David Cameron says that immigrants should learn English
The UK prime minister warns in a speech that an unwillingness to integrate has created a disjointed Britain. David Cameron will warn that immigrants unable to speak English or unwilling to integrate have created a "kind of discomfort and disjointedness" which has disrupted communities across Britain. In his most outspoken speech on immigration since becoming prime minister, Cameron will blame Labour for allowing immigration to become "too high" and for adopting an approach that allowed the British National party to flourish. The prime minister will open his speech, in Hampshire, by saying that immigration is a hugely emotive subject that must be handled with sensitivity. But he will then say that Labour presided over the "largest influx" of immigration in British history, which saw 2.2 million more people settling in Britain between 1997 and 2009 than leaving to live abroad. Cameron will say this has placed serious pressure on schools, housing and the NHS, and has also created social pressures. "Real communities are bound by common experiences forged by friendship and conversation, knitted together by all the rituals of the neighbourhood, from the school run to the chat down the pub. And these bonds can take time," he will say. "So real integration takes time. That's why, when there have been significant numbers of new people arriving in neighbourhoods, perhaps not able to speak the same language as those living there, on occasions not really wanting or even willing to integrate, that has created a kind of discomfort and disjointedness in some neighbourhoods. This has been the experience for many people in our country – and I believe it is untruthful and unfair not to speak about it and address it." The prime minister will stride into sensitive political territory when he accuses Labour of helping to stoke an uncertain climate over immigration. Cameron believes Labour inflamed the issue by accusing critics of racism while at the same time pandering to the hard right. He will say: "I believe the role of politicians is to cut through the extremes of this debate and approach the subject sensibly and reasonably. The last government, in contrast, actually helped to inflame the debate. On the one hand, there were Labour ministers who closed down discussion, giving the impression that concerns about immigration were somehow racist. On the other, there were ministers hell-bent on burnishing their hardline credentials by talking tough but doing nothing to bring the numbers down. "This had damaging consequences in terms of controlling immigration and in terms of public debate. It created the space for extremist parties to flourish, as they could tell people that mainstream politicians weren't listening to their concerns or doing anything about them." The speech may add to coalition tensions after the Liberal Democrats distanced themselves from the prime minister's language. Nick Clegg saw the speech which he "noted rather than approved". One Lib Dem source said: "We use different language. But we all work in government to strike a balance to ensure Britain has a system people have confidence in." No 10 insisted that the speech does not mark a return to the era of William Hague as Tory leader when he used the issue as part of a "core votes" strategy. On the eve of the 2001 election, Hague warned that Britain was in danger of turning into a "foreign land" in remarks that technically referred to the EU. Cameron will say that Britain has benefited hugely from immigration. "Go into any hospital and you'll find people from Uganda, India and Pakistan who are caring for our sick and vulnerable. Go into schools and universities and you'll find teachers from all over the world, inspiring our young people." But the prime minister will use his speech to challenge those who say: • Immigration cannot be controlled because Britain is a member of the EU. Cameron will say that future EU member states will be subject to tougher transitional controls and the UK can address immigration from outside the EU through the cap on non-EU immigration. • Immigration can be controlled – but to do so would inflict serious damage on the economy. Cameron will say the government is thinking "incredibly carefully" about which workers should come. But the prime minister will make clear that immigration cannot be controlled until Britain's welfare system is reformed. "Put simply, we will never control immigration properly unless we tackle welfare dependency. That's another powerful reason why this government is undertaking the biggest shake-up of the welfare system for generations making sure that work will always pay and ending the option of living a life on the dole when a life in work is possible." The prime minister will also condemn forced marriages and those who say they should be tolerated. "There are forced marriages taking place in our country, and overseas as a means of gaining entry to the UK. This is the practice where some young British girls are bullied and threatened into marrying someone they don't want to. "I've got no time for those who say this is a culturally relative issue – it is wrong, full stop, and we've got to stamp it out. Then there are just the straightforward sham marriages."In February, the prime minister gave a speech in Munich condemning "state multiculturalism" which had "tolerated these segregated communities behaving in ways that run counter to our values".
Obama proposes $4tn spending cuts to tackle deficit President's 12-year plan to reduce budget deficit includes curbs on defence spending and Medicare reforms. Barack Obama has set the stage for a new and bigger budget showdown with the Republicans, proposing a staggering $4 trillion (£2.46tn) in spending cuts over the next 12 years aimed at reducing America's runaway deficit. Although the cut is enormous, it still falls well short of the $6.2tn the Republicans are demanding. The battle is set to dwarf last week's 2011 budget row that came within an hour of seeing the federal government shut down. The size of the deficit, more than $14tn, is one of the biggest political issues in the US, especially with the country in hock to China, which has accumulated a hoard of dollars. The deficit was one of the main reasons for the rise of the Tea Party movement and contributed to the Republican victory in last November's congressional elections. Obama has proposed to tackle the deficit by curbing defence spending and ending tax breaks introduced by George W Bush for wealthy Americans – those earning more than $250,000 a year. In a move that will anger the Democratic base, Obama is also suggesting further cuts to come from reforms to Medicaid, which provides basic health provision for the poor, and Medicare, which provides healthcare for those over 65. The president, who set out his proposals in a speech at George Washington University in DC, blamed Bush for the deficit. He said it has been known for decades that the baby boomers reaching retirement age would put a strain on health and social security at this time. Bill Clinton had left a balanced budget and the burgeoning deficit had been a consequence of the Bush era, Obama said.

Surprise jobless fall suggests business improving (Reuters) - Britain's jobless rate fell unexpectedly in the three months to February and employment rose, a sign that companies are feeling more confident about hiring. The figures will come as welcome news to the government, which is banking on the private sector to create jobs and help fill the gap created by public spending cuts. However, weaker wage growth spelled bad news for squeezed households. "The UK labour market recovery is looking a bit healthier," said Vicky Redwood of Capital Economics. "But the continued falls in real pay do not bode well for consumer spending." The Office for National Statistics said the number of people without a job on the broad ILO measure fell by 17,000 in the three months to February to 2.480 million. That reduced the jobless rate to 7.8 percent, below forecasts for a reading of 8.0 percent. It was the first fall in both the actual number out of work and rate of unemployment since last September. The number of people in employment also rose by 143,000 in the three months to February -- the biggest increase since last September and driven by the biggest rise in the number of people in full-time employment since May 2007. The overall positive tone to the data were slightly marred by a small rise of 700 in the more timely claimant count measure of unemployment for March. Wage growth also slowed, with average weekly earnings growth including bonuses easing to 2.0 percent from 2.3 percent in the three months to January and well below forecasts for a rise of 2.6 percent. As such, the figures did little to alter expectations that the Bank of England will not rush to raise interest rates from their record low 0.5 percent. A surprise slowdown in inflation last month all but wiped out expectations of any tightening in May and caused markets to doubt any move before August. Church in 'sham marriage' crackdown
The Church of England is to tighten the scrutiny of applications to get married in an effort to prevent sham unions. New guidance will be issued to clergy and legal officers in the Church of England by the House of Bishops. It will be agreed with the UK Border Agency (UKBA) and have the backing of Immigration Minister Damian Green. Clergy are being advised not to offer to publish banns - where a couple's intention to marry is read out on three Sundays in church - for marriages involving non-European Economic Area (EEA) nationals. These couples will have to apply for a "common licence" where they have to swear affidavits, give proof of identity and address, be visited by the vicar and attend wedding preparation classes. If a vicar is not satisfied that an intended marriage is genuine, he or she will have to make this clear to the diocesan legal office responsible for granting the licence. Clergy will have to report a couple "immediately" to diocesan legal officers if they insist on having banns read rather than applying for a common licence. The Church said clergy who refuse to conduct a wedding as a result of the guidance will not be considered guilty of misconduct. Vicars have also been urged to contact the police immediately if they are being threatened or pressured to carry out a marriage. The Right Reverend John Packer, the Bishop of Ripon and Leeds, told BBC Radio 4: "Because we take marriage seriously, we do want to ensure that people are actually genuine in their marriage and we are not being used to con clergy. It comes from clergy who have in some cases been very suspicious of a particular couple and haven't been quite sure what to do about that. "In many cases, they have done exactly what we are encouraging them to do now and looked to a registrar, a lawyer in the diocese, for a licence. We are making that more general in order to seek to prevent sham marriages." He added: "Some clergy, in some parishes, in cities are being asked on a fairly frequent basis (to conduct sham marriages) and therefore they need a way to help distinguish between sham marriages and genuine ones."

If the veterans case does not succeed in London, they will move to European Court and finally they intend to go to Hague if the European does not listen to them.

Inflation, oil prices create new challenges - IMF WASHINGTON (Reuters) - Soaring oil prices and inflation in emerging economies pose new risks to global recovery but are not yet strong enough to derail it, the International Monetary Fund said on Monday. The global lender's latest health-check of world economic prospects marked a departure from recent years when its focus was on the financial crisis and recession in rich nations. The fastest growth in recent years has come from emerging markets like China, Brazil and India, which helped offset the deep downturns in the United States and other rich nations touched off by burst housing bubbles. Now, the IMF warns those very economies risk asset bubbles akin to the ones that sparked the 2007-2009 financial crisis. "The challenge for many emerging and some developing economies is to ensure that present boom-like conditions do not develop into overheating over the coming year," the IMF said in its World Economic Outlook report. IMF chief economist Olivier Blanchard said there was no overwhelming threat to the world economy, but there were trouble spots that need to be dealt with. "There is not any major downside risk at this point," he told reporters. But he cited a still-ailing financial sector in Europe and a high U.S. debt load as areas demanding attention. Still, even the prospect of oil above $120 a barrel was seen as not enough to imperil the steady global expansion. "Commodity prices have increased more than expected ... (but) we don't think that this time these increases will derail the recovery," Blanchard said. The IMF's central scenario remains one of slow-paced recovery. It kept its forecasts for global growth for both 2011 and 2012 at 4.4 percent and 4.5 percent, respectively. However, it said emerging markets have become a particular worry spot. The Fund warned they faced the risk of inflation as they struggle to deal with hard-to-control capital inflows. "We are warning emerging market countries that they are getting to the point where things may be too good," Blanchard said.

The budding fashionista from the Department of Fashion, Textile and 3D Design crafted the high heels from cheese and bread. A block of cheddar was sculpted to make the heel and a stale cheese sandwich was used for part of the platform sole. The front of the shoe was moulded from more cheddar and extra cheese was melted and shaped to embellish the design. A range of 'cheese couture' footwear by students from Bath Spa Universirty will be displayed at the 2011 Royal Bath & West Show to promote the region's cheese.

The rampant rise in the cost of living stalled last month as supermarkets cut prices to lure cautious shoppers. The Consumer Prices Index (CPI) fell back from 4.4% in February to 4%, the latest figures show. No change had been expected so the drop was a welcome one for the Bank of England, though the measure remains double its target rate of 2%. Lower food and drink costs outweighed rises in utility bills. The Retail Prices Index, which includes housing costs such as mortages, also dropped back from 5.5% to 5.3%. Many analysts had expected the bank to make its first move against inflation following next month's meeting of the Monetary Policy Committee (MPC). The drop in inflation came as high street sales in March suffered a record decline. But the latest figures will help reassure policymakers that, at least, inflation is not soaring out of control. The voting during last week's meeting is yet to be released but it is believed likely that only three members of the MPC backed a rate rise from its emergency low of 0.5%. May is still considered a good bet for a rise in the base rate following the ECB's decision this month to raise its core rate to 1.25%. The MPC may also want to send a clear signal that such a low bank rate is unsustainable and unrealistic. While such a move would raise the cost of tracker mortgages, it would be a welcome move in the right direction for savers. The Office for National Statistics, which released today's inflation figures, highlighted a boost for shoppers. Food prices slipped 1.4% in March - the biggest month-on-month drop since between June and July 2007 - as supermarkets rolled out heavy discounts to draw in cautious consumers. Fruit, bread and cereal products saw the biggest declines. Giving his reaction to the inflation figures, the Business Secretary Vince Cable said the Bank of England had "kept its nerve" in the face of global inflationary pressures. He said: "They are looking ahead, not just looking at today, and they have kept interest rates low, which is what the economy needs." Egypt's Hosni Mubarak in hospital after 'heart attack'
Former Egyptian President Hosni Mubarak is in intensive care after suffering a heart attack, say state media. He was taken ill while meeting prosecutors investigating the killing of hundreds of protesters and allegations of corruption, reports say. The manager of the hospital in Sharm el-Sheikh said Mr Mubarak's condition was "almost stable". Mr Mubarak, 82, stood down on 11 February following an 18-day popular uprising against his rule. State TV quotes medical sources as saying that Mr Mubarak, had refused to eat or drink since being summoned by the public prosecutor on Sunday. Mr Mubarak's two sons, Alaa and Gamal, are also under investigation and are being questioned at the prosecutor's office in al-Tor in South Sinai governorate, where the former president is said to have been when he suffered the reported medical emergency.

UK inflation rate falls to 4% in March The UK Consumer Prices Index (CPI) annual rate of inflation has fallen to 4%, down from 4.4% in February. The drop was largely due a record monthly fall in the price of food and non-alcoholic drinks, which fell 1.4%, compared with a sharp rise last year. Retail Prices Index (RPI) inflation - which includes mortgage interest payments - fell to 5.3% from 5.5% in February. The fall eases pressure on the Bank of England to raise interest rates. The Office of National Statistics (ONS) said fruit prices fell by 4.7%, while bread and cereals dropped by a record 2.6% when compared with March last year. Falls in the price of air flights, games and toys also helped to offset rises in energy costs and cars, it added. Economists had expected the CPI rate to stay at 4.4%, or perhaps even rise slightly. But although lower than their expectations, inflation is still twice the Bank of England's target rate of 2%, and has now been one percentage point or more above target for 16 months. This has led to calls for the Bank to raise interest rates - the policy tool seen as most effective in combating rising prices. Last week, the Bank's Monetary Policy Committee (MPC) kept rates at a record low of 0.5% for the 25th month in a row. Next week it will reveal how members voted. Last month three of the MPC members called for a rise in rates. They and some other economists have argued that rates must rise in order to combat rising prices, which are eroding consumers' spending power. Those members that voted for rates to be held, backed by a number of leading economists and business groups, argue that a rise in rates could jeopardise the UK's fragile economic recovery, particularly in light of the economy's 0.5% contraction in the final three months of last year. They say that inflation is high due to temporary and external factors, such as the recent rise in VAT and high commodity prices, and has yet to be reflected in wage increases, which would provide longer-term upward pressure on prices. The rise in VAT came into effect in January, and so will fall out of the inflation calculations at the beginning of next year. They insist, therefore, that, given time, inflation will fall away of its own accord, without the need to raise rates in the short term. The latest ONS figures could strengthen their resolve to keep rates on hold for longer.

