern haemodialysis machines from one of the best dialysis manufactures – Fresenius of Germany. I was in the Frisk ward at Kings College Hospital Denmark Hill in May 2008. Nobody knew what was to come of me. Infact with all the monitoring available in this private room I was to visitors I must say probably they felt there were chances I was to live or die. And in any case who knows, when you are admitted in a hospital you may live or your health may deteriorate and die. The evening came and as it is at the moment the Deputy Secretary General of PCEA Rev Francis Njoroge was in town. Him accompanied with Rev Kibathi came to see me and say a word of prayer. This was just the beginning of a transformation to my second life. For the next one year I was to be on dialysis as my kidney had totally failed to clean my blood. I did not recognise then what was the magnitude of this ‘Tornado’ or if you like ‘Tsunami’ that had hit me. It swept away all I liked and wanted to be. What I valued and stood for and in brought a new down. It is only now two years on that I look back and see the extent of what could have gone wrong and appreciate the changes that have come or I find deep in me that I realise I am not the same person that was. Coming to think of it, many in Kenya and more so East Africa, among the poor or even well up if you have kidney failure you will die. You will have a slow death which may last about a month. You with swell your feet in fluid and finally you will drown in your own fluids and toxic waste with a total organs failure. Then a sudden death! Then the gossip will fill the air. Some will say he was killed by AIDS other he was bewitched while a some of Christians will point to a book that I have written ‘Deya and the Miracle Babies.’ They will quote the bible verses and say, ‘Macharia wa Gakuru was punished by God.’ Some may pride in this but man is not God. Men and women the power of life and death is not in our hands. The family will mourn for months and my children will grow without theirbirth father, Friends will mourn and keep me in their short memory before as many others before have come and gone. Thank god that this was not me. My kidney failure meant life to many kidney patients even long after i am buried and for this i am grateful to God. As I sat on the bed at the end of Frisk ward in the first floor at Kings Hospital I did not see the seriousness of kidney failure. Then the consultant explained, ‘you have a renal failure and it means for the rest of your life you have to e on dialysis unless you get a kidney donor. This is a long way off even if you have a donor today there is a medical process to follow.’ ‘What do you mean doctor?’ I asked her. ‘It means each week you will have to come to the hospital there times to have your blood cleaned by an external mechanical kidney if you have to live.’ This still to me did not register as being a serious issue of life and death. I looked around and from nowhere a thought came, ‘Doctor I know what I can do with this!’ I exclaimed confidently as though nothing serious had happened to me, ‘I can help many in Kenya who do not have the medical privileges that I do have. I can help establish dialysis Units in East Africa.’ ‘Look you have to look after yourself first before anyone else then when you are well you can help others,’ she replied expressing her position that probably I did not realise what kidney failure meant. When I left the hospital I scaled down my work and found a lot of time in my hands. I wrote hundreds of letter asking for donations for dialysis machines. I could not get a breakthrough. I wrote also to the Minister of health in Kenya Professor Anyang Nyongo expressing my desire and asking if I could help. I with a group of good friend DR antonyGithari and a few others who I am grateful for their contribution were given the first breakthrough by the good professor. He wrote to us giving us eight provincial hospitals to equip with dialysis machines. Unfortunately he went quite following the ministry’s bureaucracy. It was Rev Njoroge the man who prayed for me that a breakthrough came. By then the Germany company had listened to my story and the proposal we had and they were willing to act on it. Kikuyu PCEA Hospital was willing to accept to have the machines. As the dream was to run the dialysis units all over east Africa for free, this dream will happen. Rome was not build in a day. Just as people are getting more aware and interested in good health, the government is also putting some effort in making health affordable through the NHIF. But we want Kikuyu PCEA Hospital dialysis unit to be equally unit as its eye clinic and other services that are offered at the hospital which are know all over the East Africa region. I am confident in saying that the Kidney patients in Kikuyu hospital with have an added service. With the help and support of the Moderator Rev Njoroge and the management board of the Kikuyu PCEA hospital God had been kind to us. They made my dream come true. And not just that, we are in discussion with willing partners here in the UK - surgeons, and medical professions to have kidney transplants in the hospital for free in the coming months. In fact this will happen as the hospital has already prepared and modernised its ICU, theatres and also the oxygen plant. Please it is our time to give back to our communities where we came from. Kenya is changing and changing first. If you are in your holiday why not visit the school near you or even your former school and inspire the children, why not visit the hospital and buy a blood pressure machine for them or even a children’s home near you? Do your bit to change the life’s around you. Finally my second life has been the best and the most a wonderful time I have ever had. God took all I cared for away. I enjoy what I do, how I do it and I worry less, careless even when things do not go according to my expectation. Life is for living. Three found unconscious in street Two women and a man are in a critical condition after they were found unconscious in the street. When officers arrived at the scene close to the Zetland pub in Marske High Street, Cleveland, at 12.35am on Friday they found the man had minor external injuries but the women had no visible sign of being hurt. They were taken by ambulance to the James Cook University Hospital, Middlesbrough, where all three are critical, Cleveland Police said. A cordon has been put in place and police remain at the scene. A Cleveland Police spokeswoman said: "The investigation is in its very early stages and officers are trying to establish the circumstances surrounding the incident." Police would like to hear from anyone with information, particularly drinkers who were in the Zetland pub on Thursday night. Driest Spring in Record
Parts of England are officially in a drought following the dry spring, the Department for Environment, Food and Rural Affairs (Defra) has said. Areas of East Anglia are in drought, with parts of the Midlands, south-west and south-east of England in a "near-drought" state. In the drought-affected areas, Anglian Water and Cambridge Water say there is no threat to public water supplies. But Severn Trent Water says there may be restrictions if rainfall stays low. And Thames Water, which serves London and the Thames Valley, has reassured its customers that hosepipe bans are unlikely this year. The British Retail Consortium said the dry weather had created "another unwelcome upward pressure on food prices". That we may gain the grace and courage to live every day aware that we are better united than divided, to understand that peace is better than violence and that together we can and shall make a difference. Police rescue lecturer from abductors, arrest five A lecturer at Egerton University who has been missing for the last five days after being kidnapped was rescued by police. Police stormed the house in Teachers Estate in Nakuru where the abductors were holding Mrs Jackbeth Ng’ang’a and rescued her. The abductors were demanding a Sh3 million ransom from her family. Five suspects including two women were arrested during the rescue operation. Rift Valley Provincial Police Officer Francis Munyambu said a toy pistol, bows and arrows were among items recovered from the house. The gang, which abducted the lecturer on Sunday from her house at Mwariki Estate, has been calling the family demanding for the money before they could release her. The lecturer was kidnapped moments after she returned home from a church service. "She returned home to find the gate which is usually locked open," the PPO said. Her husband, Dr Fredrick Mugo Ng’ang’a, was roughed up by the thugs who ushered him into his compound during the incident. The abductors who wore masks to conceal their identity were young men aged between 18 and 35. "When her husband who had been roughed up by the abductors and lost consciousness came to his senses, he reported the matter to police who immediately started investigating," said Mr Munyambu. Sources indicated that detectives used technological gadgets to track down the kidnappers to their hideout. They have been calling the family using different mobile phone lines demanding for the ransom. Security agents who believed the lecturer was being held in a place within Nakuru have for the last four days been combing various estates in the town looking for her. However, Munyambu said the lecturer was rescued through the assistance of the public. "We are very happy with the role the public has played in assisting us apprehend the suspects," he said. Government sets out proposals for breaking the link between temporary and permanent migration
Home Office, 09 June 2011 Migrants coming to the UK to work on temporary visas will no longer be able to apply for settlement, under proposals announced by the government today. The government is implementing reforms to the immigration system which will reduce the level of immigration to sustainable levels. Today's announcement is the next step in this process. Launching a public consultation on reforms to the work routes leading to settlement, Immigration Minister Damian Green set out plans to re-classify visas as either 'temporary' or 'permanent' and introduce stricter criteria for those who want to stay. Immigration Minister Damian Green said: 'The proposals I am making today are aimed at breaking the link between temporary and permanent migration. Under the current system, many workers are allowed to apply to stay here permanently. In 2010, 84,000 people who entered the UK for employment were granted settlement. This compares to less than 10,000 who qualified for employment related settlement in 1997. The government has already implemented new settlement requirements for skilled workers entering under Tiers 1 and 2 of the points-based system, which require applicants to demonstrate English-language proficiency, continue to meet the salary requirements and to pass a new criminality test. Key proposals under consideration in the 12 week consultation are as follows:
Damian Green added: 'A small number of exceptional migrants will be able to stay permanently but for the majority, coming here to work will not lead automatically to settlement in the UK.' The Government has committed to reforming all routes of entry to the UK in order to bring immigration levels under control. The settlement, Tier 5 and overseas domestic worker reforms will work alongside the annual limit, the new student visa reforms and changes to the family route which will be consulted on later this year. Suspect arrested over acid attack in commuter train
The Kenya Railways Police have arrested a suspect following an incident that took place Thursday morning where unidentified person riding on top of the Nairobi-bound Ruiru train poured acid on commuters through the ventilation. According to a statement from Rift Valley Railways (RVR), the suspect, whose identity remains confidential, is helping the police with their investigation into the incident, which happened between Mutindwa and Makadara leaving six people, five male and one female, slightly burnt on their hands and heads. The casualties were taken to Kenyatta National Hospital by the Railways Police. "RVR is committed to ensuring the safety and security of its passengers and is therefore working in close collaboration with the authorities in this investigation as the company continues to improve its commuter services in Nairobi and the peri-urban area." Rift Valley Railways (RVR) is the Kenya-Uganda concessionaire operating freight and passenger rail services in Kenya and Uganda on an exclusive basis. The company was founded in 2006 and has been granted a 25 year mandate to operate railway services on 2,000 kilometers of track linking the Indian Ocean port of Mombasa in Kenya with the interiors of both Kenya and Uganda, including Kampala.
More residents flee as Arizona Wallow fire grows A huge wildfire in the US state of Arizona that has forced thousands from their homes, continues to grow as the blaze rages for an 11th day. The fire is heading for transmission lines that supply electricity to hundreds of thousands of people as far east as Texas, and could reach the power supply as early as Friday. The so-called Wallow fire is now the second-largest in the state's history. Two more towns in the fire's path were evacuated late on Wednesday. Winds fuelling the fames drove the last hold-outs from Greer, a small town near the New Mexico border, and pushed out 7,000 residents from the nearby towns of Eagar and Springerville. At this point, official say, the wildfire, named after the Bear Wallow Wilderness area is considered to be 0% contained. Firefighters used bulldozers to clear away brush and trees, attempting to create a barrier for area homes as the fire approaches. Over the border in New Mexico residents of the town of Luna are on similar alert. Winds have been moving the flames five to eight miles per day since it started over a week ago, say officials, possibly caused by an unattended campfire. Smoke rising from the flames had reached right across the country on Tuesday, visible six states to the east, and cancelled flights hundreds of miles away. No serious injuries were reported, but the fire cut into the Apache-Sitgreaves National Forest, said fire incident command spokeswoman Dellora Guager, and the surrounding town's futures remained in doubt.

Four crocodiles found in Croydon house
A routine police house call in Croydon, South London turned into anything but after four crocodiles were discovered hidden in a spare bedroom. Officers found the West African dwarf crocs – which are capable of tearing limbs off a human – cramped in a makeshift tank when visiting the house on an unrelated matter. The largest of the female reptiles, which measured more than 1m (4ft), was in such a bad way it died soon after being rescued. It is believed the unnamed owner, who did not have a licence to keep the protected animals at his house in Croydon, south London, bought them in Britain. It is not known how they were smuggled into the country. The reptiles were being kept in dirty pond liners before being seized and transferred to a quarantine facility at Heathrow airport. Rob Quest, of the London Animal Health Service, said: ‘We have collected Caiman crocodiles before. Dwarf crocodiles are much harder to get hold of. I wouldn’t even begin to guess how they got into the country.’ The owner faces a heavy fine if, as expected, he is charged under the Dangerous Wild Animals Act 1976.