The two said the country was bigger than an individual and called on Kenyans not to be fooled by individuals advancing their selfish interests. Speaking at Uhuru Park during a rally cum thanks giving prayer meeting on arrival from The Hague, Ruto accused a section of political leaders of politicizing the issue of Internally Displaced Persons (IDPs). He called for the speedy resettlement of IDPs who are still in camps three years after the disputed results of the 2007 general elections. Uhuru said the country's problems cannot be solved by foreigners. The two announced that they will be holding a series of rallies countrywide to promote peace and cohesion among Kenyans. The two arrived back in the country on Monday morning from The Hague where they attended the hearings of their cases in relation to the post election violence. Journalist Joshua Arap Sang who was said to be accompanying the two was however not at Uhuru Park. The others mentioned by the report by the International Criminal Court Prosecutor Luis Moreno Ocampo are Head of Civil Service Francis Muthaura, Tinderet MP Henry Kosgey and former Police Commissioner Maj-Gen Hussein Ali who returned to the country over the weekend. Members of parliament from various political parties attending the rally announced that they would soon unveil a new political outfit in readiness for the 2012 general election. The politicians said the new political party in the offing would be a power to reckon with adding that it would bring together politicians from across the political divide. They said the new political outfit would bring real change because it would bring together all tribes. Speaker after Speaker said they had a common political enemy that they vowed to defeat through the ballot in the next general elections. Hints of an alliance between Uhuru and Ruto started emerging last month during a series of political rallies the two held across the country ahead of their date with the ICC to answer summonses issued against them. Meanwhile Imenti Central MP Gitobu Imanyara says he will soon retable his bill seeking to establish a local tribunal. Imanyara says that a local tribunal must be established to try other suspected perpetrators of post election violence since the International Criminal Court is only handling the cases against the so-called Ocampo six. In an interview with KBC, Imanyara said the post poll chaos victims should get justice and challenged MPs to stop their rhetoric about a local tribunal and pass a law that would create it. He accused a section of legislators who accompanied the Ocampo Six to The Hague saying their presence did not add any value to the initial appearance process. The legislator also dismissed a section of the African Heads of States and governments who have threatened to push the African Union to withdraw from the Rome Statute if the Kenyan case is not deferred. He said impunity should not be allowed to prevail by a few individuals protecting their interests.

UK Prime Minister Cameron In Race Row With Oxford University
Oxford alumnus David Cameron is at war with his old university over its record on admitting black students. The Prime Minister claimed it was "disgraceful" that only one black student was admitted to the university last academic year. But Oxford immediately hit back, accusing Mr Cameron, who got a first-class degree at the university, of getting his facts wrong and being "highly misleading". University officials said in a statement the correct figures for 2009/2010 were: :: 27 black British undergraduates But the backlash from Oxford University was met with defiance from sources at Number 10. They rejected suggestions the PM was guilty of a race slur gaffe and told Sky News that 27 black undergraduates was still a very poor record. A Downing Street spokesman said: "The figure the PM used was from a response to a Freedom of Information request submitted by David Lammy, which clearly states that only one black Caribbean student was admitted to Oxford in 2009. "The wider point he was making was that it is not acceptable for universities like Oxford to have so few students coming from black and minority ethnic groups." Mr Cameron launched the onslaught on his old university during a question and answer session in Harrogate. He told the audience: "I saw figures the other day that showed that only one black person went to Oxford last year. "I think that is disgraceful, we have got to do better than that." The PM's row with Oxford is remarkably similar to a clash between Gordon Brown and the university back in 2000. The then chancellor attacked dons for rejecting Laura Spence, a would-be medical student from a Tyneside comprehensive school. The university accused Mr Brown of getting his facts wrong. Responding to Mr Cameron's criticism, the university said there were 99 black undergraduates in all years at Oxford in 2009/10. With postgraduate students included, this figure rose to 245, a spokeswoman added. The university went on to claim the real issue was attainment in schools. "Oxford is fully committed to admitting the most able students regardless of background," a spokeswoman said. "Official figures show that for 2009 just 452 black students across the entire country achieved the grades to make a competitive application to Oxford (three As excluding general studies)." Mr Cameron graduated from Brasenose College in 1988 with a first-class honours degree in philosophy, politics and economics. He was also famously a member of the university's notorious Bullingdon dining club. In a bizarre twist, Mr Lammy, Labour MP for Tottenham and shadow higher education minister, backed Mr Cameron. "Oxford needs to show more humility about its woeful admissions figures," he said. "It is not acceptable that only one black Caribbean student entered Oxford in 2009. "The debate should focus on substance, not slips of the tongue." But his Labour colleague, John Denham MP, warned the Government's massive hike in tuition fees would make it harder for black students to go to Oxford. "The Tory-led Government's plan to triple fees will make this situation worse, not better," he said. "The Government keeps making false promises on university access and social mobility. "With their plans for universities becoming yet another embarrassing shambles, David Cameron needs to get a grip."

Quattara urges Ivory Coast calm
Ivory Coast politician Laurent Gbagbo has surrendered after a military assault on his residence in Abidjan and has been put under UN guard. Forces of his UN-recognised successor, Alassane Ouattara, and French tanks advanced on his residence where he had been ensconced in a bunker. Mr Gbagbo had refused to accept defeat in November's presidential poll. Speaking hours after the arrest, Mr Ouattara said he had ordered an investigation into Mr Gbagbo's actions. Mr Gbagbo, his wife and his "collaborators" would be investigated by the judicial authorities, he told Ivorians. The country had just turned a painful page in its history, he said, but was entering a new era. He promised to guarantee the personal security of Mr Gbagbo and his family, and urged Ivorians to "abstain from all reprisals and violence". UN Secretary General Ban Ki-moon said the detention of Mr Gbagbo had brought to an end months of unnecessary conflict, and the UN would support the new government. US President Barack Obama has welcomed Mr Gbagbo's capture and called on armed groups in Ivory Coast to lay down their arms to boost the chances of a democratic future.
Uhuru, Ruto back in the country Thousands of supporters of deputy prime minister Uhuru Kenyatta and Eldoret North MP William Ruto are at Uhuru Park in Nairobi for a welcoming rally cum prayer meeting for the two. The two arrived back in the country Monday morning from The Hague, Netherlands where they attended the hearings for their post election violence cases. Journalist Joshua Arap Sang is also accompanying the two politicians. The three are among six people who appeared at the International Criminal Court (ICC) at The Hague over allegations of bearing the greatest responsibility for the 2008 post election violence during which over 1000 people were killed and hundreds of thousands of others displaced. The others are head of public service Francis Muthaura, Tinderet MP Henry Kosgey and former police commissioner Hussein Ali. A convoy of vehicles carrying the two and the MPs who accompanied them to The Hague snaked its way through the city streets on its way to Uhuru Park. Security is tight at Uhuru Park following claims by another group that it had booked the same venue. The ODM party led by Deputy Prime Minister Musalia Mudavadi, and eight MPs Saturday told a prayer meeting for PEV victims at Kamukunji Grounds, Nairobi, that the Ocampo Six should not be allowed to hold the rally scheduled for Uhuru Park on Monday as the party had booked the venue for a different purpose. However a statement from the police headquarters has moved to clarify the matter saying the venue has been booked by an organization calling itself, Federation of Evangelical & Indigenous Christian Churches of Kenya (FEICCK) through their national chairman one Bishop Joseph Methu. According to police spokesman Erick Kiraithe, FEICCK was holding the rally in conjunction with another group calling itself The Organizing Committee, Homecoming Rally of the Ocampo 6. "Their reservation of Uhuru Park was confirmed through a Nairobi City Council letter dated 7th of April, 2011 under reference PS.38/DOE/1/7/SNM/DNM," said Kiraithe. "This letter was subsequently used to notify the OCS Central Police Station. Consequently, Nairobi Area police have put in place adequate security measures to ensure that law and order is observed during the meeting." He warned that the presence of any other group at the venue could only cause a breach of the peace which is against the word and spirit of the law. The rally comes in the wake of a warning to the six suspects from the ICC judges over remarks that might reignite violence in the country. Attorney General Amos Wako has also cautioned them and their supporters against adverse comments on the cases at the International Criminal Court. "As the judicial process before the International Criminal Court has now formally commenced, I would advise that utmost restraint be exercised by all including the parties directly or indirectly concerned against commenting on issues before the Court," Wako said.

Earthquake 7.1 Magnitude Hits Iwaki In Japan
Workers have been temporarily evacuated from the Fukushima nuclear plant as a 7.1 magnitude earthquake hits Iwaki in the Fukushima prefecture in Japan. A tsunami alert has been issued after metre high waves hit the coast. The 7.1 magnitude earthquake struck at a depth of 6.2 miles, and hit 102 miles northeast of Tokyo off the northeastern coast of Japan. The nuclear plant owners Tokyo Electric Power Co. (TEPCO) said: "The company ordered workers to withdraw and stay in a quake-proof building. "We don't know many workers were involved." Japan's nuclear safety agency said that pumping of water into three Japanese reactors to cool them was halted for about 50 minutes after the latest earthquake. Senior agency official, Hidehiko Nishiyama, said: "It was stopped for about 50 minutes... safety issues are unlikely to have occurred from this." According to local reports the quake caused some buildings to sway in the capital Tokyo. The quake hit a short while after a minutes silence was observed around Japan to mark the passing of a month since a 9.0 magnitude earthquake and tsunami devastated the country. Japan's prime minister Naoto Kan signed an open letter in some of the world's leading newspapers thanking people for their help after massive waves following a huge earthquake on March 11. An estimated 13000 people lost their lives as the tsunami waves devoured entire towns and swamped Japan's north east coastline. Over 14000 people are still listed as missing. - VIDEO

French Ban Muslim Women From Wearing Veils
A ban on full face veils has come into force in France, exposing Muslim women who wear the niqab or burka in public to fines of £132 (150 euros). The country's five-million-strong Muslim minority is western Europe's largest, but fewer than 2,000 women are believed to wear a full face veil. Many Muslim leaders have said they support neither the veil nor the law banning it. French police arrested 59 people on Saturday who turned up for a banned protest over the veil ban, one of them on arrival in France from Britain, according to a police spokesman. The timing of the onset of the ban is all the more sensitive after France's ruling political party, President Nicolas Sarkozy's UMP, called a debate on the place of Islam in France. That is move some say risked stigmatising a portion of the population. Police received a guide last week to help implement the ban. It tells them not to remove veils by force and also notes the ban does not apply inside private cars. A Muslim property dealer Rachid Nekkaz is urging women to keep wearing the veil if they want to. He has urged supporters to go to Notre Dame cathedral in central Paris for a silent prayer during the day, and is also offering to help people pay the fines. Mr Nekkaz said in a webcast he was putting a property worth around two million euros up for sale to help fund his campaign. "I am calling on all free women who so wish, to wear the veil in the street and engage in civil disobedience," he said.
African leaders seek to broker Libyan cease-fire Col Gaddafi has accepted the African Union's "road map" for a ceasefire with Libya's rebels, according to Jacob Zuma, the South African president Tripoli, Libya • Five African leaders, including South African President Jacob Zuma, arrived in the Libyan capital Sunday in an attempt to broker a cease-fire in the conflict here, with the country’s leader Moammar Gadhafi clearly hoping for a more sympathetic hearing from his African colleagues than he might get elsewhere. “The African Union is the natural place for the resolution of all Africa’s problems,” read one banner held up by the assembled crowd of chanting Gadhafi supporters. “Libyan oil is African oil,” read another, in a not-so-subtle reminder of the billions of dollars of oil-funded largesse Gadhafi has spread around the continent in return for support. The five-man African Union panel, which was given clearance by NATO to fly into Tripoli, will also meet with the rebels in their stronghold of Benghazi on Sunday or Monday. African nations sidestepped some of the sanctions imposed against Libya in the early 1990s over its alleged role in the bombing of the Pan Am airliner over Lockerbie, and Libyan officials said they hoped Africa would again be sympathetic to their government. In a statement, the A.U. delegation said it would propose political reforms, “with due consideration for the legitimate aspirations of the Libyan people for democracy, political reform, justice, peace and security, as well as socio-economic development.” So far, efforts to find common ground between the government and rebels have foundered, with the regime insisting Kaddafi remain in charge, and the opposition demanding his removal, together with the departure of his powerful sons, after the bloody suppression of February’s protests.

YouTube: Now Broadcast Yourself Live
On Friday YouTube officially began the initial roll out of YouTube Live, the new live streaming service that will offer live video capabilities on the site. Starting this off is the introduction of the new browse page youtube.com/live, where you can tune in to live events, subscribe to live-streaming partners, and add events to your calendar. According to a YouTube blog post issued yesterday, the plan is to gradually roll out the live beta platform, allowing partners with accounts in “good standing” to start streaming live content to the site. “The goal is to provide thousands of partners with the capability to live stream from their channels in the months ahead. In order to ensure a great live stream viewing experience, we’ll roll this offering out incrementally over time.” This is not the first time that live streams have been incorporated in the Google-owned video site. Live concerts such as The National’s performance back in May, interviews, and sports events have been streamed in the past; however, up until this point these have been singular events rather than continuous live stream channels and have not been available to the vast majority of YouTube account partners. This roll out follows The Wall Street Journal report earlier this week that Google Inc. is possibly planning on investing as much as $100 million in the site with the hope of commissioning low-cost content exclusively for the Internet. Many have speculated that this money will be pumped primarily into this new live streaming project, as this new feature will theoretically allow the web service to recreate itself as a happy medium between user-generated content and broadcast and cable television streaming services where users can find a cache of professional grade original Web videos. Google’s ultimate goal would seem to be to continue providing the same type of content it has for the past seven years while expanding their services to include the ever growing demand for video streaming services, ultimately making YouTube more competitive with sites like Amazon, Hulu, and Netflix. This move to live streaming will likely be a big hit with users and push YouTube back into the online video spotlight. While it has not yet been announced if YouTube Live will be accessible on smart phones and tablets through its app, it is likely that this will be the case. The ramifications of this will be revolutionary, as the slight delay between recording world events and posting them on the Internet will be removed, allowing people to witness things like the Japan tsunami, the turmoil in the Middle East, key political speeches and rallies, or cats sucker punching dogs in the face at precisely the moment that they are happening. Amazon, Hulu, and Netflix can’t say that about their “premium content.” If this streaming service roll out is successful and lives up to its potential, it could potentially change fundamentally how we see user-generated content both in terms of entertainment as well as news and information.
A KENYA LADY HAS BEEN MURDERED IN USA
ORLANDO, Florida, USA -- Orlando police are investigating a domestic homicide that occurred early Sunday morning 10th April, 2011. Orlando police officials say they responded to a domestic violence call at the Island Club Apartments on South Kirkman Road just before 2:30am. Upon arrival, investigators found a deceased woman inside the apartment. Officials say the woman's fiance, 41-year-old Nestor Habarugira, told police he was responsible for the death of his fiance when they arrived. Habarugira was detained for questioning, and subsequently arrested for his fiance's murder. The victim has been identified as 34-year-old Ruth Owino. Habarugira was booked into the Orange County jail Sunday morning. He did not have anything to say to WFTV as he was escorted out of OPD headquarters. Investigators say they believe the incident started when Owino told her fiance she no longer wanted to be engaged. An argument ensued between the couple and Habarugira claims Owino threw a hand weight at him, but he wasn't hit. Habarugira then allegedly picked up the hand weight and struck Owino in the head with it, causing severe injuries, according to a police report. Owino was pronounced deceased at the scene. Habarugira and Owino have four children, who are with a family member and working with a victim's advocate. Police say the couple has no apparent history of domestic violence. - Source: WFTV.com

London pensioner named in court papers as a Mau Mau torturer Accused: Ex-colonial officer Terence Gavaghan (left), his accuser Kenyan Wambugu Wa Nyingi. An elderly man living out his retirement in London has been named as a torturer by a Kenyan seeking compensation. Terence Gavaghan, 89, was awarded the MBE for his work during the Mau Mau rebellion in the 1950s, when Britain moved to crush a Kenyan uprising. He now appears to be the only living individual accused of human rights abuses in a multi-million pound court case being presented at the High Court in London by four ageing Kenyans who claim they were tortured in detention camps set up by Britain. One of the four Kenyans in the High Court case, Wambugu Wa Nyingi, directly blames Mr Gavaghan for abuse he alleges he suffered. Mr Gavaghan, who lives in Putney, South-West London, is no longer able to defend himself against the allegations because he has Alzheimer’s.
KENYA HIGH COMMISSION IN LONDON CRITICISED
The Kenya High Commission in London has been criticised for ignoring the Mau Mau veterans currently in London. These words were echoed by the chairman of KMDJ Mr. Ngethe Mbiyu while addressing Kenyans who had gathered to meet the Mau Mau veterans in Stratford, London on Sunday evening 10th April, 2011. "These people are our heroes and the Kenya government should be everything for this people while in London to see that they have managed to complete their mission successfully. Instead, the Kenya High Commission in London has ignored this people and they have not shown any support for this people as Kenyans in a foreign country." Mr. Mbiyu explained. "Resettling of the IDs in Kenya is more important than the six ICC people accused in the Hague. Many people are suffering in the camps and they have taken all the attention to the six going to Hague." Mr. Mbiyu explained.
Two Students Arrested for Molesting Form One Girl Two students who inserted a metal bar into the private parts of a form one girl have been arrested. The Ngaru Girls Secondary School student is admitted at the Kerugoya District Hospital. School principal S.R Mbogo is also being held at the Kerugoya police station in relation to the incident. The 14-year-old said the two girls started molesting her when she resisted an attempt to be inducted into lesbianism. She reported the matter to the principal but he took no action."After three weeks, the two girls cornered me and they pushed me to the ground and inserted a metal bar into my private part. One of them covered my mouth so I could not scream," she said from her hospital bed. She reported the matter to the school deputy principal who forwarded her to the principal. On April 2, the principal, who was away at the time of the attack, refuted the claims saying that the girl was looking for an excuse to avoid sitting for her exams. On Tuesday, the girl's father was called to school to collect her because she needed medical attention since she was urinating on herself uncontrollably. She was rushed to hospital and no explanation about the case was forthcoming. By yesterday, the girl was still waiting to be taken to theatre to have the metal bar removed. She said the principal visited her in hospital yesterday morning and warned her not to talk to anybody about the incident."I have decided to talk due to the pain and suffering I have gone through," she said. "I have to expose how innocent students are molested when they refuse to join lesbian groups in the school." Nurse in-charge at the hospital Hannah Mburu said the girl is out of danger saying once the operation is done, she will recover fully.
Kenya PM arrives in New York
Prime Minister Raila Odinga arrived in the USA Sunday 10th April, 2011 for a weeklong visit that begins with an address to Africa Investment Conference in New York City on Monday. The PM is in the US city to persuade American businesses to set up in Kenya and Africa generally. He is set to meet chief executives of major US companies on the sidelines of the Africa Investment Conference that opens on Monday. While in New York, the PM will also meet former US President Mr Bill Clinton and UN Secretary General Mr Ban Ki Moon. A number of government officials from Vision 2030, Ministry of Trade, Council for Science and Technology and Brand Kenya are accompanying the PM on this visit. The PM will hold a meeting with Kenyans living in New York before addressing the conference on Monday. He is accompanied by Foreign Affairs Minister Prof George Saitoti, assistant Minister Magerer Langat and MP Mithika Linturi.

US embassy simplfies visa process Nairobi, Kenya, – The United States Embassy in Nairobi has introduced a new system of visa application. The Embassy said on Thursday that visa application would now be faster, simpler and less stressful for Kenyans seeking to travel to the United States as they would now be able to pay for their visas at any Postbank branches or through M-Pesa. Previously, the payment could only be made at selected branches of Commercial Bank of Africa. “Under the new procedures, applicants will be able to schedule a non-immigrant visa appointment via a new website at http://kenya.usvisa-info.com or through the assistance of a new call centre,” said a statement from the Embassy. The new system became operational on Tuesday. “Unfortunately we are experiencing several technical problems during the transition period and those contacting the call centres have faced long wait times and there have been problems registering through the Internet site,” the statement read. “Other applicants have paid at Postbank but have been unable to schedule an appointment. We apologise for these inconveniences,” it further said. The Embassy assured that they were aware of the hiccup and were working to resolve them. “We anticipate that the system will be functioning properly soon and we thank you for your patience as we seek to improve the visa experience for all Kenyans,” the statement read. A COVENTRY KENYAN FAMILY HAS LOST THEIR FATHER IN KENYA The Family of Mr and Mrs Githu Gachani (Baba and Mama Ben) of Coventry have lost their Father in Kenya after a long illness. The late Mr. Samuel Waweru Karogo passed away at hospital. He is the husband of Teresiah Wamucii Waweru of Gatundu North. They reside at Mataara Sub-Location Gituamba Location, Kenya. Cooler weather to follow warm spell
Britain will enjoy one more day of unseasonably warm weather before temperatures plunge back into the low teens by Tuesday, forecasters warn. Sun-lovers made the most of the last of the "barbecue weekend" heat on Sunday, taking to parks and beaches across the country. Opposite ends of the UK experienced the warmest weather by Sunday afternoon, with Southampton and Aboyne in Aberdeen recording the highest temperatures at 23C. The Algarve and Rome only managed 21C. Meteorologists said temperatures were up to 8C warmer than the April average in some places following a protracted dry spell. Monday's forecast looks dry and bright for London and the south, with highs of 20C. However, Scotland is unlikely to break 11C. Julian Mayes, senior forecaster for MeteoGroup, the weather division of Press Association, warned of unsettled weather on Wednesday, with possible showers as the cool air moves eastwards. He said: "Most of the country will have a one-day grace (on Monday) before a fairly large drop. Come Tuesday, there will be a sharp reminder that this is only April. "The rain will be a welcome break for farmers, who have experienced unusually long dry periods for this time of year," he said. "While we were seeing similar temperatures to the Mediterranean all weekend, we will drop back down as they keep their spring-like weather."

The party is pointing an accusing finger at ODM Kenya for having forged its letter head and secretary general's signature. Inflammatory speeches have been made in vernacular, stoking memories of the 2007 violence they orchestrated" The letter which bears the signature of Nyong'o claims that the national cohesion has no teeth and hence cannot take any action against the two high ranking political figures. It went further to claims that Kenya lacks a credible organization to nip hate speech mongers urging the prosecutor to seek the detention of the suspects if he can prove that the two want to cause violence in the country . But the letter might not be a surprise given the warnings from the ICC judges. Presiding Judge of the Pre-Trial Chamber II, Lady Justice Ekaterina Trendafilova, warned the suspects they risk arrest if they sustain statements that may trigger fresh violence.

£1 million (KShs. 140 million) for 'world's most expensive dog'
A Red Tibetan Mastiff puppy has become the world's most expensive dog after being sold for almost £1 million.
Tibetan Mastiffs are huge and fierce guard dogs that have stood watch over nomad camps and monasteries on the Tibetan plateau for centuries. They are thought to be one of the world's oldest breeds, and legend has it that both Genghis Khan and Lord Buddha kept them. More recently, however, they have become highly-prized status symbols for China's new rich. The dogs are thought to be a pure "Chinese" breed and they are rarely found outside Tibet, giving them an exclusivity that other breeds cannot match. Accordingly, prices have risen from around 5,000 yuan a puppy five years ago to the hundreds of thousands and even millions. Big Splash, or "Hong Dong" in Chinese, is 11-months-old but already stands nearly three-feet-high at the shoulder and weighs more than 180lbs, according to his breeder, Lu Liang. "He is a perfect specimen," said Mr Lu, who runs the Tibetan Mastiff Garden in Laoshan, near the eastern Chinese city of Qingdao. "He has excellent genes and will be a good breeding dog. When I started in this business, ten years ago, I never thought we would see such a price." Mr Lu said the details of the sale were confidential, but revealed that the buyer, who payed 10 million yuan (£945,000), was a multi-millionaire coal baron from the north of China. "I could see he loved the puppy, or I would not have sold him," he added. "The buyer told me he thought he was a good investment. As a male dog, he can be hired out to other breeders for as much as 100,000 yuan a shot. He could recoup his money in just a couple of years." Mr Lu said Big Splash had been fed a diet of chicken and beef, spiced up with exotic Chinese delicacies such as sea cucumber and abalone. "The price is justified," he said. "We have spent a lot of money raising this dog, and we have the salaries of plenty of staff to pay." Before the sale, the world's most expensive dog was another Tibetan Mastiff, named Yangtze River Number Two, who was sold in 2009 for four million yuan. Upon its arrival in the central city of Xi'an, Yangtze River Number Two was chauffeured to its new home by a motorcade of 30 black limousines, prompting widespread scorn at the tastelessness of some of China's nouveau riche.

A Government ‘cover-up’ of one of the darkest episodes in British colonial history emerged on Wednesday, 6th April, 2011, on the eve of a High Court battle by veterans of Kenya’s independence war. Around 300 boxes of documents ‘lost’ for almost half a century have been unearthed as four elderly Kenyans claim compensation for torture carried out against Mau Mau rebels. The Kenyans say they suffered ‘unspeakable acts of brutality, including castrations and severe sexual assault’ in British-run detention camps during the rebellion against colonial rule between 1952 and 1960.