President Mwai Kibaki Wednesday afternoon attended parliament for the presentation of the Budget Statement for fiscal year 2011/2012 by the Deputy Prime Minister and Minister for Finance Uhuru Kenyatta. The President attended the ceremony in his capacity as Head of State and Member of Parliament for Othaya Constituency. In his budget speech presented as a ministerial statement to Parliament, Mr. Uhuru spelt out a raft of measures the government intends to cushion Kenyans from the high cost of living and also to sustain economic growth for shared prosperity. In this regard the Finance Minister removed duty on kerosene, reduced duty on diesel, allowed for importation of maize at a reduced duty of 10% and zero rated wheat and rice imports. The Minister also removed duty on motorbikes that are also serving as an important source of transportation in the rural areas. The Finance Minister assured Kenyans that the government will allocate sufficient funds for social programmes, the implementation of the constitution, continued infrastructural investment and expand economic frontier for youth employment. Saying that rapid economic growth in the country is central in reducing poverty and inequality, the Minister emphasized that the Government will continue to make specific interventions for the benefit of all Kenyans. Youth empowerment programmes To tap the vibrancy of the country's youth, the Finance Minister said the government will scale up youth empowerment programmes to guarantee decent employment through the Kenya Youth Empowerment Project. With regard to formal employment challenges facing the youth, Mr Uhuru urged the private sector to avail internship opportunities to new graduates to enable them gain experience and sharpen their skills for easy employability. In this context, the minister said the measures outlined in his financial statement would also secure an economic growth of 5.7 per cent to address poverty and cushion Kenyans against the ever rising prices of essential commodity. On infrastructure development, Mr. Uhuru increased the budgetary allocation of the Ministry of Roads from Ksh. 90.2 billion this financial year to 100.9 billion for construction and maintenance of critical roads in the country. He also allocated another Ksh. 65.7 billion to the Energy Ministry to among other activities to boost power generation through geothermal drilling so as to supply electricity to trading centres and schools countrywide. On insecurity in the country, the Minister enhanced budgetary allocation to the police department by Ksh. 3.5 billion and also announced plans to review the terms and conditions of service for the force. He also exempted police vehicles and other security related equipments from import duty. Free education The Minister allocated Ksh. 20.8 billion for implementation of the constitution, Ksh. 8.2 billion to free primary education, ksh. 1.6 billion to school feeding programme and another ksh. 180 million to every constituency under the Constituency development Fund among other priority programmes. Improved infrastructure, the deputy Prime Minister said, will position Kenya to reap from the expanded COMESA and other regional markets. Mr Uhuru also set aside ksh. 10.2 billion, through the ministry of Finance, to expand irrigation programmes around the country to improve on food production. In the budget Ksh. 4.2 billion was allocated for the ongoing resettlement of Internally Displaced Persons (IDPs) and Mau forests evictees. The minister removed excise duty on Kerosene and but retained excise duty on Diesel at 20 per cent. He announced the establishment of a task force to reform the energy sector and recommend long-term measures of addressing power challenges facing the country. He thanked the President and the Prime Minister for their support to the ministry of finance and its staff during the process of preparing the budget under the new constitutional dispensation. Mr. Uhuru expressed appreciation to donors who have pledged and confirmed support to next year's development budget.
Saitoti says blast not a terror attack The government has ruled out any terror related attack following the blast that rocked Kirinyaga road on Sunday claiming two lives and injuring dozens more. Internal security Minister George Saitoti told parliament on Tuesday said preliminary investigations indicate that the blast might have been caused by leakage of petrol from shell petrol station that exploded. He said the finding is based on information that the station noticed that 250 liters of patrol was missing from its tank. He said this can be supported by burn and scars injuries suffered by the victims and the magnitude of damage which is more severe in the epicenter. He said huge gaps in the petrol station might have been caused by pressure from the underground tanks. The minister however said investigations are still ongoing and the bomb disposal experts have taken samples of the soil from the area to the government chemist for analysis.
MPs pass motion seeking to ban Vernacular use
The use of vernacular language will now be criminalized once the government implements a motion passed by parliament Wednesday morning seeking to ban use of indigenous languages in all public offices. The motion introduced by Maragua MP Elias Mbau however received opposition from a section of MPs who described it unconstitutional. Ikolomani MP Dr Bonny Khalwale claimed the motion negates article 11 of the constitution that promotes culture. He argued that the problem of negative ethnicity is not due to the use of vernacular language in the office but due to the skewed manner of employment. However those in support of the motion insisted that the use of Swahili or English as provided for in the constitution in public offices will unite the country giving it an identity. They singled out Tanzania claiming that the usage of Swahili had promoted national cohesion in that country. Nominated MP Mohammed Affey said the use of vernacular in the office is divisive and rude. Others who supported the motion were assistant minister Wavinya Ndeti who said the use of vernacular should be restricted to the village or private sessions and not public offices. The motion passed through a simple majority, despite the stiff opposition which saw MPs against unable to marshal the numbers that would have forced individual MPs vote on the matter.

US growth will strengthen this year, says Bernanke The Federal Reserve chairman Ben Bernanke says the US economic recovery will rebound in the coming months. Speaking to a banking conference in Atlanta, he acknowledged that growth had been slower than expected this year but said momentum would build in the second half of the year. He did not suggest the central bank was planning any further monetary easing. The latest economic news from the US showed employment growth slowed sharply in May. At 12 per cent expansion, this was the highest growth rate over the previous three quarters, according data from the Communications Commission of Kenya (CCK), which shows that Kenya had 24.9 million mobile subscribers by end of December 2010, up from 22.3 million by September 30. For the three months to December 2010, the CCK report says Safaricom and Essar Telecom lost 6 and 0.3 percentage points of market share respectively, while Telkom Kenya’s Orange and Airtel Kenya gained 4.5 and 1.7 percentage points of market share. Safaricom’s mobile phone market share dropped to 69.9 per cent from 75.9 per cent, but it still remained on top of the three other operators and registered 736,777 new subscribers on its network between October and December 2010. Airtel, with a market share of 15.2 per cent, is ranked second and had the second-highest number of new subscribers of 814,708, followed by Orange with a market share of 8.5 per cent which netted 972,928 new users, the highest in that quarter. Essar Telecom’s yu, which controls 6.4 per cent of the mobile market added only 125,868 new users.
“The significant growth could be attributed to massive promotion and marketing activities by all the mobile operators, a factor that could have contributed to increased subscriptions,” says CCK report. Mobile phone calling tariffs continued to decline, as competition in both voice and data markets intensified. The average tariff for on-net calls declined to Sh2.67 per minute from Sh3.92 per minute in the previous quarter, while off-net calls cost an average of Sh3.47 down from Sh5.10 per minute in the previous quarter. CCK says the tariff decline was caused by reduction in termination rates from Sh4.42 to Sh2.21 coupled with increased competition among operators following the entry of Bharti Airtel whose strategy targets the mass market. The fixed-line segment has been under pressure from mobile phones’ penetration, declining by 0.8 per cent from 228,391 to 226,587 lines in contrast to the fixed wireless, which recorded 8.9 per cent increase from 141,580 in the previous period to 154,161. The total number of internet subscriptions grew to 4.7 million by end of December 2010 from 3.2 million in the previous quarter. The number of internet users was estimated at 10.2 million from 8.6 million users in the previous quarter, representing 18.6 percentage growth. Just like the landline, the postal services segment took a hit, with the number of letters sent decreasing to 31.2 million from 31.6 million, or 1.4 per cent decrease, showing how Kenyans are moving with technology. – The Standard.
Arizona Wallow Fire triggers more evacuations
More people are being evacuated from the path of a huge fire in the US state of Arizona as it rages out of control for a ninth day. Remaining residents in the picturesque town of Greer have been ordered to leave and the 7,000 residents of Eager and Springerville have been told to prepare to evacuate. Gale-force wind gusts are hampering some 2,300 firefighters struggling to contain the blaze. The so-called Wallow Fire, which was first reported on 30 May, has now consumed 233,522 acres (365 sq miles; 945 sq km) according to a clickable map on the Arizona Republic website, and is the third largest fire in the state on record. Several towns have already been evacuated and most of the 200 or so full-time residents of Greer had already left. Those remaining were ordered to evacuate on Monday afternoon.
Deepest-living land animal found
Worms have been found living at depths in the Earth where it was previously thought animals could not survive. Discovered in South African mines, the roundworms can survive in the stifling 48C (118F) water that seeps between cracks 1.3km beneath the Earth's crust. The find has surprised scientists who, until now, believed only single-celled bacteria thrived at these depths. Writing in the journal Nature, the team says this is the deepest-living "multi-cellular" organism known to science. The researchers found two species of worm. One is a new species to science, which the scientists have named Halicephalobus mephisto after Faust's Lord of the Underworld. The other is a previously known roundworm known as Plectus aquatilis. Until now, only single-celled organisms, like bacteria and fungi, have been recovered from kilometres beneath the Earth's crust. The lack of oxygen is thought to stymie attempts by anything larger to make its home there. But this has not stopped scientists looking.

High Court declines Okemo, Gichuru petition
The High Court on Monday declined to grant orders quashing the extradition of Nambale Member of Parliament Chris Okemo and former Kenya Power and Lighting Company chief executive Samuel Gichuru to the United Kingdom to face fraud charges. In declining to grant the orders the High Court said there is no extradition proceedings filed in any court against the two, hence claims of any arrests are based on speculations not within the jurisdiction of the court. High Court judge Nicholas Ombija said the case was based on speculation because the government had taken no action so far that could be deemed to infringe on the constitutional rights of the two. He added that the day that extradition process will be initiated then the two will be at liberty to re-activate the petition. The court said Okemo's and Gichuru's constitutional rights have not been violated since they still are free citizens. The Attorney General through a state counsel told the court that they need time to respond to the application. The matter will be mentioned on the 27th of June. Money laundering Okemo and Gichuru had moved to the High Court to block their planned extradition to the UK to face money laundering charges after the court of the UK'S Island of Jersey issued arrested warrants against them. Through lawyer Fred Ngatia, the two claim that their intended removal from Kenya would be in breach of their constitutional rights. They are alleged to have received millions of shillings as kickback when Okemo served as energy minister and Gichuru as KPLC chief. The money is said to have been paid by foreign companies to offshore accounts linked to the two in the Island of Gibraltar then channeled to Jersey to be offered contracts at the plum state parastatal. Budget ruling Meanwhile High Court Judge Jean Gacheche is expected to deliver a ruling on a suit that is challenging the budget reading. In the case, International Center for Policy and Conflict (ICPC) executive director Ndung'u Wainaina says that his fundamental rights were violated since he and the public did not participate in the budget making process. He added that Finance Minister Uhuru Kenyatta breached the constitution, by not tabling the budget in Parliament two months before presenting it to the public to enable scrutiny.

Rexburg, Idaho, USA - Rexburg police have jailed a man for allegedly raping a 17-year-old girl. Issah A-Jalil Kappiah has been charged with one count of rape and a second count of forcible penetration by a foreign object, both felonies. Capt. Randy Lewis said the victim was acquainted with the suspect. Rexburg police say the incident took place outdoors in Rexburg on June 1 around 12:30 a.m. Police began an investigation later that day and Kappiah, a student at Brigham Young University-Idaho from Kenya, Africa was jailed on Friday. Kappiah is being held in the Madison County Jail with bail set at $250,000. Doctors have found almost 30 ants living in the ears of a teenage girl who loved snacking in bed. Fallen crumbs from the 16-year-old’s night-time treats tempted the insects into nesting in her ears. Medics found six in her left ear and more than 20 in her right after she went to a hospital in Taiwan with pain and itching. The ants were successfully removed and doctors said she was lucky to have no permanent damage. They also told her to stop eating in bed.

Admission to universities goes up 32,611 students who sat for the Kenya Certificate of Secondary Education (KCSE) in 2010 will be admitted to public universities. The Joint Admission Board (JAB) made the announcement Monday, saying the minimum cut off points will be B with 63 points for male students and 61 for female students. The University of Nairobi will admit 4366, the highest number of students, followed by Kenyatta University. The board also released the number of students each university will admitted including all their constituent colleges. Students have also been given an opportunity to revise their degree choices in their respective provincial centers starting Monday 13th of June and at the UoN from Monday 20th of June. JAB says the current admission goes up by 7,000 and that over 96,000 student had scored above C+ in the said exams. KQ beats all targets to grow pre-tax profit by 92pc National flag carrier Kenya Airways has announced a record 92.3 per cent growth in profitability for the full year ended March 31, with passenger traffic surpassing the three million mark for the first time in history. This came even as the airline navigated a challenging economic environment characterised by weakening shilling, rising food and fuel prices and political unrest in Middle East and North Africa during the last quarter of the financial year. The airline’s profit before tax (PBT) jumped to Sh5 billion from the previous year’s Sh2.6 billion, boosted by increased passenger traffic, better yields and more stringent cost management. According to the airline’s audited financial statements released Thursday, total revenue surged 21 per cent to Sh85.8 billion from Sh70.7 billion the previous year. Total expenses grew 16 per cent to Sh80 billion from Sh68.9 billion, prompted by increases in direct costs, fleet ownership costs, and overhead costs. Overheads increased by Sh1.55 billion (10.1 per cent), with the performance being adversely impacted by a Sh1.02 billion increase in employee costs and Sh532 million increase in general administration and establishment costs, driven mainly by the introduction of new destinations. Fuel cost, excluding hedging costs, increased by Sh5.96 billion (31 per cent) compared to the previous year, driven by higher jet fuel prices, which is based on the dollar. Earnings Per Share (EPS) rose to Sh7.65 from Sh4.40 Mwaniki said KQ would continue opening new routes on a selective basis, investing in its fleet development, training staff, and improving its systems. A Kenyan suffer massive heart attack, dies in Bellflower, California

It is with profound sorrow and humble acceptance of God’s will that we announce the passing of Johnstone Ongondo Owuor which occured on May 26th, 2011 at Bellflower, California. Mr Owuor suffered a massive heart attack ,and collapsed at his home in Bellflower. Attempts to revive him by paramedics failed. He went with the Lord shortly after 1:00 am. He had battled diabetes for 5 years. Johnstone, known to his friends as ‘Rex’ was born to the late Mzee Robert Owuor and the late Mama Salome Owuor on January 31st 1955 at Kano near Kisumu, Kenya-East Africa. He was the beloved husband of Christabel Odero-Owuor, Father to Lenora Owuor, Dora Owuor and Roxy Owuor, brother to Honorable Miruka Owuor, the late Apollo Owuor,Tinshop Owuor, Dr Ogendo Owuor, Williams Owuor and sister Jane Osiro, brother in law to Yunia Owuor, Pamela Owuor and Irene Owuor; Son in law to the late Paul Isaka Odero and mama Rispa Odero. Johnstone Owuor was educated at Kamusinga High School, University of Nairobi, Kenya and University of California-Riverside. Early in his carreer, he worked for the City of Carson, as the chief entomologist. He later became a teacher at Jordan-Locke adult School and Maxine Waters Occupation Center, both of Los Angeles unified School district. He will be dearly missed. A new church was launched in London on Sunday 5th June, 2011. The church, London Mission Christian Centre was launched by two couples, Rev. 5 perish in road accident Five members of one family perished Saturday 4th June, 2011 when the vehicle they were travelling in collided with a trailer along Mombasa Road. The grisly accident that took place later Saturday afternoon near Small World Club in Athi River claimed the lives of a man, his wife and their three children who were travelling to Mombasa. The trailer coming from the opposite direction is said to have collided head-on with the saloon car that was headed to Mombasa, killing all the five on the spot. It took the intervention of the Machakos Fire Brigade to dislodge the mutilated bodies from the mangled wreckage. The bodies were then moved to the Machakos District Hospital Mortuary. Athi River OCPD Charles Kirinya has confirmed the incident saying investigations are underway to ascertain the cause of the accident. The incident caused a heavy traffic snarl-up along the busy highway, as police officers moved in to clear the mangled wreckage.
Underground fuel tank explosion claims one life
Leaders visit victims Prime minister Raila Odinga led ministers James Orengo, Fred Gumo and Esther Murugi to the site and the hospital, where he vowed that the government will work to ensure that the cause of the explosion is determined. The leaders sought to console those injured in the mid-morning accident, with Raila adding that bomb experts and the police dog unit were on site to investigate the incident. Director of police operation Julius Ndegwa said there was no cause for alarm as the bomb experts on site will ensure that no recurrent explosion occurs as feared by many. According to Dr. Peter Wanyoike of Kenyatta hospital, most victims of the blast sustained second degree burns, with a few suffering multiple fractures and minor cuts from sharp objects. Many other people with minor injuries have emerged at the site, most of whom were injured by the shattered windows of their residential homes following the blast. The area is lined with many motor garages and mechanics recall hearing a loud explosion behind one of the containers that holds spare parts, whose owner was seriously injured losing his limbs from the incident. They say a majority of those injured were mechanics working outside as well as spare part dealers who were working in their shops near the petrol station. The impact of the underground explosion in a tank covered by a wall is said to have been reduced by containers that were lined up along the wall. The containers that were shaken by the blast are currently being moved to confirm that no one has been trapped beneath. Sunday's blast comes amidst growing concerns that world terrorist network Al Qaeda and its offshoots like the Al Shabaab that operates in neighboring Somalia may engineer revenge attacks, following last month's killing of the network's leader Osama Bin Laden by US forces.
You are living in a global water treatment bubble
Consider your surroundings for a moment. You are living in a global water treatment system called the hydrological cycle. The heat of the sun is constantly evaporating water from our seas, rivers and lakes and it then condenses into clouds before raining back to earth as purified water. That’s pure water mind you - it doesn’t contain inorganic minerals or other impurities and it’s not meant to. Understanding that rain water is the world’s most natural and readily available source of pure drinking water let us consider what happens to this pure water next. Once it falls from clouds it starts to pick up emissions from our industries, vehicles and homes. These are toxic impurities that were never meant to be in our drinking water. Once it reaches the ground it then starts to come into contact with the myriad of impurities that exist naturally in soil and bed rock and of course the man made substances like tarmac, concrete, metals, paint, agricultural chemicals like nitrates, phosphates, pesticides, herbicides. Of course there is then all the waste that we bury in land-fill. Most pollution comes from industry and we develop thousands of new chemical compounds every year that ultimately re-enter the air we breathe and the water we drink and the food we eat. Ever considered why 1 in 3 people will die prematurely from a cancer related illness? People have turned away from tap water for good reason; it contains many different impurities that have little research to substantiate claims that the levels are safe for human consumption. Indeed the volume of acceptable levels of lead has been consistently dropped over the past 3 decades as research proved it is linked to brain damage. In turning to bottled water the public has been mislead over claims that the mineral content is good for health. Wealthy Council Tenants in UK Could Lose Homes Council house tenants who earn more than £100,000 could be evicted under plans being considered by the Government. At the moment, residents are given a "secure tenancy" which means they will only lose their home if they fail to pay rent or are evicted by a court. Under the new proposals, local authorities could be given new powers to force out wealthier residents in an attempt to reduce waiting lists and ensure people get the homes they need. Housing minister Grant Shapps told Sky News: "It's a no-brainer argument and I think the general public will be supportive. "We spend billions building the homes and billions subsidising them, they should go to the right sort of people. He also said wealthy tenants could be offered the chance to pay the market rate of rent, rather than the subsidised council rate, and stay in their home. Ministers believe 6,000 of the approximately eight million people who live in social or council housing could be earning six-figure sums. This may include individuals such as RMT union boss Bob Crow, who is reportedly paid more than £100,000 but still lives in a council property. Prime Minister David Cameron suggested he was in favour of ending the principle of "homes for life" last year but warned: "Not everyone will support this and there will be quite a big argument." A move of this kind would be designed to appeal to squeezed taxpayers who feel they are subsidising people who do not deserve it. But criticisms of the proposal are likely to include fears it will be costly and complicated to implement, may cause thousands of residents anxiety and could act as a disincentive as people might worry a bigger salary or better job will lead them to lose their home. If the law is changed, local authorities and housing association landlords may have to administer the plan and check who is too wealthy to keep their council property. They may be given strict rules for how to assess income, but there could be claims of a "postcode lottery" if each area is able to set its own guidelines. Social housing rents tend to be substantially lower than private sector prices. The taxpayer subsidy on a four-bedroom property in London could be as much as £70,000 a year.

US employment growth registers sharp slowdown in May US employment growth slowed sharply in May, with only 54,000 net new jobs added during the month. Markets had expected a rise of 150,000. It follows a downwardly revised but still rapid 232,000 increase in April. Despite the slowdown, it was the eighth month in a row of positive employment growth, according to data from the US Labor Department. President Obama acknowledged that even though the economy was growing, the US still faced some tough times. "There's nobody here who doesn't know someone who's looking for work and hasn't found something yet," he said, speaking on a visit to a Chrysler plant in Toledo, Ohio, where he highlighted the turnaround in the car industry after government help. But he made no specific reference to the latest jobs data. He added: "There are always going to be bumps on the road to recovery," also citing high fuel prices, the economic problems that followed the earthquake and tsunami in Japan, and instability in the Middle East. Foul weather, high energy prices and the earthquake in Japan are being blamed for the bad news on jobs. But it may be the broader picture that is most troubling. The manufacturing surge has failed to lead to significant new hiring and a property market that is still on its knees is dragging down growth. Unemployment had fallen steadily from December To April, but since then it has climbed. The country is not generating nearly enough jobs to soak up new entrants into the labour market, let alone re-engage the millions that lost their jobs in the recent severe recession. After two big economic stimuli and significant monetary intervention, the government's economic armoury is looking pretty bare. That leaves President Obama in a tough place. Jobs - or the lack of them - have overshadowed his time in office. Few get re-elected with jobs numbers like these. The unemployment rate also rose unexpectedly to 9.1%, from 9% a month earlier. The number of unemployed remained largely unchanged at 13.9 million, but the number out of work for more than 26 weeks rose by 361,000 to 6.2 million. Local governments reduced their headcount for the the 22nd month in a row, by an unusually large 28,000. The private sector created 83,000 new jobs in the month, but this is less than is needed to soak up new people coming into the labour market. "Job gains continued in professional and business services, healthcare and mining," said the Bureau of Labor Statistics. Total employment in the US still remains nearly 5% below the pre-recession peak it registered nearly three-and-a-half years ago, in what has been the worst jobs recession since World War II. 'Dramatic turnaround' Jobs are a key political issue in the US and White House officials sought to play down the significance of this month's figures. "Every time we look at those numbers we don't get too excited by what those numbers say, or we don't get too disappointed. What we're looking at is the overall trend," said White House spokesman Josh Earnest. "If you look at where we've come from, the turnaround is pretty dramatic." Mitt Romney, who this week began his fight to become the Republican candidate in next year's presidential election, said the jobs data showed the economy was "going backwards" and President Obama's economic policies were not working. "Three years later, we have higher gasoline prices, higher food prices, more people are feeling the squeeze," Mr Romney said. "The truth is, Barack Obama has failed America." Recession fears The figures echo similarly disappointing US economic data released in the past week, including apparent slowdowns in the manufacturing sector and in consumer spending. It all points to a marked slowdown in the US economy during the second quarter of the year, according to Nigel Gault, chief US economist at IHS Global Insight. "[The jobs report] is weak across the board," he said. "We can't point to any one special factor and say that makes this an aberration." However, he remains upbeat about the outlook for the second half of the year: "We have seen some easing in commodity prices, gasoline prices are starting to come down, and the bad effects on vehicle production of the Japanese problems will start to unwind." But the figures may resurrect fears of a possible slide back into recession, analysts warn. And that prospect will fuel speculation that the US Federal Reserve may embark on a third round of "quantitative easing" - purchasing government bonds to pump more cash into the financial system - later this year. "Arguing about the merits of whether QE3 would be a good idea, is irresponsible right now," said Tod Schoenberger, managing director at Landcolt Trading in Delaware. "It would be proactive for the [Federal Reserve's monetary policy committee] to discuss and develop a strategy for implementing QE3, because it's painfully clear the United States is headed for a very messy second half of 2011." Stock markets fell sharply following the data release, with the FTSE 100 index falling 0.8% immediately following the announcement. The Dow Jones dropped 1.2% at the start of trading, before recovering during morning trading in New York.