Obama, Congress in deal to avert government shutdown
(Reuters) - U.S. President Barack Obama and congressional leaders reached a last-minute budget deal on Friday, averting a government shutdown that would have idled hundreds of thousands of federal workers. With a midnight deadline looming for a government closure, the hard-fought compromise between Obama's Democrats and opposition Republicans requires lawmakers to approve stopgap funding to keep federal agencies running into next week until the budget agreement can be formally enacted. A shutdown -- the first in more than 15 years -- would have meant furloughs for much of the federal work force, suspension of some key government services and the closing of many national monuments and parks, while potentially undermining the U.S. economic recovery. But the biggest incentive for a deal may have been the risks that failure would have posed for Obama, his fellow Democrats and the Republicans amid signs of public frustration with the rancorous budget fight as the 2012 presidential election campaign gathers steam. "Tomorrow, I'm pleased to announce that the Washington Monument as well as the entire federal government will be open for business," a smiling Obama said in a late-night appearance at the White House. After days of tense negotiations and brinkmanship, Republican lawmakers said agreement was reached on $37.8 billion (23.0 billion pounds) in spending cuts in a budget for the rest of the fiscal year, which ends September 30. "I am pleased Senator Reid and I and the White House have been able to come to an agreement that will in fact cut spending and keep our government open," U.S. House of Representatives Speaker John Boehner told reporters. Obama's aides and U.S. lawmakers had struggled for days to hammer out a deal, making the threat of a government shutdown look ever more possible. The two sides even had a hard time agreeing on what issues were holding up an agreement. Democrats said they were at odds over federal funding for birth control. Republicans said spending cuts were the issue. The Senate on Friday night hurriedly approved a short-term funding bill to keep the government running until the longer budget plan can be enacted into law sometime next week. The House was to approve the stopgap measure later and it will then go to Obama to sign into law. Without an agreement, money to operate the federal government for the next six months would have run out at midnight on Friday and agencies such as the Internal Revenue Service would begin a partial shutdown. Despite the apparent resolution of the impasse, the bitter political fight raised questions about the ability of Obama and a divided U.S. Congress to deal with bigger issues looming down the road, from raising the federal debt ceiling to reining in budget deficits. Suspects linked to hundreds of crimes have been captured after the UK Border Agency's e-Borders monitoring system successfully targeted wanted criminals trying to cross the UK border. In 2010/11 e-Borders alerts led to 2,800 arrests after the details of 126 million passengers were checked against 'watchlists' of suspects wanted by the UK Border Agency, police, SOCA and HM Revenue & Customs. Currently the e-Borders system checks 90 per cent of flights from outside the EU and up to 60 per cent of those from within the EU to combat terrorist threats, spot organised criminals, stop immigration abuse and catch fugitives from justice. In the last year the e-Borders system flagged suspects wanted in connection with a number of serious crimes and resulted in the arrest of people wanted in connection with18 murders, 27 rapes, 29 sex offences, and 25 violent crimes. And since 2005 it has also helped seize half a tonne of drugs, five tonnes of loose tobacco and nearly seven million cigarettes. Visiting the National Border Targeting Centre (NBTC) in Manchester Immigration Minister Damian Green said: 'Checking people coming to the UK is vital in helping secure the border by targeting known criminals, terror suspects and illegal migrants while gathering evidence against smugglers and people traffickers. 'Traveller information has enabled the e-Borders to help keep our country safe with more than 8,400 criminals, including rapists and murderers, intercepted since it was established. 'When the new National Crime Agency goes live from 2013 the Manchester based NBTC will be central to helping the UK Border Agency play its part. The city can be justly proud of its role at the forefront of the hi-tech fight to make the country's border even more secure.' The hi-tech system is operated by the Manchester based NBTC which electronically sifts information on passengers and crew before they even set foot on a plane. Operators in the control room check personal details against 'watch lists' and provide details to UK Border Agency officers about individuals wanted by law enforcement agencies. The role of the e-Borders system continues to grow as the details of more individuals travelling to and from the UK are checked against lists of people wanted by the police or thought to pose a threat. Under the annual limit, employers will be able to bring only 20,700 people from outside the EU to work in skilled professions under Tier 2 (General) of the points-based system. A further 1,000 visas will be made available to people of 'exceptional talent', to ensure that Britain remains open to the brightest and the best. The 1,000 exceptional talent visas will be given to those who experts believe will make the biggest contribution to science and the arts in the UK. To ensure that only those with the skills we need can come to the UK to work, prospective workers will need to have a graduate-level job offer, speak an intermediate level of English and meet specific salary and employment requirements. Those earning a salary of £150,000 or more will not be subject to the limit. Immigration Minister Damian Green said: 'The annual limit will not only help reduce immigration down to sustainable levels but will protect those businesses and institutions that are vital to our economy. 'The new system was designed in consultation with business. We have made clear that as the recovery continues, we need employers to look first to people who are out of work and who are already in this country. The desperate parents of a NINE STONE three-year-old have told how they can't make the giant toddler diet because they are scared of him. Lu Hao, from China , is dangerously overweight, and at 9st 6lb is FIVE TIMES as heavy as other boys his age. He is getting so big his family are frightened of him — and have given up trying to stop the youngster from gorging on huge plates of ribs and rice. His parents claim he throws vicious tantrums if he doesn't get third or fourth helpings of dinner. And mum Chen Huan from Dashan , Guangdong Province, admits: "We have to let him be as if we don't feed him he will cry nonstop." She said she has tried to cut down his meals in the past, but despite her best efforts he still managed to put on whopping 1.5st in the last year alone. He has already been banned from nursery over fears his size might be a danger to other children, and usually plays alone at home. But moving around is becoming tougher and tougher for the toddler, whose weight means he gets out of breath easily. Ironically when Lu Hao was born he was underweight, at 5.7lbs, but he started piling on the pounds at three months old, and hasn't stopped since. Dad, Lu Yuncheng, who struggles to pick him up, said: "His appetite is so good that for a meal he can eat three big bowls of rice, even larger than I and his mother." Last year Lu Hao's worried parents took him to see specialists at the Guangdong Children's Hospital. Doctors there said they think it is possible his weight gain could be down to a hormone disorder. Dr Lu Hong said at the time: "He is not just overweight but very tall as well so we may be able to treat him if it really is hormonal. "But he cannot remain like this or his heart will never stand the strain." The Pre-Trial Chamber II has set September 21st as the date of commencement of the confirmation of charges hearing in the case against Deputy Prime Minister Uhuru Kenyatta, Head of Civil Service Francis Muthaura and former Police Commissioner Hussein Ali. The decision was announced Friday afternoon by presiding judge Ekaterina Trendafilova at the initial appearance of the three. The trio went to court at around 2.30PM with the court session officially beginning at 3.30pm for intial identification and to be officially read the charges against them. Prior to the confirmation of charges date, there shall be a status conference on April 18, 2011 where the prosecutor will present an estimate of volumes of incriminating evidence against the suspects ICC prosecutor Luis Moreno Ocampo came under pressureto disclose evidence against Kenya's post election violence suspects during the status conference. Lawyers representing head of Civil Service Francis Muthaura and Postmaster General Hussein Ali asked the Pre-Trial Chamber to prevail upon Mr Ocampo to make available the evidence to enable the defence teams to prepare adequately for the confirmation hearing. Judge Ekaterina Trendafilova agreed with the defence teams and asked the prosecutor to move produce the evidence. She disagreed with Mr Moreno-Ocampo that the admissibility challenge posed an obstacle to the disclosure of the evidence. A confirmation of charges hearing is held to determine whether there is sufficient evidence to establish substantial grounds to believe that each suspect committed each of the crimes charged. If the charges are confirmed, the Pre-Trial Chamber commits the person for trial before a Trial Chamber, which will conduct the subsequent phase of the proceedings: the trial. 'Dangerous speeches' She at the same time warned the suspects to avoid making any "dangerous speeches" that might incite violence as this could lead to their summonses being replaced with arrest warrants. "It came to the knowledge of the Chamber through following some articles in the Kenyan newspapers that there are movements towards retriggering the violence in Kenya, by way of delivering dangerous speeches. I would like to remind the suspects - and note that I am not referring to anyone in particular. This is a general point to be made to all the suspects - such action could be perceived as a breach of one of the conditions clearly set out in the summonses to appear namely, to continue committing crimes within the jurisdiction of this Court. Accordingly, this might prompt the Chamber to replace the summonses to appear with warrants of arrest. However, the Judges would not prefer to resort to such a drastic measure and would rather (and we assume the suspects endorse this view) continue carrying out the proceedings smoothly and respecting the liberty of the three suspects" she said The judge had issued the same warning the previous day to suspended government ministers William Ruto and Henry Kosgey, and to radio executive Joshua Arap Sang, who appeared in court on charges including murder, forcible transfer and persecution. Uhuru, Muthaura and Ali are facing charges of murder, deportation, persecutions and rape. On Thursday, former Higher Education Minister William Ruto, former Minister for Industrialisation Henry Kosgey and radio executive Joshua Arap Sang appeared in court for the preliminary hearing. All six are accused of crimes against humanity during the violence in which some 1,000 people died. Some 500,000 people were driven from their homes, some of whom still remain in camps. The court set a date of April 18 for a status hearing to establish an "adequate calendar of disclosure" before a confirmation of charges hearing on Sept. 1 after which judges need to decide whether the suspects should go to trial. The Kenyan government has objected to the ICC proceedings, requesting judges to declare both cases inadmissible. Kenya argues that adoption of the country's new constitution and other reforms have opened the way for it to conduct its own prosecutions for the post-election violence. Tougher conditions But even as the three prepare to appear before the pre- trial chamber judges, ICC Prosecutor Luis Moreno Ocampo sought to have tougher conditions imposed on them. On Wednesday, Ocampo filed an application seeking stricter conditions including a gag order, declaration of wealth and listing their addresses with the registrar of the court. He also wants the court to order the suspects to deposit a bond commensurate with their wealth. He further wants them to appear before the ICC every six months so that the court can verify if they have complied with the conditions set out. In the application Ocampo is demanding that a warrant of arrest be issued against the suspects if they fail to meet the conditions or breach any of them. The prosecutor argues that if the suspects remain free pending confirmation, adequate conditions should be imposed to guarantee that they continue to appear voluntarily and that they do not obstruct or endanger the investigation or the Court's proceedings.