Woman on Obama list held over drugs in Dar The Kenyan woman who was named by the President Barak Obama as a suspected drug kingpin alongside Kilome MP Harun Mwau was charged in Dar es Salaam after being arrested with hard drugs. When Tanzanian police burst into Nyakinywa Naima Mohamed’s residence in Dar es Salaam’s Mbezi suburbs beach on Wednesday morning, she did not know she was on a list of international drug kingpins. Nyakinywa, who is also known as Mama Lela, was arrested on Wednesday morning alongside two other Kenyans while in possession of 5kg of cocaine valued at Sh22 million, hours before the US authorities cited her. Kenyan offi cials in Tanzania said the woman and two other Kenyans identified as Anthony Karanja Asa Kibunja, and Ben Ngare Macharia appeared in court where they were charged with drug trafficking. In her house, where the drugs were, police said they found documents identifying her as Mwanaidi Ramadhan Mfundo. Head of Anti-Narcotics Unit Sebastian Ndaru said Friday, Mama Lela, as she is known, had evaded police dragnet for long. "She has many names and she never leaves traces that can lead to her detection or arrest. It was after a long trail that she was arrested in Dar-es-Salaam," said Ndaru. Mama Lela, born in September 2, 1962, is among drug lords whose assets the US President is seeking to seize. In Nairobi’s Majengo area where she had been staying before moving to Tanzania, many knew her as a businesswoman. The woman, married to a former city councilor, has a wide businesses empire, ranging from cyber-cafes, saloons, motor vehicle spare parts shops, and rental houses. She is a mother of three and alleged to be doing business with the Government, especially the Ministry of Local Government, where she has several tenders. Two-year imprisonment Ndaru said she is also linked to a case in which a Kenyan is fighting extradition to German over drug trafficking. Kenyan Victor Oduor Opiyo, formerly a resident of Uhuru estate in Eastlands, Nairobi, is wanted in Germany for drug trafficking. He is among those whose pictures appear in the document. He is serving a two-year jail term. He is also fighting the extradition proceedings in court. Opiyo was first arrested on January 9, 2009, when he was found with several passports. Opiyo was arrested again on November 26, last year, after he jumped bail. He was taken to court on January 12, 2009, and sentenced to three years imprisonment after pleading guilty for giving misleading information to the Immigration. Later, he was released pending appeal. Opiyo was taken to court again in November last year, for jumping bail and committed to serve a jail term of two years. Ndaru said Mama Lela was the owner of the drugs Opiyo is accused of trafficking. "She has been elusive since the German authorities sought the extradition of Opiyo. She moved to Tanzania where she was arrested," said Ndaru Obama used the US Kingpin Act to request for the freezing of the assets of all those named in the list released on June 1.m The US Act of 1999 freezes the assets in the United States of international drug traffickers. It denies designated drug lords access to US financial and commercial systems. The Act requires that US Secretary of Treasury, Attorney General, Secretary of State, Secretary of Defence, and Director of CIA co-ordinate to identify drug kingpins and refer them to the President for sanctions. - The Standard.
A Kenyan has passed away in Canada
A Kenyan has passed away in USA. The late Felix Odera a student died in a tragic accident Sunday 29th May, 2011 at Kawkawa Lake, British Columbia, Canada. The 24-year-old was at an outing at the lake near Hope as part of a group known as the Inter Varsity Christian Fellowship from the University of B.C. Odera had been a student at UBC since 2007, according to his Finance 3.0 webpage. Police say he fell off a dock at the lake Sunday afternoon into deep, cold water. It's believed he was not able to swim. His body was recovered by police divers Monday. A statement from police described Odera as "a bright student who was well liked by all." "It's a really sad accident and our thoughts are with Felix's family and friends right now," said Const. Tracy Wolbeck of the Upper Fraser Valley RCMP. A Russian man who buried himself alive in a coffin for a night for 'good luck' was found dead the next morning. After digging a hole in a garden in the eastern city of Blagoveshchensk, the 35-year-old climbed into the coffin - which had holes for air pipes - and got a friend to cover it with soil to a depth of around eight inches. Taking a blanket, a mobile phone and a bottle of water with him, he called his pal when he was under to say he was OK. The friend then left, returning the following morning to find him dead. The 35-year-old victim believed that burying himself alive for a night would bring him luck the rest of his life, apparently. 'According to his friend, the man wanted to test his endurance and insistently asked his friend to help him spend the night buried,' said Alexei Lubinsky, an aide to the area's chief investigator. 'We know that the victim was a computer programmer and that he has a small child.' It's thought that heavy rain falling throughout the night may have blocked the victim's breathing tubes. Last summer, another man in Russia underwent a supervised self-burial to conquer his fear of death. An hour-and-a-half later, he was found dead after being crushed by the weight of the earth on top of him.
ICC seeks to hear cases in Kenya
The International Criminal Court has made a move that could see the September confi rmation hearings against the ‘Ocampo Six’ held in Kenya. This could be a public relations coup against the Government, which is opposed to the prosecution of the six individuals at the court based at The Hague in The Netherlands. But it could be a relief to the suspects who would be spared the agony of another visit to a foreign country to answer to accusations of crimes against humanity. Although the court clarified that the suspects don’t have to travel to The Hague in September, the need to be close to the lawyers during the pre-trial hearing is irresistible. Given the outcome of the upcoming hearings could potentially make or break their careers, it’s somewhat a relief to have such a momentous decision made in familiar territory. On a week the ICC judges threw out the Government’s admissibility challenge to maintain The Hague proceedings will go on, they are toying with the idea of moving confirmation hearings against the ‘Ocampo Six’ to Kenya. On Friday 3rd June, 2011 the Pre-Trial Chamber II requested observations on the possibility of conducting the court sessions to determine whether the crimes against humanity cases against the six should be sent to full trial in Kenya. A statement posted on the court’s official website stated that the Pre-Trial Chamber II had issued a decision requesting observations from the Prosecutor, the Defence, and the victims on the desirability of conducting the confirmation of charges hearings in Kenya. - The Standard. London's tap water has been rated the best in Britain by scientists. The Drinking Water Inspectorate's annual report into quality across the UK found water in the Thames region passed a stringent set of tests 99.98 per cent of the time. Tests were carried out on 168,000 samples from the region, measuring 40 different aspects of water quality including taste, odour and colour. The results beat every other region. The worst performerwas the North with a 99.94 per cent pass rate. It is a boost for the Evening Standard's Water On Tap campaign. The Standard aims to get London's bars and restaurants to offer tap water to customers as a matter of course, rather than environmentally unfriendly bottled water. Our drinking water is amongst the best in the world but, even so, we buy vast amounts of bottled water. Tap water is roughly 1,000 times cheaper than bottled water and the carbon footprint can be up to 300 times lower, for example, than with some brands. There is clearly great public interest in making water easily accessible across London. The design and operation of Thames Water's drinking water treatment process are fundamental to ensure London's water is pure. Constantly monitoring these processes helps Thames Water ensure the water leaving its treatment works meets quality standards. The DWI's most recently published figures, for the year 2009, show that we continue to supply exceptionally high-quality water, with 99.98 per cent of all tests meeting UK and European standards. Eighty per cent of our drinking water of London comes from storage reservoirs connected to the River Thames and the River Lee. The remaining 20 per cent comes from boreholes connected to groundwater stores. As a finite resource, all water will have been used in some capacity before, however, the actual proportion of water which might have been ingested before it enters supply is tiny. Of the 150 litres of water each person uses each day, only a very small proportion is for drinking (around 2 litres), with the rest used for other domestic purposes. Eighty per cent of London's tap water comes from the River Thames and the River Lee, with the remaining 20 per cent from groundwater. Although it is true that some of the flow in the rivers gets there from sewage treatment works, this water is treated to a very high standard before it blends with other water that reaches rivers through natural process. Water in rivers undergoes natural purification processes that continue in raw water storage reservoirs. All of the water abstracted from rivers goes through advanced water treatment processes and stringent tests to ensure that it is of the highest quality and is safe to drink.
Jaycee Kidnap: Phillip Garrido Gets 431 Years
Phillip Garrido has been sentenced to a total of 431 years in jail for his role in the kidnap and sex assault of Jaycee Lee Dugard. The 60-year-old's wife Nancy has been jailed for life, with a minimum of 36 years. The couple kidnapped Jaycee in 1991 when she was just 11-years old outside her home in South Lake Tahoe, California, and kept her captive for almost two decades. Garrido, already a parolled sex offender, fathered two children with Jaycee, and pleaded guilty when she was freed in August 2009. When he kidnapped Jaycee it was only three years after he was released from prison, where he served only 11 years of a 50-year sentence for a rape. His wife was jailed for between 36 years and life, after a plea bargain with prosecutors and her lawyer, Stephen Tapson, read a statement to the court on her behalf. He said his client acknowledging that "what she did was evil" that she was sorry and that "words are not enough". Mr Tapson filed a request asking that Nancy be allowed to see her husband one last time before they start their sentences. In addition he requested that she be allowed to remain the courtroom for her husband's sentencing. The judge denied both requests. Jaycee's ordeal in captivity with Garrido and his wife came to light when she was freed almost two years ago, 18 years after she was snatched while walking to a school bus stop. Sinkholes in photos