Their solicitor Martyn Day said the case for damages was ‘not about re-opening old wounds’. ‘It is about individuals who are alive and who have endured terrible suffering because of the policies of a previous British government.’ The judge will initially consider whether the claim was brought outside the legal time limit. ‘It cannot reasonably take place so long after the material events,’ Foreign Office counsel Robert Jay QC told the court. M-Pesa goes global with Western Union Kenyans living abroad can now send money to their relatives back home through Safaricom’s mobile money transfer service, M-Pesa. This is after Safaricom and Western Union signed an agreement, which enables Kenyans living in 45 countries in the US, Asia, Europe and Africa to access the now world famous M-Pesa service. Although they can send up to Sh35,000 per transaction, limits per day, per month or per year will depend on the country the money is sent from, following the link-up that is likely to give the NSE listed firm a head start in the increasingly competitive mobile telephony market. “Through this partnership, our customers and their friends and families will benefit from affordable, faster and more convenient international remittances,” said Safaricom chief executive officer, Bob Collymore. Mr David Yates, of Western Union, applauded the service as an impressive adoption of the mobile channel. “Cash payout through M-Pesa is projected to go up from 23 per cent to 40 per cent, as the traditional cash payout will take the rest,” Mr Yates said. Robbers reign terror on hospital staff A member of staff was allegedly raped and several others injured in a shocking robbery incident at the Maragua district hospital in Murang'a County. The gang of seven robbers armed with AK-47 rifles raided the medical institution on Wednesday night and embarked on meting out terror on staff on duty while stealing anything they could lay their hands on. The hospital superintendent Dr Stephen Ngigi told the press that the robbers dressed in full police uniform disguised themselves as police officers who had taken a sick colleague to the hospital for treatment. The robbers tied up the two watchmen on duty with wires and commandeered them to where the medical staff on duty were. Dr Ngigi said the thugs visited every section at the hospital and rounded up the 12 medical personnel on duty plus the two watchmen into the maternity ward where they tied their hands and legs with wires and ordered them to lie on the floor. They stole money and other personal effects from the victims before raping a midwife as her colleagues and patients watched. They then broke into several offices including the administrator's office where they vandalized equipment and ransacked desk drawers apparently looking for money before carrying away a computer monitor. The robbers seemingly not in a hurry then proceeded to the cash office where they stole the day's collection of Ksh 43,000. Dr Ngigi said response by the police who used sniffer dogs to try and track down the thugs was rapid. Operations at the hospital, which is rated as one of the best managed in the country were grounded for the best part of Thursday morning with hundreds of stunned residents of Maragua town and its environs gathered at the institution. Dr Ngigi said the management had conducted a psychological debriefing of the victims whom he described as very distressed. He said that those injured had been treated for injuries sustained during the ordeal. Police detectives said they were piecing together evidence on the incident and were holding one person for questioning.
History of torture finally catches up with the Brits Highly embarrassing colonial-era files detailing the British army’s repressive tactics against Mau Mau insurgents during the 1950s will be revealed in a landmark compensation case. The discovery of thousands of documents withheld for decades from the Kenya Government will raise awkward questions about the Foreign Office’s attempt to deny liability for the allegedly systematic mistreatment of thousands of Kikuyu victims prior to independence. The case, brought by four survivors of the notorious detention camps operated by the colonial authorities could also set a precedent by forcing the release of files relating to other colonies once controlled by the UK. During the so-called ‘Emergency’, detainees were subjected to arbitrary killings, castrations, sexual abuse, forced labour, starvation and violence from camp guards, lawyers for the detainees were expected to argue yesterday. The UK Government denies that mistreatment was as widespread as alleged. In the past it has relied on an obscure legal precedent relating to Patagonian tooth-fish, which states that responsibility for acts committed by a colonial government pass to the new, successor government at independence. An open letter from the Kenyan Human Rights Commission to the foreign secretary has been signed by a host of civil rights organisations and politicians, including Archbishop Desmond Tutu, Vince Cable, and Prof Sir Nigel Rodley, a former UN special rapporteur on torture. It declares: "It is a little known fact that during the Mau Mau war, in the run up to Kenyan independence, the then British government systematically violated human rights and committed war crimes on a vast scale. "The full extent of Britain’s knowledge and authorisation of torture only emerged recently after historians from Harvard and Oxford gathered detailed testimonial evidence and conducted extensive research of public and court records. "In response, the government claims that the current Kenyan government is legally liable for abuses which took place under the British colonial administration. In our view, this represents an intolerable abdication of responsibility." Key documents uncovered during research into the claims show that the Foreign and Commonwealth Office made a calculated decision not to hand over any of its colonial era files to the Kenyan government. A letter dated November 7, 1967, stated that it was general practice at independence not to hand over any files that "might embarrass HMG or other governments" or "members of the police, military forces, [or] public servants". The FCO letter continued: " ... The moment we return any records whatsoever there is the danger that we should find ourselves under constant pressure to make good other gaps ... in the record of the Kenya Government. "... The fact that it has always been British policy to withdraw or destroy certain sensitive records prior to independence has never been advertised ..." The Kenya Government at the time was requesting the return of files relating to the Mau-Mau Emergency and other topics. The Foreign Office will have to argue that the Kenyan Government is responsible for pre-independence human rights abuses despite the fact that it did not then exist and was subsequently denied access to files revealing what actually occurred during that period. Dan Leader, of Leigh Day & Co, the law firm representing the claimants, said: "Every leading historical expert on the Kenya Emergency has filed statements in support of the victims. To seek to pin the liability for British torture onto the Kenyan Government is an appalling stance for the government to take and one which we hope the judge will reject." An FCO spokesman said: "We understand the strong feelings that the Mau Mu issaue still creates in Kenya and elsewhere. The Emergency period caused a great deal of pain for many on all sides, and marred progress towards independence. "The UK intends to fully defend these cases. The defence will be based on well-established aspects of constitutional and international law. We are stating that under the law HMG cannot be held liable in this case." - The Guardian Each Kenyan owes creditors Sh31,000 Kenya’s total public debt is expected to hit Sh1.27 trillion this fiscal year, in what is expected to put more strain on Kenyans in servicing it. Data from the debt management department of the ministry of Finance, shows that Sh618.6 billion is external and Sh659.3 billion is from the domestic market. This means that each Kenyan (40 million of them) owes foreign and domestic creditors slightly more than Sh31,000, which is more than the take-home salary of many workers. Although the Government says the debt, which is expected to be 47.1 per cent of the gross domestic product is at manageable levels, domestic debt is a big concern. During the 2009/10 financial year, the government borrowed Sh1.22 trillion, which was 50.9 per cent of GDP. The government is expected to spend Sh84.1 billion in interest payments for the debt, which is an increase from Sh63.9 billion in the last fiscal year. It is a worrisome situation, because it means Kenya has reached a level where it spends more on servicing debt than on budgetary allocations. External debt Mr Livingstone Bumbe of the debt management department, said the country’s external debt is mainly long-term, with about 80 per cent of it having a maturity of more than 10 years, as at the end of January 2011. “This structure is consistent with the government’s strategy of borrowing on concessional terms,” he said on Wednesday, during a workshop on foreign debt in Kenya organised by the Kenya Debt Relief Network. Dr Samuel Nyandemo, an economics lecturer at the University of Nairobi, said the main issue in Kenya is poor governance and lack of structures to manage finances for projects intended for. “The challenge is how appropriately the government can put the resources it gets, either from local or foreign sources, into good use,” Dr Nyandemo said. However, Mr Ragnar Gudmundsson, the International Monetary Fund (IMF) resident representative, said Kenya has a low risk of external debt distress — 23.75 per cent of GDP at the end of 2009. Three of the six key post election violence have made their initial appearance before the International Criminal Court Pre-Trial Chamber. Eldoret North MP William Ruto, his Tinderet MP Henry Kosgey and radio presenter Joshua arap Sang were represented by their lawyers at the sombre event at The Hague. The hearing was meant to make aware to the suspects the charges facing the three, who ICC prosecutor Luis Moreno-Ocampo believes bear the greatest responsibility for the chaos that left 1,133 people dead and a further 650,00 uprooted from their homes. The prosecution read the charges to the suspects: There are reasonable grounds to believe that Mr Ruto, Mr Kosgey and Mr Sang committed crimes against humanity of murder, forcible transfer of population and persecution in Kiambaa, Huruma, Langas, Nandi in the Rift Valley. The Chamber also asked the suspects if they were aware of their rights, which they answered in the affirmative. In effect, the suspects are innocent until proven guilty, they have the right to access material incriminating them and right to rebut the charges. Further, there will be no undue delay to prosecute them if the court proceedings go to full trial. World Bank Tells Kenyan Nationals Abroad to Return Home The Kenyan government has received a Sh41 million grant from the World Bank to reach out to Kenyans in the diaspora to attract them to invest locally. The money will be used to enhance the ability of the Ministry of Foreign Affairs to develop a platform for engaging with Kenyans abroad."This initiative is important given the number of Kenyans in the diaspora and their potential to contribute to economic development through resources and knowledge in areas where opportunities exist," said Shobhana Sosale, the senior operations officer for human development at the World Bank. While Kenyans living abroad are estimated to be about 2.5 million, the ministry is able to engage only 10 per cent of them."Among other uses, this grant will support development of a reliable computerised database of diaspora professional networks," she said. I actually realized that I did not have words to describe to her what Mau Mau and the fight for freedom really meant for a child born in Britain and her link to Kenya was nice, warm and sunny holidays, peace and a lot of love from our relatives for seeing their young UK born, ‘nose English speaking’ relations. I tried, this is how I explained to my daughter so that she could see the true picture, ‘my daughter Britain sent a representative to Kenya – lets say like your headmaster and many teachers. Then these teachers appointed many prefects and they used everyone with authority to bully and beat the students ……’ ‘ is it like in the acts in the South African film Sarafina,’ she jumped in to get me out of my predicament. ‘Cleaver girl, I don’t know why I did not think of that. That’s the picture. They helped us, died and tortured that Kenyans will be free from apartheid.’ She shook her head in agreement and I saw she got the whole picture. I went to church early as it was also a mothering Sunday and I did not want o fail the heroes and heroin of our nation. I am in Britain today because of the pain they went through, the blood they shed and even death yet we are still not in the true picture of exactly what they went through nor maybe many today in government who are eating the fruits of their pain. The phone vibrated in my pocket. I looked at the caller, it was Agnes. I quickly walked to the leader of the service -Elder Muturi and informed him that the visitors were waiting outside. The service went well and finally one of the Mau Mau woman who is a mother, grandmother and probably great grand mother cut the cake with the other ‘mamas’ of the church. After the church service we had time with these great freedom fighters. My fellow Kenyans Jaramogi Odinga Oginga titled his biography ‘Not Yet Uhuru.’ Yet fifty years on I will echo the same words. My fellow Kenyans’ We Are Not Yet Uhuru. These ailing and old heroes’ and heroines’ need us – even more than any other Diaspora community in the developed world - we are here in Britain, the country that mistreated and humiliated Kenyans for many decades.

They are internationally accused of making Kenyans fight against each other. The Kenyan government is spending and has spent a lot of money to defend them on how they will continue keeping their wealth, influence and power. On 7th April 2011 in the Royal court of justice in London, freedom fighters will be fighting for themselves against Britain for recognition their pain and suffering without much help of their oppressors or the people who they liberated – Kenyans. Ghukhas of India fought the British colonial rule in India. They are known for their bravely and strength. Last year when they wanted to be settled in Britain they had strong forces and voices behind them. But our Mau Mau warriors are only counting on you. The High court of Kenya on Wednesday 6th April, 2011 ordered former president Daniel Arap Moi to pay over 130 million shillings plus interest in damages to a former deputy director of intelligence Stephen Mureithi for wrongful detention in the wake of the August 1982 attempted coup. Mureithi had told the court that his detention amounted to violation of his rights. The court heard that during Mureithi's detention, a lot of his property among them Corner House situated within Nairobi was sold off. In his defense Moi through lawyer Ochieng Oduor argued that he cannot be sued since he was not the state which detained Mureithi. High court judge Jean Gacheche however ruled that even a person holding a state position can be sued in person. She therefore ordered the former president to pay Mureithi 50 million shillings as damages and another 80 million shillings for loss of property. The money should also include interest accrued since 1982. The court also found that Moi detained Mureithi for purposes of taking away his property. Elsewhere six people charged with drug trafficking have been denied bail. The court ruled that the case against them was of serious nature and if convicted the fine would be three times the value involved. In this case the fine would amount to 612 million shillings for each accused and a possible term of life imprisonment. The case will be heard on April 26 and 27. The suspects were arrested in Mombasa last month and have pleaded not guilty to the offence. The six were charged with trafficking 102 kilograms of heroin worth 204 million shillings.

All the eyes now focus on the six accused starting with Ruto, Kosgey and Sang will be facing the judges on Thursday 7th April, 2011 at 10.30 a.m. UK time. Ocampo Six arrive at The Hague Five of the Ocampo six are in The Hague in honor of the summonses to appear before the pre-trial chamber II judges. Four of the suspects spent the day familiarizing themselves with the rules and regulations of the International Criminal Court ahead of their date with the judges. Former Ministers William Ruto and Henry Kosgey, former police commissioner (major rtd) Mohammed Hussein Ali and radio presenter Joshua Sang left the country on Tuesday while Head of Public Service Francis Muthaura left the country Wednesday morning. He arrived in The Hague at 5pm local time. Deputy Prime Minister Uhuru Kenyatta will leave for Netherlands Wednesday at 10pm local time. Ruto, Kosgey and Sang will appear before the judges on Thursday at 10.30am local time where charges being preferred against them by prosecutor Luis Moreno Ocampo will be read. Muthaura, Uhuru and Ali are scheduled to appear before the judges on Friday at 4.30 PM.

Kenya's civil service riddled with ethnicity: report Kenya has a crisis of ethnic exclusion in the civil service. An ethnic audit conducted by the national cohesion and integration commission accused eight departments in the government of breaching the law as more than a third of their staff are from one ethnic community. In contrast over 20 communities hold less than 1% of jobs in the public sector with seven of these communities each having less than 100 of their members working in the civil service. The commission has demanded for administrative actions to bring those departments within the margins of the law to ensure diversity in the public service. The civil service should ideally represent the diversity of the Kenyan population and in so doing ensure equitable distribution of income among the various communities. But according to the government payroll of March last year the Kikuyu community holds 22.3% of all civil service jobs followed by Kalenjin with 16.7%, Luyha 11.3%, Kamba community at 9.7% while the Luo community close the top five at 9.0%. These five communities occupy 70% of all civil service jobs. This the report says is at the expense of smaller tribes such as Taita, Maasai, Borana, Turkana and Teso who hold less than 2% of all the jobs in government offices. The audit further reproved eight government departments of breaching the law as more than 33% of their staff are from one ethnic community. In the police department, Kalenjins hold majority positions with 20.38% of the jobs followed closely by Kikuyus at 16.18% and Kamba community at 11.02% with the least being the Teso and Borana who hold less than 2% of the jobs. The prime minister's office is also culpable with 21.85% of jobs occupied by Luos followed by Kikuyus at 21.19% and Luyhas at 15.23%. The bulk of posts in the ministry of development of northern Kenya and arid lands is taken by Kikuyus at 26.67% followed by people from the Kamba community at 13.33% and Luyhas at 12%. The ministry of Nairobi metropolitan was the most ethnically skewed with Kikuyus leading at 33.7% followed by Luos at 15.22% and Merus at 13%. The commission has demanded for concise action to address this crisis of ethnic exclusion in the civil service which it warns may easily degenerate into ethnic intolerance, as the country embraces the devolved system of government.
Ivory Coast: Ouattara forces storm Gbagbo residence
Forces opposed to Ivory Coast leader Laurent Gbagbo have launched a final assault on the presidential residence where he is holed up. Mr Gbagbo has been in negotiations with the UN over the terms of his departure, after being besieged by troops loyal to his rival Alassane Ouattara. A French government source said gunfire had erupted at Mr Gbagbo's residence in Abidjan. Mr Gbagbo insists he won last November's run-off vote. But the Ivorian election commission found that Mr Ouattara was the winner - a result certified by the UN. Mr Gbagbo and his family are believed to be sheltering in the bunker of the presidential residence, which was controlled by his troops. Two days of heavy fighting stopped late on Tuesday and negotiations with Mr Gbagbo carried on throughout the night. But by Wednesday morning it appeared the patience of pro-Ouattara forces had run out.

Kenyan Community Bedford Swahili classes children continued their Learning outside the classroom initiative with a visit to the Bedford Mayor’s Parlour on Friday 1st April, 2011.The children learnt about the History of Bedford and playfully held priceless historical items some 200 years old. Bedford a Historical town takes its name from an otherwise unknown Saxon chief called Beda who settled with his followers where the River Great Ouse was fordable some thirteen centuries ago. Both St Peter’s and St. Mary’s churches in Bedford have towers which date from the late Saxon period and in one of them the Bedford mint may have been housed. The town hosted Nelson Mandela in September 2000.The Mayor of Bedford accorded the children the visit as a kind gesture to the existing Bedford-Kenya Partnership which has recently seen several prominent Kenyan personalities visit Bedford among them the Kenyan athletes, Hon Peter Kenneth Ass Minister Vision 2030 and Brand Kenya CEO Mary Kimonye.

Tears as Ruto, Kosgey, Sang leave for The Hague It was pushing and shoving, tears and shouts of goodbye as three of the Ocampo six arrived at the Jomo Kenyatta International Airport Tuesday evening enroute to The Hague. Hundreds of family, friends, relatives and curious onlookers who thronged the airport craned their necks to catch a glimpse of former higher education minister William Ruto, Tinderet MP Henry Kosgey and Kass FM radio presenter Joshua Sang. Sang was the first to arrive at about 7.03 pm accompanied by his wife. On arrival, he hugged his wife, several friends and relatives as he moved to the check-in wing. Kosgey, arrived about ten minutes later to a warm reception from several MPs, and friends who had gathered at the airport. When asked to speak to the media he said: "I am going to The Hague, relax." But the height of drama played out when Ruto arrived at the airport. Clad in a grey corduroy jacket, he displayed a broad smile as he shook hands with several MPs and friends. Emotions went high as friends and relatives shed tears as they pushed to say their last word. 61pc of Kenyans back ICC trials Majority of Kenyans want the six suspected masterminds of post-election violence to be tried at the International Criminal Court, this is according to a new poll released Tuesday by Synovate. 61 percent of those polled by the research firm backed the ICC trials. Tom Wolf Synovate's head of research said the research shows that 24% of Kenyans preferred the establishment of a special tribunal with international participation even if it would take at least a year to set it up while 8% wanted the trials held here in Kenya in the regular court system. The poll was released just hours before some of the suspects left for Netherlands to make their initial appearance at The Hague court. According to the recent research conducted between 27th March and 1st April, only 3 percent want the suspects to be granted amnesty while 14 percent were in favor of forgiveness. The survey further revealed that, Kenyans were highly aware of the Ocampo Six at 79pc. Wolf said that Eldoret North MP William Ruto was the most known suspect with 91% of Kenyans mentioning him while radio presenter Joshua Arap Sang is the least known at 60 percent. The poll also revealed a strong preference among Kenyans for justice as only three percent want amnesty granted to the suspects. The poll relied on a sample size of 2,000 respondents. Wolf, said that political leaders should use rallies to express their views and not to judge their popularity by the crowds that attend their rallies. "Attendance of people in political rallies does not necessarily mean that they are one's supporters since people attend rallies with different motives," Dr.Wolf said. The research also revealed that 54% of Kenyans suggested that Deputy Prime Minister Uhuru Kenyatta, Head of Civil Service, Francis Muthaura, and Post Master General, Hussein Ali, step aside from the current official positions they are holding until investigations are complete. MPs William Ruto and Henry Kosgey and radio presenter Joshua Sang will appear before the judges on Thursday at 10 am local time while Deputy Prime Minister Uhuru Kenyatta, Head of Civil Service Francis Muthaura and Post Master General Mohammed Hussein Ali have a date with the Pre- trial judges on Friday at 4pm. The six are accused of committing crimes against humanity during the 2007/2008 post election violence. At their initial appearance, the six will be informed of their charges formally, their identities confirmed and they will also be informed of their rights.

Deputy Prime Minister Uhuru Kenyatta and Public Service head did not as information filtered in that they will be leaving on Wednesday morning. ICC orders suspects to declare wealth The International Criminal Court (ICC) has ordered post-election violence suspects to declare their wealth. The Standard established the court asked them to provide documents to prove ownership of their property. The move follows revelations that the ICC could freeze bank accounts of suspects found to have a case to answer. One suspect, radio presenter Joshua Sang, confirmed to The Standard the court had ordered him to declare his wealth with supportive documents. "I got the orders to give documents of what I declared as my property to the ICC," Sang told The Standard on the telephone before he departed for The Hague Tuesday. He added: "I have surrendered title deeds for my plot in Eldoret town, my land in Cherangany, a log book for my car, and my bank account". Sang said the court wanted to scrutinise the documents. Efforts to reach Eldoret North MP William Ruto and his Tenderet counterpart Henry Kosgey to confirm if they received similar orders were futile. They are among the ‘Ocampo Six’. Sang also said the court ordered him to declare his relationship with people who contributed in a fund raising to facilitate his travel to The Hague. The ICC has since offered him legal help following a request. "I have been ordered to declare the source of money raised for me and my relationship with those who contributed," he explained. Sang added: "I have complied with the orders because I have nothing to hide". The presenter also welcomed the ICC decision to provide him with legal assistance. "Provision of legal assistance is positive and I thank the court for considering my plea," he added. Sang held a fundraising in Nairobi where more than Sh3.3 million was raised. This was after another one in Eldoret town, which netted more than Sh500,000. Sang thanked well-wishers who responded to his call for assistance. - The Standard

He said that selflessness is what he learnt during his time in Manyani Detention camp, ‘’ the struggle for Independence was not so that one tribe can lord over another, but Great Men and Women struggled, some even were killed so that all Kenyans can be truly free’’. He said. Mr Kahengeri encouraged Kenyans in the UK to be great ambassadors of the great nation Kenya wherever they are respecting the laws of the Land.

CJ hopefuls revealed as Campo 6 depart The names of applicants for the vacant post of Chief Justice were released on Monday, just a day ahead of departure by the Ocampo Six for The Hague where the government is trying to block the case on grounds that a reformed judiciary can competently try at home cases arising out of post-election violence. Announcing the names of the 24 applicants for Chief Justice and Deputy Chief Justice, the Judicial Service Commission also said it will short list the applicants on Monday with the aim of conducting interviews in the first week of May. The applicants for the CJ’s post include eight sitting Kenyan judges, a Ghanaian who previously served on the Kenya High Court, and three lawyers in private practice. Last week, the government requested the International Criminal Court Pre-Trial Chamber to give it the chance to challenge the cases against the Ocampo Six when they appear at The Hague on April 7 and 8. The government committed itself in a timetable in the application to give progress reports on local investigations and prosecutions with a deadline of September 2011. It further proposed that a Status Conference be convened to discuss the timetable. The application is based largely on recruitment of a new Chief Justice and Director of Public Prosecution, and reform of the Kenya Police. Those summoned to face accusations at the ICC as key players in the post-election violence are Deputy Prime Minister Uhuru Kenyatta, suspended cabinet ministers William Ruto and Henry Kosgey, Public Service head Francis Muthaura, former Police Commissioner Hussein Ali and radio presenter Joshua arap Sang. Mr Kenyatta and Mr Ruto have been on a round of public prayer meetings-cum-political rallies ahead of departure for The Hague, culminating in a session on Monday at the former’s Gatundu home. The occassion was graced by the presence of a group of the Mau Mau Freedom fighters' (Mashujaa wa Uhuru) who are in UK for the hearing of their case, which will be held on Thursday 7th April, 2011at The Royal Courts of Justice, Strand, London WC2A 2LL. The children and the youths of the Church made sure that they had something special for their mothers on that special day. They presented a 'Big Mothers' Day' card to the 'Spiritual-Mother', the Mother of all the Mothers in the Church, Mrs Ann Muthoni Kibathi, the wife of the Church Minister, sang songs and performed a play which was showing how useful and dedicated Mothers are to their children right from the word go!. The PC Men Fellowship, from the Church, were not left behind in recognising their Mothers and the Mothers of their children-(their wives, of course) on this special Mothers' day. They presented them with a special 'Men-Only' made cake which was received on behalf of the Mothers by the Church Minister's wife Mrs. Ann Muthoni Kibathi. After warnings from the UN chief in Ivory Coast that military action was imminent following the shooting of 11 UN peacekeepers in recent days, witnesses reported seeing a UN attack helicopter firing missiles on the camp, which is home to three battalions of the Ivorian army. "There was a massive explosion and we can still see the smoke," one of the witnesses said. Shortly after the attack France authorised its military to join in the UN campaign. Read more..
Soaring oil prices 'could put the brakes on UK's manufacturing boom' Businesses are worried that oil price rises could put the brakes on the recent manufacturing boom. Oil prices hit a two-and-a-half-year high yesterday amid warnings that the soaring cost of raw materials will put the brakes on Britain's manufacturing boom. Brent crude pushed above $120 a barrel after traders voiced concern that continued fighting in Libya and the prospect of a resurgent US economy would put pressure on supplies. Unrest in Yemen and imminent elections in Nigeria, one of the world's biggest producers, also added to nervousness on oil markets in London and Chicago. A survey of UK manufacturers found that rising costs, especially oil, and a deterioration in cashflows hampered growth in the first three months of the year, with most firms reporting they expected turnover and profit growth to slow. The British Chambers of Commerce, which surveyed 6,000 companies, described its findings as "worrying" and warned that the results "highlight the fragility of the recovery". It said the outlook for manufacturers was becoming increasingly difficult and that confidence had fallen to levels last seen in the depths of the recession. More.. Deputy Prime Minister Uhuru Kenyatta and Eldoret North MP William Ruto led 56 MPs at the last prayer meeting at Gatundu grounds ahead of their departure to The Hague on Tuesday. Addressing supporters at the meeting Monday, the two on the Ocampo list accused Prime Minister Raila Odinga of playing monkey tricks to sail to State House. They maintained innocence exuding confidence that the International criminal court judges will clear them of any wrong doing. They vowed to join hands with Vice President Kalonzo Musyoka and Saboti MP Eugene Wamalwa to form a formidable force that will block Raila from ascending to the Presidency. Kalonzo claimed that the Orange Democratic Movement's pentagon was responsible for the post election violence. Ironically, Ruto is a member of the Pentagon. Speaker after speaker blamed Raila for the Ocampo six dilemma. The VP added that If the UN security council defies Kenyan plea for a defferal, the Africa might have to form an African International Criminal Court. Addressing the crowd, Mama Ngina Kenyatta, Uhuru's mother expressed confidence that the six suspects will return home. She thanked Kenyans for standing with her son during this time. "Am sure Uhuru, Ruto and the rest will go to Hague and come back so that we can proceed with national building," said Ngina. She ended her rare speech by laying hands on her son and Ruto. Others family members who attended the meeting are Uhuru Kenyatta'a wife, Margaret Wanjiru, their children, Jomo, Muhoho and Ngina. Others were Uhuru's sister, Christine Plat among others. The Ocampo six will leave for The Hague Tuesday evening for their initial appearance hearing before the ICC on Thursday and Friday. They will be accompanied by politicians supporting them and family members.
Millions of workers to pay higher National Insurance to pay for pensions overhaul Ten million workers could be forced to contribute more National Insurance to pay for their retirement under new Government proposals. Public sector workers, those in final salary pension schemes and the self-employed would be expected to pay more if pension ministers go ahead with plans to radically overhaul Britain’s state pension, experts warned. Under the current system, workers in final salary schemes benefit from a reduction in the amount of national insurance they pay due to being contracted out of the second state pension, a top-up to the basic state pension. Similarly, the self-employed pay less National Insurance but get no second state pension. But the Government hopes to simplify the existing complex system and unveiled a Green Paper yesterday which suggested a flat rate weekly state pension of £140. It would bring an end to existing additional payments such as the State Second Pension for new pensioners. Laith Khalaf, a pensions expert at Hargreaves Lansdown, said: “Members of final salary schemes and the self-employed could face a National Insurance hike if these proposals are adopted. They would get more pension from the state in return but that probably won’t soothe the pain of taking less cash home each month, particularly seeing as the state pension age is also set to rise. “Employers who offer final salary schemes could also see a rise in the National Insurance they have to pay; the result will be more scheme closures.” The five million public sector workers in final salary schemes and two million private sector workers in final salary schemes would be forced to pay more National Insurance as much as £300 extra a year on a salary of £25,000. It is not yet known how much extra the three million self-employed workers who currently pay less National Insurance and do not get any State Second Pension would need to pay. Minister for Pensions, Steve Webb said: “The current state pension system is dogged by complexity and confusion, it makes it very difficult to save for retirement and leaves millions of people relying on complicated means tested support. “I’m proud to bring forward proposals that will end the unfairness inherent in the system and secure a fair, decent and simple state pension fit for the 21st century. These reforms will transform pension saving in this country for millions of people.” Those with less than seven years of National Insurance contributions would not qualify for the flat rate pension. Shadow Pensions Minister Rachel Reeves said: “While a flat rate pension of £140 sounds good in theory the chancellor says there is no new money, so who will lose out quite likely the families on average earnings or just a little bit more who have worked hard and brought up a family, paying their full national insurance contributions. “Some people will be worse off under the Government’s reforms yet the Government only wants to talk about the winners.”
Migrant crime wave revealed: Foreign arrests have almost doubled in just THREE years
The number of foreigners arrested for committing crimes in Britain has almost doubled in the past three years, police revealed today. Figures show that in 2010 more than 91,234 non-British nationals were held for crimes including murder, burglary and sexual offences. By contrast, only 51,899 foreigners were arrested in 2008 - meaning there has been a worrying increase of 76 per cent over the past three years. The increase comes after a period of soaring migration, notably from eastern Europe, the source of more than a million arrivals to Britain. The worst affected of the 19 forces that published data - after a request was made using the Freedom of Information Act - were those which policed rural areas. These communities are thought to have seen the biggest rises because they had few immigrants before the enlargement of the EU in 2004 and now are host to thousands of farm labourers. Cambridgeshire Constabulary made 27 arrests in 2006 and 4,803 in 2010 - a staggering 17,689 per cent rise. Durham Constabulary suffered a 629 per cent rise from 65 in 2006 to 474 in 2010 and Humberside Police recorded a 138 per cent increase, from 865 to 2,055. During the same period arrests by Kent Police increased by 283 per cent from 1,075 to 4,119, while Surrey Police saw a rise from 1,959 to 2,079 - up six per cent. Fewer than half of Britain’s police forces released data, which means that across the UK the total number of foreign arrests will be much higher. If the average increase for the 19 forces included in today’s figures were applied across all 52 British forces, it is estimated that more than 750,000 foreigners have been held since 2008. The worrying rise will renew public debate over immigration, border controls and the deportation of convicted foreign criminals at the end of their jail sentences. Hugh Robertson, Conservative MP for Mid Kent, said: ‘These figures are deeply concerning for anybody who lives in Kent and place a very unwelcome extra burden on our police forces. ‘Immigration is a key issue that many people in my constituency speak to me about and it's a very emotive subject. ‘It may be that the rise in arrests is linked to the mass increase in immigration but it's very hard to say for sure.’ Nick Cowan, crime researcher for think tank Civitas, said: ‘To some extent with an open labour market you are going to end up with some undesirables which is a shame. ‘These figures imply a lot of police resources are needed and we can't cut corners. ‘It would be nice if we could re-establish the ability to control our borders and deport people when they are incredibly undesirable.’