Kenya's 2011/12 Budget surpasses Trillion mark Deputy Prime Minister and Minister for Finance Uhuru Kenyatta has appealed to members of parliament to allow him to read the budget speech on June 8. Addressing the press Thursday morning Uhuru said the 2011/2012 financial estimates totaling 1.155 trillion shillings have been submitted to parliament. "To ensure pro - poor growth and sustainable development, the 2011/12 Budget will continue to focus on key priorities as a basis for allocation of resources. These include improving access, transition rate, and quality of education; enhancing efficient and a high quality health system, ensuring security for all persons and property; empowering the youth and vulnerable members of the society by engaging them in gainful employment and wealth creation; implementation of the New Constitution and promoting food security." The finance minister said that over the years, the Government has continued to shift more resources in infrastructure and social spending. "For instance, in the FY2011/2012 Budget, we will increase expenditure on infrastructure by 35.53% from 165.811B in the FY 2010/11 to 221.411B in the FY2011/12. This amount of 221.4B is an increase of 1,304% from Government spending on infrastructure in the 2002/03FY (15.772B). During my previous budgets, and through the Economic Stimulus Package again living within the spirit of a constitution that had not yet been enacted, but with the understanding of the wishes of many millions in Kenya, we had commenced the process of devolution of resources by identifying programs at the constituency level and funding them. Through the ESP we have made major gains in Agriculture & Fisheries, Health Care, Education and Trade in each and every part of the country." He added that in the FY2011/2012 budget, they have managed to accommodate key national strategic priorities in the areas of education, health, infrastructure (rail and roads), tourism, internal security and agriculture, and cushioned the poor. Other areas focused on include empowerment of the youth and job creation, implementation of the new constitution, and preparatory activities for the next elections. He allayed fears that government operations would ground if the Speaker of the National Assembly bows to pressure by MPs and rules against the budget. "We now leave it to parliament to do its work. In considering this matter, however, we would like to urge parliament to take cognizance that Kenya is not only a member of but also a major stakeholder in the East African Community and that Kenya stands to benefit a lot from a vibrant inclusive East African community; that this budget sets aside substantial funds towards the commissions that are responsible for implementing the new constitution. The minister response comes after the parliamentary budget committee accused his docket of breaching the new constitution by failing to table budgetary estimates two months before the end of the fiscal year. The minister faulted the interpretation of constitution by the house committee saying they are in the transitional period due to the intensity of the work in drawing up the budget. "Let us also remember that the budget cycle under the old constitution and the promulgation of the new Constitution have met each other halfway. Given the length of time it takes to formulate the budget, there probably should have been transitional clauses due to the fact that the Budget date had been moved forward by 2 months. As we move towards implementing our new and desired Constitution we must also take cognizance of our need to transit seamlessly into the new order." Uhuru added that the proposals of the new constitution will be adhered to come next year to give treasury time realign the budget making process. The 2011 World Beard and Moustache Championships took place on May 15, 2011, in Norway’s facial hair capital, Trondhjem (known as Trondheim to the uninitiated). This time it was the Norwegian Moustache Club that pulled out all of the stops to welcome the world’s facial hair elite. The competition took place in approximately sixteen categories ranging from the delicate Dali moustache to the anything-goes full beard freestyle.
Obama seeks to freeze Mwau's assets over claims he is drug lord Kilome MP and 1992 presidential candidate John Harun Mwau, is in list of alleged drug lords whose assets and accounts US President Barack Obama is seeking to seize. Obama has called for sanctions against Mwau, the flamboyant and super-rich businessman-cum-politician, renown for his dark glasses, black leather jackets, and meticulousness when it comes to attention to rules. It, however, seems, if Obama is right, there is one rule he has ignored — that of keeping off bad company and chasing dirty money, for they ruin one’s reputation and a one-way ticket either to prison or life as a fugitive. In 1992 Mwau sought to rule Kenya under the banner of his party PICK where he styled himself as The Boss. The party motto was borrowed from title of American author Napoleon Hill’s book, Think and Grow Rich. The book, which sold in millions, focused on the secret power of the mind and personal drive in changing one’s fortunes. The other Kenyan named along with Mwau, who vehemently denied in Parliament he is into the illicit trade, is a businesswomen identified as Naima Mohammed Nyakiniywa. Obama listed the two Kenyans as specifically designated narcotics traffickers. The businesswoman, showed to go with several names: Mama Lela a.k.a Nyakiniywa, Naima Mohammed or Mama Naima. She was first in the list followed by Mwau whose date of birth was given as June 24, 1948. Mwau’s diplomatic passport was listed as A921579 and Passport A608142 with alternative passport B037832. It also showed Mama Lela was born in 1962 in Kenya, and holds passport number A735832.
Designated drug lords Obama used the US Kingpin Act to request for the freezing of the assets of all those named in the list released on June 1, when Kenyans marked the day they attained self-rule. The US Act of 1999, freezes the assets in the United States of International drug traffickers. It denies designated drug lords access to US financial and commercial systems. The Act requires that America’s Secretary of Treasury, Attorney General, Secretary of State, Secretary of Defence, and Director of CIA co-ordinate to identify drug kingpins and propose them to the President for sanctions. It also calls for the President to report to the Special Congressional Committees by June 1, of every year. All those listed by Obama were put in a list of notorious drug traffickers from the South American drug trafficking havens of Mexico, and Columbia. Others in the list of 10 allegedly most wanted drug barons globally included two nationals of Kyrgyzstan and Afghanistan. Also on the list was notorious Mexican drug trafficker Torres Manuel a.k.a Torres Felix or Manuel Felix De Jesus, also known as EL Ondeado and countryman Macho Prieto a.k.a Araujo Inzunza, Gonzalo and Kyrgzstan national Kolbayev, Kamchybek Asanbekovich a.k.a Kolbaev. Sources said Mwau’s business empire is linked to a warehouse at Jomo Kenyatta International Airport, a ground-handling firm at the same airport, and one of the largest local tyre manufacturing companies.
Business Empire On Thursday Naima’s lawyer told The Standard that she was innocent and is not involved in drug trafficking. Ms Naima Lela said she deals in legal business and wondered why her name was in the list that is now in the hands of local and international security agencies. The woman married to a former councillor in the city has a wide businesses empire, ranging from cyber-cafes, saloons, motor-vehicle spare parts shops, and rental houses. She claimed to be doing business with the Government and more especially the Ministry of Local Government, in which she has several tenders. The mother of three, who is currently in Tanzania, is expected back in the country within a week. Through her lawyer, Cliff Ombeta, the woman disputed claims she was arrested in the neighbouring country, in possession of drugs. "She is not a drug dealer. My client does genuine business to educate her children," Ombetta told The Standard. Mwau has sued former US Ambassador to Kenya Michael Ranneberger for linking him to drug trafficking. In the suit filed at the High Court, the MP sought a declaration from the courts that the criminal complaint contained in Ranneberger’s ‘Dossier’ presented to the Kenya Anti-Corruption Commission was an infringement on his rights. Through his advocate, Alloys Kwengu, he sought a declaration from the Government that his fundamental rights be protected from infringement by the ambassador. In the petition, which sought 49 declarations, Mwau complained Ranneberger had overstepped his mandate by purporting to investigate and give findings of alleged criminal offences in Kenya. The former Trade Assistant Minister, who was dropped after Ranneberger claimed he, and two other MPs and a Mombasa businessman were drug traffickers.
Reverts figures Mwau claimed Ranneberger filed a criminal complaint to KACC against him last November, and subsequently held an international press conference and said he had handed over to KACC names of drug barons. He added the ambassador later delivered the same criminal complaint to Prime Minister Raila Odinga on November 29, last year. The same report was later handed over to the Commissioner of Police for investigation, which the Internal Security Minister George Saitoti presented to Parliament. Secret cables on Kenya sent to the US by Michael Renneberger — and unmasked by WikiLeaks — gave an interesting story on a giant supermarket chain allegedly linked to Mwau. The cables alleged that the first expanding chain was being funded with drug money. According to Ranneberger’s cables, Kenyan auditor Peter Odhiambo exposed billions of shillings of tax evasion and money laundering at his former employer, a banking institution, by a group of major companies partly owned by Mwau and another MP. Odhiambo had reportedly moved from Barclays Bank to the other bank in May 2003, as the internal auditor and within two months noticed suspicious transactions in accounts lacking customer identification information required by the Central Bank of Kenya (CBK) Know Your Customer regulations. Some accounts also appeared to violate CBK prudential limits on loans and liquidity.
Reverts figures The bank that is now under statutory management allegedly concealed the violations by manipulating the figures just before the end of the month submissions were compiled, or before visits from external or CBK auditors, and then reverted the figures immediately afterwards. The General Manager told Odhiambo not to write down anything about the suspicious accounts in any report the CBK auditors might see. Odhiambo was said to have identified the companies involved in tax evasion and money laundering as the five companies in the supermarket chain. Odhiambo stated that, although six South Asian Kenyans were listed as the owners of the supermarket chain, some of them were proxy holders of shares actually owned by Mwau and a colleague in Parliament. Odhiambo noticed a deposit of Sh10 million a day into accounts of two sister supermarket chains and according to Ranneberger, he suspected the funds were smuggling proceeds from Mwau’s container depot company, Pepe. Odhiambo believed the perpetrators evaded about Sh43 billion in taxes, but that Kenya Revenue Authority had been deliberately understating the figure. For example, one acquaintance at the Kenya Revenue Authority told Odhiambo some revenue collection officials used to receive Sh5 million per month from the group. – The Standard.

Massachusetts emergency after tornadoes kill four

They roared through some 20 towns, ripping off roofs, uprooting trees and scattering debris. Worst hit was Springfield, the third largest city in the state, where 33 injuries were reported. A state of emergency has been declared and the National Guard has been called in. Tornadoes are rare, but not unheard of, in the north-eastern US. State Governor Deval Patrick said the path of damage from the first and most powerful tornado rampaged from Westfield, just west of Springfield, and extended east to the community of Douglas.
A second, slightly less powerful twister, cut a path from West Springfield to Sturbridge in the central part of the state. The damaged area is about 90 miles (145km) west of Boston. The storm struck after a tornado alert was issued for much of the East Coast, including Philadelphia, New York and Boston. At least 48,000 homes have been left without electricity, said the Massachusetts governor. The casualty figures are likely to rise, he warned at a news conference: "It is early going yet, so those are not final numbers. Although we are hoping and praying and working as hard as possible to keep the fatalities limited to those four." Massachusetts Senator John Kerry said he was joining Governor Patrick on a tour of the damage overnight. Tornadoes are much more common, more powerful and more deadly in the south-eastern United States. Alabama was hit hard in April. And 134 people were killed by a devastating tornado in Joplin, Missouri, in May.

Global growth fears fuelled by weak factory data Britain's manufacturing industry slumped "from rapid expansion to near stagnation" last month, according to the closely-watched purchasing managers' index (PMI), raising fresh questions about the recovery and sending the pound down almost two-thirds of a cent against the dollar to $1.6401. Economists and traders moved their predictions for a first rate rise back to the start of 2012 on fears that the economy is losing momentum in the face of slowing global growth, high inflation and domestic austerity. The Government has pinned its hopes on a resurgent manufacturing industry, driven by exports and accompanying business investment. Although the index, which fell from 54.4 to 52.1, indicated that activity is continuing to grow, the rate of expansion is the slowest since September 2009, when the UK was in recession. More worrying still was evidence in the data, compiled by the Chartered Institute of Purchasing & Supply and Markit, that output and new orders contracted last month – a reading of below 50 on the index. Samuel Tombs, UK economist at Capital Economics, said output and new orders, at 49.9 and 48.3 respectively, suggested "that a sharp underlying slowdown in demand is taking place". It was the first time in two years that both key metrics indicated outright contraction. Fears about a slowdown in manufacturing activity were fuelled by downbeat factory data across the world, as well as a sharp economic contraction in Australia and a double-dip recession in Denmark. Manufacturing PMIs in China and the euro region surprised markets by posting the slowest pace of growth in nine months and seven months respectively. Russia's index signalled "near stagnation", and reports from Poland to Hungary also pointed to a loss of manufacturing momentum. In the US, its PMI-equivalent also collapsed to its lowest level since September 2009, from 60.4 to 53.5, as new orders, production and exports all plunged. The uniform drop in activity fuelled fears that the global economy is slowing. Australia yesterday posted a 1.2pc economic decline in the first three months of the year, its sharpest fall in 20 years, as exports collapsed due to floods in the major coal-producing region. Economists shrugged it off as an isolated event. Markit said weakness in UK manufacturing last month was partly attributable to the "additional bank holidays in April ... and ongoing supply-chain disruption following the Japanese earthquake." On a positive note, the input prices balance fell from 76.7 to 71.3 and the output prices balance eased from 64.2 to 62, implying manufacturers are also raising their selling prices at a slower rate.

Winner of Zimbabwe's 'Mr Ugly' crown
A Zimbabwean man who has endured being tormented by his bad looks, is now all joy. Mr Austin Mbewe,30, was crowned “Mr Ugly” after winning an unusual beauty pageant at the weekend. Mbewe walked away with $170 in prize money and a blanket when he was adjudged to be the ugliest by a panel of female judges. “I feel honoured by this victory,” Mbewe told Zimbabwe's Herald newspaper. “I have been a subject of ridicule from society since childhood and the world has seen that there is beautiful side to my ugliness.” Two Mr Ugly personalities were given $50 each and a blanket. All the finalists were also given blankets as consolation. The contest was held in Beitbridge, a town near the border with South Africa. Lovemore Chonzi, the organiser of the competition, said it was “meant for people to have fun and celebrate who they are, just like any other contest in the world.” The pageant had the blessings of the government controlled national arts council and the Zimbabwe tourism authority.

Kenya marks 48 years of self-rule
Madaraka Day, marked on the 1st of June, commemorates the day that Kenya attained internal self-rule in 1963, preceding full independence from the United Kingdom on 12 December 1963. This marks the day in 1963 that Kenya took the first steps towards self-rule as a republic with Jomo Kenyatta as its first president. For many years Kenya had been a British colony, being variously administered in its own right or as part of federations with Uganda, and Tanzania. Today's celebrations come at a time when the country is rocked by many troubles among them the high cost of living and hitches in the implementation of the constitution. These are top on the agenda for Kenyans who have trooped the Nyayo National Stadium to hear from the two principles President Mwai Kibaki and Prime Minister Raila Odinga on how the government intends to attend to the wananchi's key concerns. The cost of living has sky-rocketed in the past few months due ever-rising fuel prices that have rendered the cost of production of goods and services, with providers passing the cost to consumers. Kenyans held protests over the same Tuesday afternoon, perhaps to appeal to Kibaki and Raila that the government has got to work out a way to lift the burden cast on the ordinary Kenyans by the high cost of living. Another major concern that is rocking the country is the speed at which the implementation of the constitution is moving, with legislators faulted for frustrating efforts to have key bills passed that will guide the implementation process. Parliament is currently held in a brawl over the composition of an Ad hoc committee that will oversee the vetting of three key judicial officers whose offices will guide the judicial reforms outlined in the constitution. As has been common practice in the past, the celebrations are outplayed by leaders choosing to address concerns of wananchi and that is what is expected today, with the celebrations coming just over a year before the next presidential elections scheduled for August 2012. The celebrations will also bring Kenya closer to marking its Golden Jubilee as an Independent state in 2013, when Kenya marks her 50th year of self rule.

Kenya takes steps to curb increased food prices
Nairobi, Kenya, June 1 - President Mwai Kibaki has assured Kenyans that the Government is taking both short and long term measures to cushion them from increased food and fuel prices. The President cited the zero rating of duty on paraffin and a drastic reduction of duty on diesel as some of the Government's efforts to alleviate the hardships being faced by wananchi. "I am fully aware of the hardships being faced by Kenyans due to increased food and fuel prices," President Kibaki said. The Head of State was speaking today at the Nyayo National Stadium when led the nation in marking the country's 48th Madaraka Day celebrations. President Kibaki said the Government is actively engaged in the development of other sources of energy such as geothermal, coal, solar and wind as its long term approach to addressing high costs of energy. The President said plans are also underway to put in place up to three months fuel storage facilities, adding that more competition will be encouraged in the oil industry to reduce the drastic changes in fuel prices currently being experienced in the country. On food security, President Kibaki assured that the Government is building the strategic grain reserves to 8 million bags of maize to ensure ready availability of food in the country. "We intend to hold this maize stock at all times, to mitigate impacts of the cycle of droughts," President Kibaki said. - CapitalFM
Mobiles 'may cause brain cancer'
The World Health Organization's cancer research agency says mobile phones are "possibly carcinogenic". A review of evidence suggests an increased risk of a malignant type of brain cancer cannot be ruled out. However, any link is not certain - they concluded that it was "not clearly established that it does cause cancer in humans". A cancer charity said the evidence was too weak to draw strong conclusions from. A group of 31 experts has been meeting in Lyon, France, to review human evidence coming from epidemiological studies. They said they looked at all relevant human studies of people using mobile phones and exposure to electromagnetic fields in their workplace. The WHO's International Agency for Research on Cancer (IARC) can give mobile phones one of five scientific labels: carcinogenic, probably carcinogenic, possibly carcinogenic, not classifiable or not carcinogenic. It concluded that mobiles should be rated as "possibly carcinogenic" because of a possible link with a type of brain cancer - glioma. Ed Yong, head of health information at Cancer Research UK, said: "The WHO's verdict means that there is some evidence linking mobile phones to cancer but it is too weak to draw strong conclusions from. "The vast majority of existing studies have not found a link between phones and cancer, and if such a link exists, it is unlikely to be a large one. "The risk of brain cancer is similar in people who use mobile phones compared to those who don't, and rates of this cancer have not gone up in recent years despite a dramatic rise in phone use during the 1980s. "However, not enough is known to totally rule out a risk, and there has been very little research on the long-term effects of using phones." The WHO estimated that there are five billion mobile phone subscriptions globally. Christopher Wild, director of the IARC, said: "Given the potential consequences for public health of this classification and findings it is important that additional research be conducted into the long term, heavy use of mobile phones. "Pending the availability of such information, it is important to take pragmatic measures to reduce exposure such as hands free devices or texting." US house prices below 2009 low, Case-Shiller indicates US house prices fell in March, dipping below their 2009 low, as the housing market continued to be affected by weak demand, an index has shown. The Case-Shiller housing index, which tracks 20 metropolitan areas, fell 0.2% in March from February on a seasonally adjusted basis, in line with forecasts. The index dropped to 138.16, falling below the 139.26 seen in April 2009. Prices in 19 of the 20 cities covered were lower than a year ago, with 12 cities seeing new index lows. "This month's report is marked by the confirmation of a double-dip in home prices across much of the nation," said David Blitzer, chairman of the index committee at Standard & Poor's, which compiles the index. "Home prices continue on their downward spiral with no relief in sight."