Striking back at the Empire: The Mau Mau Case in London, April 7, 2011. by Dr. Chege Githiora, Centre of African Studies University of London, School of Oriental and African Studies The Mau Mau lawsuit against the Foreign and Commonwealth Office (FCO) opens next Thursday 7th April, at The Royal Courts of Justice, Strand, London WC2A 2LL as from 10.30 a.m. Kenyans in London are urged to turn out at the hearing in order to witness this historic moment. Leigh Day & Co solicitors, working with the Kenyan Human Rights Commission and the Mau Mau War Veterans Association will be acting on behalf of five Kenyans who allege that they were detained and tortured during the Mau Mau independence movement during the 1950s and 1960s. The now elderly Kenyans claim that they were held in appalling conditions in detention camps during the uprising against the British colonial administration. Tens of thousands of people were killed, died of disease or starvation during this time. Torture was used regularly against detention camp inmates. The UK argues that actually, the current Kenya government bears liability for these claims because of an ‘indemnity clause’ signed upon handing over the country to Kenyan Africans in 1963. In short, Kenya should pay for the killings and torture of Kenyans, perpetrated by British forces and their local allies! The UK government goes further and shamelessly tries to call for a ‘strike out’ judgement in court which effectively means that FCO calls upon the judge to throw out the case even without a hearing! Quite correctly, the Kenya government, through its High Commissioner in London, issued a strong protest, terming this action by the FCO as “inappropriate and contrary to the principal of International Comity” while reiterating its support for the Mau Mau veterans. Kenya’s High Commissioner to the United Kingdom, Mr Ephraim Ngare, presented the petition to the Foreign and Commonwealth Secretary William Hague. (Daily Nation, April 4, 2011). The case has the potential to unleash many demons, in Britain and in Kenya as many outstanding questions find answers: who suffered ‘more’ – those in the forests or those who spent years in detention camps, or those who lived a harsh life in the ‘emergency villages’ which herded nearly the entire Kikuyu population into what may have been worse than prisons? Should the dead also be compensated? Their widows and children whose lives were irrevocably stunted by the brutalities of the dying empire? Who else should be compensated? How do we assess, and compensate the psychological damage inflicted upon thousands of men, women and children in central Kenya? Is building a monument enough? Should it be built in Kenya or in London, where it will serve to educate and remind all British people about the less glorious aspects of their colonial past? What other victims from which corners of the British empire will follow suit, if the Mau Mau win this case? Should Mau Mau accept an out of court settlement, or fight to the bitter end for a guilty verdict and compensation? Fifty years ago more or less, Britain (and Germany and other former European colonial powers) imposed a legal clause absolving themselves from colonial atrocities spanning decades. Today, the USA refuses to ratify the Rome Statute under which the ICC was created, yet it is in the forefront of demands that Kenyan leaders and senior government officials be tried for international crimes by the ICC at The Hague. With such double standards, it is not difficult to reach the conclusion that so called international laws and statutes are often invoked by powerful states, to whip weaker ones into subservience. Britain must now absolve itself from this charge by accepting liability and compensation for its well documented, criminal acts of brutality against Kenyans demanding a restoration of their appropriated lands, equal rights, and justice for all.
Obama announces re-election bid
US President Barack Obama has announced his intention to stand for a second term in office in 2012. Mr. Obama's team released a video on his official website and sent an e-mail to supporters announcing his plans. The president has an online network of millions of Americans and his web campaign was widely seen as a key plank of his election success in 2008. The announcement was widely expected, and his campaign team is set to file election papers this week. In an e-mail to supporters, Mr. Obama said the campaign would start small and grow over time, "with people organising block-by-block, talking to neighbours, co-workers, and friends". "So even though I'm focused on the job you elected me to do, and the race may not reach full speed for a year or more, the work of laying the foundation for our campaign must start today." Unveiling a new look for Mr. Obama's campaign website, his team told supporters: "The idea is to improve upon what's worked for the past four years, scrap what hasn't, and build a campaign that reflects the thoughts and experiences of the supporters who've powered this movement." A number of Republican presidential hopefuls are expected to seek the nomination to run against Mr. Obama. However as it a stand, Tim Pawlenty, the former governor of Minnesota, is the only leading candidate to have formally declared his candidacy. Mr. Obama took office in January 2009 with near-record approval ratings, but has seen his support fall during his first two years in office. In November 2010 Mr. Obama's Democratic Party lost control of the House of Representatives and shed several Senate seats in mid-term elections to Congress. The president called the result a "shellacking" and vowed to listen to the concerns of US voters. Despite shedding some support, polling by the Pew Research Center suggests Mr. Obama is in a stronger position at this stage than either Bill Clinton or George W Bush, both of whom went on to win re-election convincingly. In polling carried out in March, some 47% of registered voters said they would like to re-elect Mr. Obama, with just 37% saying they would vote for an as-yet-unknown Republican candidate.
Two-legged lamb saved from the chop
Tender-hearted sheep farmer Cui Jinxiu has saved this extraordinary lamb from the chop after he was born with just two legs. Sheepish Cui, 38, says she would normally have killed the youngster at birth, but was so impressed by his struggle to survive she began to hand-rear him. ‘He was so determined to live he pulled himself up onto his own two feet and started drinking his mother's milk. I couldn't let him die,’ said Cui at her farm in Shangdong province, eastern China. Now the baaamy young lamb - who weighed in at just 11 lbs when he was born - and Cui are inseparable. ‘He may only have two legs but he gets around very quickly and is pretty steady on his feet. He follows me everywhere and I haven't got the heart to slaughter him. ‘After all, half my profit is missing anyway,’ she laughed. Vets have told the farmer that the birth defect could have been a genetic throwback or the result of chemical pollution. ‘He doesn't mind. He has such a friendly personality and I don't think he even realises he's disabled,’ said Cui.
2,600 Army and Navy jobs to go
The Gurkhas are to be among the first victims of the Army's redundancy programme with around 150 troops facing the axe. The Ministry of Defence said that, in total, 1,000 soldiers and 1,600 Royal Navy personnel would lose their jobs in the first tranche of redundancies for the two services under the Strategic Defence and Security Review cuts. In the Army alone it is expected that around half the redundancies will be compulsory. The head of Army manning, Brigadier Richard Nugee, said that the 3,500-strong Brigade of Gurkhas was set to lose around 150 troops, including infantry, engineers, signallers, and logisticians. He said the cuts were necessary following changes made to the Gurkhas' terms of service in 2008, placing them on the same footing as the rest of the Army. As a result, Gurkhas can now serve for 22 years rather than the 15 to which they were previously restricted. "We have already taken whatever measures we can to reduce the surplus that exists as a result of the policy change and have reduced the number of recruits coming from Nepal," Brig Nugee said.
Ivory Coast: French forces take over Abidjan airport
There are several sections of the city that are without electricity, and the way the system works means that the electrical pumps are not working either so the water is off as well. It is very difficult for people to get out of their homes to buy basic supplies, even a bottle of water, just because of the violence going on in the streets. France has sent an extra 300 soldiers to Ivory Coast, defence ministry spokesman Thierry Burkhard said, taking the total French force to about 1,400. The airport had been secured by UN troops since Friday, but the French move meant the airport was now able to re-open, Mr Burkhard told the BBC. The aim of the reinforcement was "to take control over the airport which was also done in co-ordination with the UN mission, to allow the re-opening of this airport to civilian airlines and military flights", he said. Mr Burkhard added that the force's mission remained primarily the protection of French nationals, who were being threatened by looters. "We are currently experiencing in Abidjan a security vacuum because the Ivorian security forces, which until now followed the orders of Mr Gbagbo, answered in great numbers the rallying call made by President Ouattara," he said. There were no immediate plans to start evacuating foreigners, he said, though about 1,600 were sheltering in a French army camp. They include about 700 French nationals, some 600 Lebanese citizens and 60 Europeans of assorted nationalities, French media report. 'Lives at stake' Ivorian state TV, which is controlled by Mr Gbagbo, accused the French troops of preparing a genocide like the one in Rwanda in 1994, when more than 800,000 people were killed. A strap line on state TV on Sunday read: "[French President Nicolas] Sarkozy's men are preparing a Rwandan genocide in Ivory Coast." Mr Sarkozy has called a cabinet meeting for Sunday afternoon to discuss the crisis in Ivory Coast. On Saturday, heavy artillery fire was heard in Abidjan as the two sides fought for key sites including the presidential palace, the headquarters of state TV and the Agban military base. Four UN soldiers were seriously wounded when special forces supporting Mr Gbagbo fired a rocket-propelled grenade at a UN armoured vehicle. The west of Ivory Coast has also seen vicious battles between rival militias and ethnic groups. On Saturday, the Caritas aid agency said its staff had found the bodies of hundreds of people in Duekoue, and estimated that 1,000 may have died. The killings occurred between 27 March and 29 March in the Carrefour district, which was controlled at the time by fighters loyal to Mr Ouattara, spokesman Patrick Nicholson told the Associated Press news agency. "Caritas does not know who was responsible for the killing, but says a proper investigation must take place to establish the truth," he said. Most of the 1,000 peacekeepers based in Duekoue had been protecting about 15,000 refugees at a Catholic mission there, Mr Nicholson added. The International Committee of the Red Cross put the death toll at about 800, while the UN said more than 330 people were killed as Mr Ouattara's forces took over Duekoue, most of them at the hands of his fighters. Nairobi police shoot dead five suspected gangsters Police in Nairobi on Saturday 2nd April, 2011 shot dead 5 suspected gangsters and recovered 4 AK- 47 assault rifles, 190 rounds of ammunition and a hand grenade. The suspects were ambushed along the city's Outering Road near the Jam Rescue Hotel where they engaged police officers in a dramatic shoot out before they were all felled down. According to police the gang of five was on a dangerous unnamed mission and police had been hot on their trail since Thursday. But their run came to an abrupt end following a tip off from members of the public. Nairobi PPO Anthony Kibuchi said investigations are underway to establish the mission the gang was on and where they had acquired the lethal arsenal. Police pursued another suspect believed to belong to the same gang to their Umoja estate hideout. Meanwhile, police in Garissa on Saturday detained a Nairobi bound trailer for several hours on suspicions that it was ferrying weapons to the city. The weapons were said to be concealed amongst the cattle being ferried for slaughter in Nairobi. North Eastern Police Officer (PPO) Leo Nyongesa said police seized the trailer at the Tana River Bridge barrier when officers conducting a routine search using an ammunition and drug detector sensed something was amiss. "We are on high alert in this area taking into account our proximity to war torn Somalia," Nyongesa said. The latest bust comes three days after a similar one in Hulugho area of Garissa County netted a gunrunner with over 900 rounds of ammunition he intended to sell to the warring communities in Tana River County.

A sheep gave birth to a dog on a farm in China, claims its owner Liu Naiying, who has had people flocking to see the woolly 'lamb-puppy'. Liu says he came across the lamb-dog in one of his fields shortly after it was born. And by 'born', he means his sheep was licking the creature and therefore it was sporting that moist, 'fresh from the womb' look. 'I was herding the sheep, and saw a sheep licking her newborn lamb on the grassland. The lamb was still wet,' he said. 'When I went up close to check on the lamb I was shocked because it looked so weird, like a cross between a sheep and a dog. 'I was a bit frightened, as I've been raising sheep for 20 years and had never seen such a creature.' Though it has wool like a lamb's, the creature's mouth, nose, eyes, paws and tail are most definitely dog-like. Liu says the creature even plays like a puppy. Vets, oddly enough, have stepped in and pointed out that it's impossible for a sheep to give birth to a dog, but that hasn't stopped the lamb-dog tourists rocking up to the farm in Fugu County, Shaanxi Province, in their droves. According to people at Xi'an City Animal Husbandry Technology Centre who know about these sorts of things, it's most likely that Liu's animal is simply an abnormal lamb. Err, yeah we still think it's just a wet dog that wandered into the dude's field. Nice story though!

Somalia plans to create new state to keep off Al Shabaab The war-torn Somalia could be headed for deeper trouble if plans to create another autonomous region along its borders with Kenya are carried through. A meeting in Nairobi this week discussed the formation of a semi-autonomous Jubaland that will comprise northern regions of Lower and Middle Juba and Gedo on the Kenya-Somalia border. If the plan goes through, Jubaland would become the third semi-autonomous breakaway region after Somaliland and Puntland. A group of former Somalia MPs told the Nairobi meeting that if created, Jubaland would act as a buffer zone and frustrate incursions by Al Shabaab into the region, prevent entry of refugees, and smuggling of arms into Kenya. Asda sold 12.9p petrol by mistake in Bradford Asda has admitted drivers paid just 12.9p a litre for petrol after staff put a decimal point in the wrong place. About 50 motorists stocked up on unleaded fuel at the petrol station in Rooley Lane, Bradford, West Yorkshire, on Thursday. Drivers queued up to use the automatic card-payment pumps for about two hours until the mistake was spotted. Some motorists also filled up petrol cans with the bargain fuel after word spread around the city. An Asda spokesman said: "For a couple of hours some lucky customers got some petrol at the wrong price at our Rooley Lane store." PASTOR ODULELE JAILED FOR SEX OFFENCES
London, Thursday 31st March, 2011. Dr Albert Odulele, described as "a father figure" of his church, has been jailed for eight months after admitting charges of indecently assaulting a boy and sexually assaulting a man. Dr Odulele, 47, who his parishioners called a "guiding light and a father figure" admitted fondling a teenage boy while he slept and touching a young preacher while sharing a hotel bed. Today at Woolwich Crown Court, in London, he was jailed for eight months and six months respectively, to run concurrently, and put on the sex offenders' register for five years. Channel 4 News understands that there were originally eight alleged victims of Dr Odulele, but they did not want to give statements to the police. The court heard how Odulele, founder of the Glory House International Pentecostal church, would frequently share hotel beds while travelling the world with a large entourage of security and pastors. He was a respected speaker at international evangelical conferences, and made many appearances on religious television programs promoting his book where he described an encounter with an angel. In around 2003, he was watching television with a boy over whom he had "assumed paternal influence". When the boy fell asleep he put his hand in his underwear and fondled him. The boy said he did not know what to do and was too scared to move. Odulele's wife was pregnant with their daughter at the time. The boy was left "traumatised" and lost interest in academic work, before telling his mother about the abuse. When confronted by the boy's mother in spring last year, Odulele fell to his knees, crying and apologising, prosecutor Tom Nicholson told the court. In 2004, he touched the inner thigh of a pastor while sharing a bed with him and another man at the Dartford Bridge Hilton.The man brushed off the advances of Odulele, the "guiding light and father figure" of the church, before being touched again, the court heard. Odulele initially denied the crimes but later admitted to police he had been "battling" with his sexuality for years. Kenyans living abroad sent a staggering US $1.8 billion back home last year, according to a report from the World Bank and the African Development Bank. The detailed report says that around 30 million African people live outside their home countries and migration are a vital lifeline for the continent. In Kenya, the rate of net migration fell over the last decade as more people returned home, but it was at its height between 1990 and 1995 when 1.74 per cent of the country left. In Uganda, which received US $773 million from its diaspora last year, net migration rates are also falling.
Net inflow African countries received a staggering US $406 billion from remittances from abroad in 2010, the largest net inflow of foreign funds after Foreign Direct Investment. Yet the report warned that African governments need to do more to realise the full economic benefits of the phenomenon. The report, Leveraging Migration for Africa: Remittances, Skills, and Investments, presents data from new surveys. The report finds evidence that suggest migration and remittances reduce poverty in the origin communities. Remittances lead to increased investments in health, education, and housing in Africa. Diasporas also provide capital, trade, knowledge, and technology transfers. Most African migrants live in France (around 10 per cent), while six percent live in South Africa and four per cent in the UK and the United States. But two-thirds of migrants from Sub-Saharan Africa, particularly poorer migrants, go to other countries in the region, the report says. “Migration pressures will only rise in the future as a result of demographic changes of rising population in Africa and falling labour forces in Europe and many developed countries,” said Hans Timmer, director of development prospects at the World Bank. “Therefore, adapting policy responses to demographic forces and crafting multilateral arrangements for managing future migration is essential.” As a share, recorded remittances represented 55 per cent of total investment in Kenya and 20 per cent in Uganda, the report said. – Daily Nation.