Ruto rethinking alliance with Uhuru
During an interview on Kass FM, which broadcasts in the Kalenjin language, the suspended Higher Education minister declared he would go it alone in next year’s presidential race. He gave the strongest indication yet that he might part ways with Uhuru in the battle for State House. At one moment during the interview, the MP almost lost his cool when he was asked whether he was using the Kalenjin community for his own ends. "Whoever is spreading such propaganda is out of his mind. I would never do anything like that. My interests are those of my people," he said. Ruto told listeners that his decision was motivated by central Kenya’spast voting patterns. He said the same was the case with Nyanza where he expected little support. "They do not vote for anyone apart from their own," he said in the station’s morning show, Le nee Emet (What is the world saying). Ruto expressed doubt that voters in Uhuru’s backyard would accord him any political support, and said he would instead hunt for support elsewhere, using his expanding countrywide network to lobby other regions behind his presidential bid. "We have friends in other parts of the country who I am relying on to back us in this race," he said. Interestingly, Ruto conceded that Prime Minister Raila Odinga would likely win the first round of the 2012 presidential race, but added he would not meet the constitutional threshold to be declared President. Ruto regretted the high number of presidential candidates and said if it were a contest between him and Raila, he would beat him hands down. "But I am confident that I would come in second (in 2012), and others like Uhuru third and fourth," said Ruto. He would then consider forming an alliance with whoever comes in third to build a strong challenge to Raila in the presidential run-off. The MP said he would contest the presidency on a United Democratic Movement (UDM) ticket, adding that his race would end up in the finish line. "You can hold me to my word on this. I supported others in the past, this time I want them to support me," said Ruto, referring to Uhuru. The Eldoret North MP said differences over control of UDM and other issues, including its symbol, had been resolved, and asked his supporters to be ready to join the party. It is understood that UDM supporters in other parts of the country were uncomfortable with the use of a milk churn as the party symbol, as it depicted a Kalenjin party. Ruto said the party had gained a national appeal after bagging civic seats in Matuga and Embu, adding the ward wins had indicated its popularity. Ruto’s supporters in the region have been questioning the results of the alliance, expressing doubt that it would reap any political benefits. Some of the legislators in the Rift Valley who spoke to The Standard also conceded they were not keen on the alliance for the 2012 General Election. The MPs who spoke on condition of anonymity fearing a political backlash, said their electorate did not approve of the alliance. "To be honest it (alliance) is not popular. The locals would rather someone else than Uhuru," said an MP from the North Rift. He went on to reveal that should Prime Minister Raila Odinga move to mend fences with the region’s leaders ahead of 2012, "many leaders would welcome the move". "It is just that William (Ruto) will never entertain such a move and is already opposed to those suggesting it," added the MP. Many of the region’s MPs, added another legislator, fear telling Ruto the truth about the feelings on the ground due to the risk of alienation. "Many fear being branded traitors as has happened before with those who appeared to associate themselves with the Prime Minister," said the MP. Over the weekend, on Saturday, Ruto met councillors from the North Rift, some of who were reportedly daring enough to ask him about his alliance with Uhuru and its value for them. They were categorical that they expected Ruto to run for president and not to be Uhuru’s running mate. A tactical Ruto is said to have told the councillors he would convince Uhuru, the Gatundu North MP, to become his running mate. "When you help till your neighbour’s land, you also expect him to till yours when you need his help. That is what I will tell Uhuru," Ruto is reported to have said. The next day on Sunday, Ruto was to host Uhuru for a fundraising meeting in Kabobo area of his constituency, but the latter is said to have cancelled the trip at the eleventh hour. A close ally of Uhuru in the region intimated to The Standard that Uhuru got wind of what transpired at Ruto’s meeting with the civic leaders and decided to call off the trip. Contacted, Uhuru’s spokesman, Munyori Buku, however, said his boss had not confirmed attendance although the function had been booked in his diary. Observers in Rift Valley see Ruto’s shift in strategy as largely driven by the Kalenjin uneasiness with dalliance with central Kenya leaders. His falling out with Raila over his case at the International Criminal Court at The Hague prompted the alliance with Uhuru. While MPs under Ruto’s camp have been whipped into supporting his political strategy, Ruto risks losing grassroots support as the feelings on the ground are different. Pressure has been mounting on him to end his dalliance with central Kenya, with fresh calls made at the weekend in separate meetings he held with North Rift leaders. Unresolved past differences between the Kalenjin and Kikuyu communities is said to be the catalyst for the growing opposition to a Rift Valley/central Kenya alliance. However, the recent resettlement of IDPs from other parts of the country in the Rift Valley is the spark that brought to the fore disquiet at the grassroots. The move by the Government to buy land in the Rift Valley for IDPs has been seen as the undesired outcome of the alliance between Ruto and central Kenya leaders. In Burnt Forest, Ruto’s erstwhile supporters have now turned against him and told him off over the controversy around the planned settlement of IDPs at Chemusian Farm Locals have opposed the resettlement of IDPs on the 2,000-acre farm. They also want their own landless people resettled. The issue came up in Monday’s Kass FM interview with listeners putting Ruto to task about it. Listeners demanded to know Ruto’s position on what they termed "importation of foreigners" into Rift Valley by the Government in the guise of resettling IDPs. Locals see Ruto’s silence over the controversy that broke out almost three weeks ago as the product of his alliance with central Kenya leaders. On Kass FM, Ruto broke his silence and sought to convince listeners that there was no plan to resettle IDPs on their land. He disclosed that he was the one who negotiated with the Government to buy the land for squatters who were evicted from Embobut and Kipkurere forests in Marakwet and Uasin Gishu. "Any plan to resettle IDPs on the land is therefore wrong. It was not intended for them. I had even sent (Marakwet East MP Linah) Kilimo to survey the land for her people and she approved it," he said. Ruto said the landless, about 40 families in Burnt Forest, would have been considered for settlement on the farm in the initial plan. But the chairman of the Chemusian Kalenjin Squatters, Bramwel Kimeli told The Standard in Eldoret that Ruto should stop misleading them. "We know the Government intended to resettle IDPs from other regions from the word go. Why was he (Ruto) silent all this time as we protested?" he posed. History seems to be repeating itself in this scenario as Ruto was in 2007 forced to support Raila by the electorate in Rift Valley against his wishes. By declaring he will run for president against widespread perceptions that he would be Uhuru’s running mate, Ruto is again heeding voices from the ground. Eldoret North MP William Ruto appears to have yielded to pressure from his Rift Valley backyard to end his political marriage with Deputy Prime Minister Uhuru Kenyatta. Libya: Fleeing migrants flood Niger
Niger's city of Agadez has been transformed from a bustling trade hub in the middle of the Sahara desert into a refugee centre for the thousands of African migrants fleeing the violence in Libya. For the last two months, a large convoy of trucks has been driving into town each week. The flow has now eased to about 10 vehicles packed with between 1,500 and 3,000 people. Figures from the beginning of May put the number of migrant arrivals over the Sahara from Libya at 65,000. The figure is more than six times the number of migrants that have landed on the Italian island of Lampedusa from Libya in the same period. In the 48-degree heat, exhausted from their gruelling trip, thirsty and hungry, they unload the luggage they managed to bring with them on the journey which takes more than a week. "The journey is between life and death. Many people do not make it to Niger because of hunger," says Abdulaziz Abdullah, a Ghanaian mechanic who worked for four years in the Libyan capital, Tripoli. Hundreds of demonstrators protesting against high cost of living blocked Prime Minister Raila Odinga from entering his office. Waving placards proclaiming, Tunataka unga! (We want flour!), the protesters sang and shouted as they blocked Raila’s entourage. Attempts by the police to clear the way for the PM failed as some people lay on the road. Left with little options, Raila stood atop his car and asked a representative to state the problem. "Contrary to Article 43 of the Constitution of Kenya which guarantees every citizen right to food, shelter, health … many Kenyans still languish in abject poverty and die due to hunger," said the representative. The representative said prices of basic commodities have skyrocketed hence out of reach to many Kenyans who also walk to work due to high transport costs. Heatwave expected in UK from Thursday
The miserable wet weather we saw at the start of this week will soon be replaced by a warm and dry spell with top temperatures reaching 27 °C, according to the Met Office. But before Brits can welcome the heatwave, the unsettled weather is to stick around a little longer until high pressure builds from the south later this week. Most places in Britain will see temperatures climb by Thursday 2nd June, 2011 with Scotland and the north seeing above normal highs of 23 °C and 26-27°C in the south east. Nighttime temperatures are also predicted to stay in double figures. The position of the Azores high pressure system will also bring little rainfall, plenty of sunshine and widespread temperatures in the mid twenties especially over the south east, the Met Office said. Forecaster Barry Gromett told Yahoo! News today: “Things are looking quite good for later in the week. The situation is that high pressure will start to build - and by Friday, it will be universally dry across the UK.” During the latter part of the weekend, temperatures will start to dip in the north and east as the high pressure is predicted to move away allowing the unsettled weather to return across Scotland again - keeping temperatures around 16°C. However, southern parts will remain fine and rather warm until a cooler breeze sets in on Sunday giving new highs of 22°C. Gen Martin Dempsey has been nominated as the new chairman of the joint chiefs of staff, the highest US military post. A veteran of the Iraq war, Army Chief of Staff Dempsey will succeed Navy Admiral Mike Mullen as the president's top military adviser on 30 September.President Obama made the announcement in the White House garden but it is subject to Senate approval. Obama has also named Adm James Winnefeld, the head of the US Northern Command, to serve as vice chairman. Gen Ray Odierno was nominated to replace Gen Dempsey as the Army's chief of staff. In naming Gen Dempsey, the president described him as "one of our nation's most respected and combat-tested generals". If confirmed by the Senate, the general would be the top adviser as the scaling down of US forces in Iraq continues and troops in Afghanistan begin to come home later this year.
A Kenyan found dead 12 hours later in Santa Rosa California
Just two days after two Kenyans died in a fire in Lynchburg Virginia, another young Kenyan David Kamau Waitiki, popularly known as Kamash was found dead on Tuesday 17th May 2011 in Santa Rosa California 12 hours later after his death. David who lived in San Jose, California before moving to Santa Rosa 9 months ago was living in a two bedroom apt with a Kenyan roommate. On the day he died, the roommate saw his door closed that morning but did not wake him up before he went to work. Hours later, the girl friend came looking for him and after knocking the door without response, she went to the bedroom window which she found open and upon entering the room, she discovered that Kamau was dead. It is at that time that she called the police. Preliminary result from the Coroner indicated that he died from seizure disorder. According to Kamau’s sister, Veronica Ndegwa of Palo Alto, CA, David came to the U.S in 2004 for medical treatment after suffering with seizure for a long time without successful treatment in Kenya. He went through neurological treatment at San Mateo Hospital in California and he has been doing very well. David was born in Nyeri May 20 1980. He was the son of Mary Wanjiru & Mr.Joseph Waitiki Ndegwa of Keremara Farm (Kiganjo Road) Nyeri on your way to Mt. Kenya Academy Primary School. He started his schooling at Nyeri Kindergarten next to Outspan hotel, then Mount Kenya Academy in Nyeri, Kenyatta high school in Othaya Nyeri and later Mombasa Polytechnic for his college and lived in Mombasa for six years. The body of Kamau is still at the funeral home as they have been unable to raise $11,000 needed for burial. They are seeking assistance from friends, family and well wisher’s. Nairobi, Kenya May 31 - Nigerian High Commissioner to Kenya Dr Chijioke Wigwe has been recalled following wife battery allegations in Nairobi, Nigerian media reported on Tuesday. Officials said the High Commissioner was recalled to facilitate an investigation in his home country, after his wife Tess Iyi complained that she had been battered and seriously wounded by the envoy. Photographs of Dr Wigwe’s wife with injuries on her face were splashed on The Star newspaper in Kenya earlier in the week, sparking protests from gender-based organisations. Dr Wigwe doubles as Ambassador to the Seychelles and is Nigeria’s representative to the United Nations Environmental Programme and the UN Habitat in Nairobi. A Nigerian website, ‘This Day Live’ quoting Foreign ministry spokesman Damian Agu said Dr Wigwe had been recalled to facilitate an investigation over the allegations. Mr Agu said the outgoing Minister of Foreign Affairs, Odein Ajumogobia (SAN), has asked the top diplomat, who also represents Nigeria at the United Nations Environmental Programme and the UN Habitat in Nairobi, to return home. “It is only when he is back that we can investigate him and know if the allegations were true or false,” Mr Agu is quoted as having told THISDAY on telephone Monday. When Capital News telephoned the Nigerian High Commission offices in Nairobi, an official said they were not aware of the latest development. “Yesterday (Monday) was a holiday for us so we resumed today (Tuesday), I am not aware of that and the deputy High Commissioner who could confirm such reports is not around. Please call us much later to get a confirmation,” an official who declined to give his identity said. Last week, Police Commissioner Mathew Iteere wrote to the Foreign Affairs Ministry here in Nairobi, asking for the waiver of the envoy’s diplomatic immunity to enable him order for his arrest and prosecution on the matter. Monju Begum says her neighbour had been harassing her for months Police in southern Bangladesh say a woman cut off a man's penis during an alleged attempt to rape her and took it to a police station as evidence. The incident took place in Mirzapur village, Jhalakathi, about 200km (124 miles) south of the capital, Dhaka. Monju Begum, 40, a married mother of three, told police that neighbour Mozammel Haq Mazi forced his way into her shanty and started assaulting her. Mr Mazi, who denies the accusation, has been admitted to a nearby hospital. "We will arrest him once his condition gets better," police spokesman Abul Khaer told the BBC. "She said she fought back and cut off his penis and brought it to our police station in a polythene bag to prove that Mr Mazi tried to rape her," police spokesman Abul Khaer told the BBC. "She has registered a case accusing him of attempted rape," he said. "It is quite an unusual incident. As far as I am aware, this is the first time that a woman has brought a severed penis to the police station as evidence." Monju Begum told police that Mr Mazi, a married father of five, had been harassing her for the past six months. But Mr Mazi denied the allegations. "We were having an affair and recently she suggested that both of us can go and settle down in Dhaka," Mr Mazi told the BBC from the hospital in nearby Barisal. "I refused and told her that I cannot leave my wife and children, so she took revenge on me." Prof AMSM Sharfuzzaman, a senior surgeon at the Sher-e-Bangla Medical College and Hospital in Barisal town, told the BBC it had not been possible to reattach the organ. While Kenyans were optimistic that the new Constitution would solve most of their problems, they blame failure to realise development since independence on poor leadership. Most of the respondents interviewed mentioned unemployment, at 17.3 per cent, as the main problem affecting development. On social issues, the respondents, mentioned tribalism and nepotism (22.8 per cent) and insecurity (12.2 per cent) as problems that need agent attention while less than half said poor governance (45.3 per cent) and corruption (19.8 per cent) as political problems facing the country. The survey was commissioned by Community Aid International and Jadili Coalition on the performance of the Government on good governance and seeks views on implementation of the new Constitution. During the survey, each county gave different views on economic problems within their areas that require immediate attention. It emerged that corruption, poverty, unemployment, tribalism among others were all attributed to poor leadership. Kenya Anti-Corruption Commission chairman PLO Lumumba who launched the report blamed Kenyans for choosing leaders who cannot drive the development agenda. "We have continued to use the ballot to elect semi-illiterate and visionless leaders who change into demi-gods once they are in the office. This time we must interrogate ourselves and do the right thing," said Prof Lumumba. He said there is need to change the political class to achieve implementation of the new Constitution since the current ones are busy fighting the process. "In orders for ethnicity to be dealt with, we must first remove those who try to set us apart and seek for those who only stand of unity of Kenyans," he said. The citizens gave the Government a satisfaction rating of 6.1 per cent. This was attributed to lack of commitment to address challenges confronting Kenyan. "Poor leadership, which has given the nation poor governance over the years is viewed by majority as the cause of many historical injustices. Hundreds of rail passengers fled in terror when dozens of deadly snakes were found on a train travelling from Ho Chi Minh City to Hanoi in Vietnam. A guard and conductor were checking tickets as passengers got on in the central city of Quang Ngai on Thursday evening - and spotted the live king cobras and cobras under a seat. People fled the carriage as panic broke out, and the smuggler was able to escape in the chaos. The reptiles - which are extremely venomous and can kill a human within just 30 minutes - were being carried in four see-through cloth bags. One passenger, Pham Van An, 20, said: "Some of the snakes were very big, and looked terrifying. Most people ran away. But some people went to look at them and the cobras rose up. "Then police took the snakes off the train." Officers handed the snakes over to Quang Ngai province's wildlife protection officers for release into the wild. Nguyen Van Han, chief of the Quang Ngai Forest Protection Department, was unable to say how many snakes were in the bags, but said they weighed a total of 45kg (99lb). Authorities believe the endangered creatures - which are protected under Vietnamese law - were to be sold to restaurants in Hanoi. Earlier this month, Gordon Ramsay was labelled "offensive" by animal welfare groups after eating the still-beating heart of a cobra on television.

Police in Nairobi have seized 78 assorted motor vehicle engines suspected to have been stolen from cars in Nairobi and surrounding areas.They were recovered from a store in Kariobangi, where the owner Mr John Mwangi, claimed he buys vehicles involved in accidents from insurance firms and canibalises them for sale. The engines along with other vehicle body parts were seized from the store following weeks of investigation. Most of them had been cannibalised and it was difficult for one to identify them, but police have requested anyone whose car was stolen to visit Buruburu Police Station and inspect the engines and body parts. The other body parts included bonnets, doors, bumpers, rims and inner parts. The owner of the store has been arrested and is helping police with investigation. International Criminal Court -ICC- chief prosecutor Luis Moreno Ocampo is accusing the Kenyan government of frustrating efforts to get justice to the victims of post election violence. A team from Ocampo's office will be in the country on Monday to meet the government to assess the witness protection program and get the government position on the prosecution of the six suspects. In a statement from the Office of the Prosecutor Sunday, the team will also asses the witness protection program put in place by the government and is expected to meet key government officials. "We will asses not just the specific protection program, but will also want to understand the current position of the Government in relation with the Post Electoral Violence. On 5 November 2009, President Kibaki and Prime Minister Odinga stated their commitment to cooperate with the Court. We received strong cooperation, but since we announced the names of the 6 suspects we have seen a shift in position: high ranking members of the government are misrepresenting ICC efforts to do justice for the victims as an attack against Kenyan sovereignty." The visit comes amid accusation by Ocampo that high ranking government officials were using legal and political means to scuttle justice for victims on grounds that Kenya sovereignty was under attack. "They are pursuing regional and political campaigns to stop the case. Not only is this sending the wrong signal, but it is also promoting a growing climate of fear that is intimidating potential witnesses and ultimately undermining national and international investigations." The statement added. He said with the general election approaching fast, all energies must be directed towards attaining justice for the victims. "Our Office is doing what we promised to do: Justice for the victims. It was in the point 4 of the Agenda. Everyone agreed on the need to clarify the problem before the next election. "My question to the Kenyan government is this: does the government of Kenya want justice for the victims? We need an unequivocal answer, an answer that Kenyans and the world could understand. Is the government of Kenya protecting witnesses or protecting the suspects from investigation? That is the question." But in a rejoinder, Government spokesman Dr. Alfred Mutua dismissed Ocampo's claims as unsubstantiated urging him to go to court and refrain from speculations. Ocampo lost attempts to withhold evidence from the six suspects and will be meeting them in September for confirmation of charges. What started as a simple divorce case filed by former Kenya Power & Lighting Company boss Samuel Gichuru ended up fast-tracking his name to the list of wanted money launderers. The Sunday Nation has established that British intelligence officers used some of the affidavits sworn in court during the divorce hearing to piece together bits of one of the most brazen cases of corruption during President Moi’s 24 years in office. Last week the United Kingdom issued a warrant of arrest against Mr Gichuru and Nambale MP Chris Okemo over alleged corruption and money laundering. Mr Gichuru is alleged to have received bribes and laundered money in excess of Sh1 billion through a company called Windward registered in Jersey, UK. (See separate story). Sources familiar with the proceedings said Mr Gichuru may have won the divorce case, but his former wife, Salome Njeri, now deceased, dealt him a severe blow by lifting the lid on some of his best-kept secrets and questionable financial dealings. In a certificate of urgency seeking an equal share of the matrimonial property filed in the Family Court in Nairobi on November 14, 2006, Njeri claimed Mr Gichuru controlled a multi-million-dollar estate, and that he was worth more than what was stated publicly. – FULL STORY

Committee to draft proposals on drought in Kenya
Prime Minister Raila Odinga has tasked the National Drought Steering Committee to urgently draft proposals to the Cabinet on the drought and food situation in the country. After chairing a meeting of the committee in his offices on Friday, Mr Odinga said the Government may have to declare a drought disaster particularly in Arid and Semi Arid Lands where food security appears compromised and livestock are in danger as a result of less than normal rains. The PM also instructed the Ministry of Agriculture to give the country the official position on the amount of maize in stores to enable relevant ministries involved in food provision plan. He said the amount of maize in the country's stores should be available at the touch of the button and instructed the ministry to work out ways of using satellite technology to map out how much maize is being grown and harvested in farms instead of walking village to village to establish the number of bags harvested. Mr Odinga said that while relevant ministries have done a commendable job in containing the situation in ASAL resulting from the drought, the picture emerging is that the situation is getting grim and the Government may need to marshal additional resources to and channel them to these areas. He said the situation may go on for the rest of the year, given the picture painted by the Meteorological Department. In the presentation to the committee, the Meteorological Department said the long rains have ended, but the amount of rain received during the period was "generally poor both in time and space," over most parts of the country with the arid and semi arid lands being the hardest hit. Total amount of rain received over most of the country were well below 75 per cent, the Meteorological department reported. Met says a period of dry spell in setting in as a result of La-Nina conditions. Northern Kenya and parts of the coast received the least rains, with Mombasa, Garissa, Lamu, Wajir, Moyale and Marsabit areas receiving less than 40 per cent of their seasonal rains. The drought committee reported that because both the October-November-December 2010 and the March to April rainfall were highly depressed and poorly distributed, the country is facing the impact of two successive poor seasons, worsening the drought problem. The Ministry of Special Programmes reported that the Government has distributed relief food to more than 2 million Kenyans at a cost of Sh1.4 billion. But the Ministry expressed fears that the costs of items like maize and rice are shooting up while more people are turning relief supplies. The Ministry said the price of beans have shot up while that of livestock is at all time low in ASAL, making it impossible for pastoralists to buy food by selling their animals. At the same time, the need for relief supplies is increasing while drought worsens. The Ministry of Water assured however that the looming drought would not affect water supply in Nairobi because the Sasumua Dam is now fully operational.

The UK could become "yesterday's country equipped with yesterday's skills" if education cuts continue, the UCU lecturers' union leader is to warn. Sally Hunt is to tell delegates at the University and College Union's annual congress that "it is ignorance that is the expensive option, not education". The funding cuts come as UK graduation rates are dropping below those of many international rivals, she will say. The government says higher tuition fees will bring a rise in university income.nThe University and College Union has been strongly opposed to the government's decision to allow universities to raise undergraduate fees to between £6,000 and £9,000, as teaching grants are cut. Ministry yet to write to Nigeria over envoy The Ministry of Foreign Affairs is yet to write to Nigeria to complain about the conduct of its High Commissioner Chijioke Wigwe following claims he battered his wife. A source told The Standard On Saturday that the minister and permanent secretary who are supposed to send the communication are away. "But once they are in office, they will do so to enhance justice to the victim," said the source. The source said the ministry will write to The Nigerian High Commission, citing a letter from Commissioner of Police Mathew Iteere, who wants a waiver of the envoy’s diplomatic immunity to enable them arrest and charge him in court over the assault claims. In a letter to the Nigerian Government through the Ministry of Foreign Affairs, Iteere said his hands are tied because of the diplomatic immunity that ambassadors enjoy under Geneva conventions. "We have written to the Ministry of Foreign Affairs over this issue and we expect a response soon. A crime was committed and action must be taken," he said on the phone. Iteere said he has received photographs and a letter from the High Commissioner’s wife over the alleged battering. Fida on Thursday condemned the alleged attack by Dr Wigwe on his wife, Tess, two weeks ago after a domestic quarrel. Fida chairperson Naomi Wagereka said it is clear that the Commissioner has no respect for women and is therefore not fit serve as a High Commissioner or in any official capacity. "The Kenyan Government has both international and constitutional obligations to provide protection against violence for not only Kenyans but also for vulnerable persons within its borders," said Wagereka in a statement. Wagereka demanded the declaration of Wigwe as persona non grata and withdrawal of his diplomatic immunity. A statement from the Nigerian High Commission denied the allegations terming them malevolent, far from the truth and unsubstantiated. "The High Commission would like to categorically state that Dr Wigwe does not have a history of physical violence. As a Mission, we stand by the High Commissioner as a man of peace and integrity, until it can be proved otherwise," said the statement. - The Standard.

London, UK. 21st May 2011. - MORE PHOTOS Lewisham couple admit running fake ID factory Home Office, 26 May 2011 A couple from south east London have admitted running a factory that made fake passports and identity documents. Abiola Olatunji-Orelope, 34, was arrested along with his wife Folashade, 28, after their home in Claxton Path, Lewisham, was raided by the UK Border Agency on 9 September 2010. Officers uncovered 50 counterfeit passports in various stages of construction purporting to be Ghanaian, Nigerian, Irish, Czech and even British issue. They also seized 20 counterfeit German, Dutch and French Identity cards, around 40 fake Home Office and other National Government rubber visa stamps and ink pads, cutting boards, razor blades, paint thinners, glue, laminates, forged visas and around 30 blank birth and marriage certificates. Officers even found a book containing a list of orders from clients and passport sized photos ready to be used in the forgeries. Abiola Olatunji-Orelope pleaded guilty to fraud, deception and possessing false identity documents. On Monday 23 May at Croydon Crown Court he was sentenced to three years in prison. His wife admitted possessing false identity documents and was given a one year suspended sentence plus 140 hours community service. Alex Ttaris, from the UK Border Agency's criminal and financial investigation team, said: 'TThis was a sophisticated criminal operation, and I have no doubt that these fake documents would have been used to flout immigration rules, gain employment, open bank accounts and obtain other goods and services by deception.' Wanjiru died of blunt injury to head A post-mortem examination done on the body of fallen Olympic marathon champion Samuel Wanjiru shows he died of a blunt injury sustained on the head. Chief Government Pathologist Dr Moses Njue who led two independent doctors in conducting the autopsy at the Lee Funeral Home in Nairobi told journalists they had concluded that he died of the injury to the head after he reportedly fell from the balcony of his Nyahururu home, a week ago. "The cause of death is a blunt injury on the head," Dr Njue said without elaborating. "What we now want to establish is the height between the balcony where is said to have fallen and the ground where he landed." He told journalists he would led a team of pathologists appointed by interested parties in the family to go and assess the height of the balcony and the ground next Wednesday. "So what we have done today is like 80 to 90 per cent of what is required to be done. And that is why I have given you the cause of the death as a blunt injury to the head. The rest we will determine once we visit the home next week," he said and added that "We are also going to analyze samples we have taken from the body to be able to establish the alcohol contents in Wanjiru's blood at the time of his death." He said they had taken the samples from the liver and other internal organs. "Everything that is needed for examination has been extracted. The family is free to go and bury the body or do whatever they are going to do with it because we are through with it

Singer Amy Winehouse has checked into the Priory Clinic and will remain there "on her doctor's advice", her spokesman has confirmed. The Sh300 million intercepted at Mogadishu airport, Somalia, on Tuesday was ransom for the release of two ships and their 56 crew members. The $3.6 million was for Mv Yuan Xiang and Mv Suez according to Mr Andrew Mwangura, the maritime editor of Somali Report, a publication that specialises in Somalia news. “Information we have shows that $1.5 million was to be delivered onto the Mv Suez and the balance was to be dropped onto Mv Yuan Xiang,” he said. Initially the gunmen were demanding $2.1 million ransom for the release of Mv Suez and her crew, Mr Mwangura said. The Mv Suez was hijacked in the Gulf of Aden on August 2, last year, en route to Eritrea from Pakistan. Her crew members were six Indians, four Pakistanis, four Sri Lankans and 13 Egyptians. The Panama-flagged general cargo vessel is managed by Egyptian-based Red Sea Navigation Company and is owned by Matso Shipping Company of Egypt. - Daily Nation.