Bruno suspected of stealing own car
Former world heavyweight Frank Bruno has revealed that he was stopped by police in the last month on suspicion of stealing his own car. The boxer, 49, told the BBC that the incident happened when he was driving his Mercedes ML 500, worth £50,000, through Hertfordshire. "They were a disgrace," Bruno said, "to stop and ask: 'have you nicked the car?' I thought they were joking, I thought it was Candid Camera - but it weren't Candid Camera, it was serious." Explaining that his car has a personalised number plate and insisting a simple check before approaching would have spared him embarrassment, Bruno said their explanation rang hollow. "They said: 'There's a lot of high performance cars, sir, being stolen around the area.' I could see them laughing like two hyenas in the car, but I didn't find it funny. "They recognised me," Bruno continued, "like Tom and Jerry, and Peter Pan, and Batman, but I think, I didn't want to give them no hassle, showed them the documents, waited there for 10 minutes, and done what I had to do. "Because the police are the police, they are the law of the land, you've got to keep up to the rules and regulations of the law of the land." Bruno went on to say that, in his experience, there were plenty of police officers who were as "good as gold". A spokeswoman for Hertfordshire Police said: "Hertfordshire Constabulary takes pride in its reputation for treating members of the public with the utmost respect and dignity at all times. "We take complaints from members of the public who believe they have not been treated in this manner extremely seriously. Kenya challenges ICC cases
The government has filed an application challenging the admissibility of the Kenyan case at The Hague. Attorney General Amos Wako Thursday said two British lawyers hired by the government to help in the case Sir Geoffrey Nice and Mr Rodney Dixon had filed the application in pursuant to Article 19 of the Rome Statute that established the ICC. He said the lawyers are requesting the Pre-Trial Chamber to determine that the two cases currently before the ICC are inadmissible before the I.C.C. The statement read "This is to confirm that Counsels, Sir Geoffrey Nice Q.C. and Rodney Dixon, Barrister-at-Law have today, on behalf of the Government of Kenya, filed an application pursuant to Article 19 of the Rome Statute establishing the International Criminal Court (ICC), respectfully requesting the Pre-Trial Chamber to determine that the two cases currently before the ICC are inadmissible before the I.C.C" The government had up to April 1st to challenge the ICC trials. Deputy Prime Minister Uhuru Kenyatta, suspended minister William Ruto, ODM chairman Henry Kosgey, Head of Civil boss Francis Muthaura, Postmaster-General Hussein Ali and radio presenter Joshua Sang have been summoned to The Hague for the initial appearance over their alleged role in the post-election violence. Mr Ruto, Mr Kosgey and Mr Sang will appear before the Pre-Trial Chamber on April 7, while Mr Kenyatta, Mr Muthaura and Maj-Gen Ali will appear the following day. The hearings are to determine if there are sufficient grounds to charge them with the crimes they are accused of by International Criminal Court (ICC) Prosecutor Luis Moreno-Ocampo. The British lawyers are expected to argue that Kenya has been a State party of the ICC and should be accorded the respect it merits, rather than treating the country as an unwilling non- co-operating State referred to the ICC by the UN Security Council. They will also argue that the handling of Kenya's plea could affect the credibility of the ICC, which could be reference to displeasure with ICC by African Union member states. They also intend to argue that the country's judicial system can try the crimes under the new Constitution. The government opted to seek a referral after efforts to seek a deferral hit a dead end. Visas Meanwhile, the Netherlands embassy has confirmed that visas for the six PEV suspects are ready and that their movements will not be restricted as claimed. The Dutch embassy First Secretary in charge of politics and press affairs, Ms Camilla Veerman, said Netherlands as host country to the ICC, is committed to facilitate the visit of six individuals to the Hague to comply with the summons to appear at the ICC. "In the Netherlands, there will be complete freedom of movement, and no special security arrangements will be applied" she said. There were reports the suspects would face strict visa conditions when they travel to ICC. In a statement Veerman urged the individuals to collect their visas. She said while in the Netherlands, the six suspects will enjoy complete freedom of movement, and no special security arrangements will be applied. She added "The visa enables the six to visit the Netherlands without restrictions, and to appear in court as summoned. In the Netherlands, there will be complete freedom of movement, and no special security arrangements will be applied". But legal experts say that the Ocampo six cannot be allowed complete freedom to travel to other countries due to the sensitivity of the case. Kenya on terror alert as suspects are nabbed
The government has admitted that the threat of terror attacks targeting the country remains real but moved to assure that security personnel are on high alert. Speaking in Naivasha, Internal Security assistant minister Orwa Ojode says three Al-shabaab suspects have been arrested and more are being pursued as the country's security agents intensify their onslaught on members of the militia group. The last few weeks have seen the country suffer incursions by the Al-shabaab militia from neighboring Somalia with heavy fighting reported near the border town of Mandera. On Tuesday night Security forces engaged Al-Shabaab militants in a fierce gun fight as they attempted to cross over into Mandera. But even as the government prides of having repulsed members of the group back to Somalia, it is admitting the threat of terror attacks remains real. However Kenyans have been assured that security has been beefed up to repulse criminal elements especially at the porous Kenya-Somalia border. Ojode has also reiterated the government's commitment in disarming those holding illicit arms urging members of the public to report any suspicious activities especially on the border promising swift action by law enforcers. ELSEWHERE, efforts to suppress piracy against ships in the Indian Ocean and the Gulf of Aden received a boost with the commissioning of an Information-Sharing Centre (ISC) in Mombasa. The development is seen as a move aimed at facilitating practical measures for the suppression of piracy by ensuring coordinated, timely and effective flow of information.

Student suspended from fraternity for having sex with girl on university roof
A student who had sex with a girlfriend on top of a university building in front of hundreds of onlookers has been suspended from his fraternity. The University of Southern California, in the US, said the student could also face further disciplinary action. Pictures of the pair having sex on top of the university's 12-storey School of Education in broad daylight were circulated on the internet and went viral. The woman involved was not a student at USC. The university said it was investigating whether the actions of the male student "constituted a violation of university policies that prohibit unauthorised access to building roofs." Libyan foreign minister quits, arrives in Britain
(Reuters) - Libyan Foreign Minister Moussa Koussa arrived in Britain on Wednesday and has resigned from Muammar Gaddafi's government, the British government said. "We can confirm that Moussa Koussa arrived at Farnborough Airport on 30 March from Tunisia. He travelled here under his own free will. He has told us he is resigning his post," a Foreign Office spokesman said in a statement. "Koussa is one of the most senior figures in Gaddafi's government and his role was to represent the regime internationally -- something that he is no longer willing to do," the spokesman said. The British government encouraged people around Gaddafi to abandon him, he added. Conditions at Kenyan prisons still deplorable, report says
Correctional facilities in Kenya still fall way below international standards in regard to observation of human rights for inmates. A report by the Kenya National Commission on Human Rights compiled after visiting 23 penal institutions two years ago paints a grim picture of prisons where torture and degrading treatment is still rampant. Even though the Ministry of Home Affairs under whose docket the prison department fall says reforms have put them on the right track, the commission says more needs to be done. Of the 23 facilities visited countrywide, the report found that in 75% of them prisoners were living in deplorable conditions demonstrated by unsanitary and poorly lit cells. Congestion remains endemic in these facilities, with 87% holding more prisoners than their capacity with courts blamed for delaying trials. The report however lauded the government's efforts in implementing reforms in the Prisons but said there is still room for improvement. Speaking while releasing the human rights report KNCHR Commissioner Hassan Omar said that there are various challenges in the implementation of the reforms key among them, funding. He urged the government to put up a legal framework that will ensure reforms are sustained in prisons. Home Affairs PS Ludeki Chweya however says a lot of efforts in prison reforms have gone unappreciated, and cited the open door policy, and transparency in procurement of uniforms. Chweya said a bill seeking to fast track prison reforms will be tabled in Parliament in a couple of weeks. Among its recommendations, the report calls for harmonization of sentencing policies to reduce congestion, outsourcing of certain functions such as cooking and transporting of prisoners, and better financial allocation, to improve the general operations of prisons. The report further recommends establishment of medical units within prisons, as well as empowering the prisons to get supplies directly from the Kenya Medical Supplies Agency.

A sham marriage typically occurs when a non-European national marries a European citizen as means of trying to gain long-term residency and the right to work and claim benefits. All 5 were arrested just moments before their wedding at Sheffield town hall on the morning of 10 September 2010, following an intelligence-led operation by a UK Border Agency specialist immigration crime team. Officers recovered 2 wedding bands still in an Argos shopping bag and a torn-out page from the catalogue featuring the rings. They also found a receipt which led them to CCTV footage of the party buying the rings in Meadowhall Shopping Centre hours before they were due to marry. Officers recovered £1,400 from Khan - the same amount that the bride later claimed she was owed for her part in the scam, having already been paid £500 upfront. Khan later claimed he withdrew the £1,400 from a bank minutes before the ceremony for 'gifts and clothes'. Neither bride nor groom could communicate with one another, and they later admitted that they could not speak each other's languages. During questioning, Toracova admitted that she was already married in Slovakia and that her witness, Mizigar, was actually her lover here in the UK. She added that she had only entered into the scam because she had debts of £500. Ali explained that he was a student at a London college, but had only attended for 1 month before moving to Sheffield; he was looking for a way to stay in the UK as he was no longer studying. Both Toracova and Ali pleaded guilty. Mizigar admitted to having known Ali for just 20 minutes, only meeting him the day he was picked up for the ceremony. Evidence recovered from Khan and Ali's mobile phones showed text messages containing the bride and groom's names, dates of birth and passport numbers. Gazi, a 'wedding guest', was found to live at the same address as Toracova and her boyfriend Mizigar. All 5 pleaded guilty to 1 count of conspiring to breach immigration law. Jeremy Oppenheim, regional director for the UK Border Agency in the North East, Yorkshire and the Humber, said: 'Once again, cases like these demonstrate quite clearly that the UK Border Agency is able to identify and investigate those involved in immigration crime and bring them to justice. 'This case is part of a wider investigation led by the UK Border Agency's Yorkshire immigration crime team, code-named Operation Relinquish, that saw a total of 27 arrests last summer involving individuals believed to be involved in sham marriage scams in South Yorkshire alone. 'Those attempting to break our immigration rules by obtaining a British passport fraudulently face a prison sentence, deportation and potentially being barred from re-entering the UK. Mau Mau group wants Sh140 trillion from UK
A group calling itself ‘Mau Mau Original’ wants the British Government to pay them Sh140 trillion for alleged atrocities during colonisation. The group Tuesday met British High Commissioner in Nairobi Rob Macaire and told him their demands. The 18 members were led by Mau Mau Original Trust Chairman Ngacha Karani, who said Mr Macaire promised to communicate back to them after informing his superiors in London. "He told us he has to consult before he tells us the way forward. All we want is compensation for the sufferings we and our families went through then," said Karani. He said the trust has five million members, and each of them wants about Sh70 million from Britain. We could not get a comment from the embassy if indeed the meeting took place. The issue of compensating Mau Mau veterans began almost ten years ago when President Kibaki discussed it with the then High Commissioner Edward Clay. A group of veterans then filed a case in the UK alleging that they suffered serious physical and sexual abuse at the hands of the British during the Kenyan "emergency" of 1952 to 1960. However, the British government has challenged the suit arguing that it is "not liable for the acts and omissions of the Kenyan colonial administration". The 10 most common scams As fraudsters get more sophisticated, we need to be on our guard. Nathalie Bonney reveals the 10 most common scams and how to avoid them. Ever received a letter congratulating you on winning a lottery you're sure you never entered, or received a phone call telling you to ring some expensive premium-rate telephone number in order to claim your 'star prize'? While some scams are fairly easy to spot, others aren't. Although we might pride ourselves on our ability to smell a rat a mile off, swindlers aren't stupid; they make their operations look as plausible as possible. In fact, according to Consumer Direct, three million UK adults fall victim to mass marketing scams every year — losing on average £850. And these of course are only the official figures; a large number of victims don't report their experiences. Unfortunately, if you've fallen victim to a scam, catching the swindlers and getting your money back is extremely tricky. "It's a sad reality that it's very difficult to get any money back at all, because a lot of the scammers are based overseas and can be incredibly difficult to track down," says Frank Shepherd, a spokesperson from Consumer Direct. With so many mass-market scams ready to trip us up, and our relative powerlessness in the face of them, the best cure is prevention. "If it sounds too good to be true, it probably is. Exercise a good degree of scepticism," advises Shepherd. Moneywise reveals below how to spot the top 10 most common scams, how to avoid them, and what to do if you've been caught out. 1. Premium-rate telephone numbers You will receive some form of correspondence via post, a text message or automated voicemail informing you that you have won a major prize and all you need to do to claim it is call an 090 premium-rate number. You will invariably be kept on hold for a long time, all the while racking up more costs. Even though you may realise each minute is costing you more money, the temptation is to keep on waiting to find out what you've won. Nearly everyone who does call in gets a prize, but it's a token gesture, particularly when compared with all the money you have spent on the phone call. An estimated 1.08 million people fall victim every year, according to the Office of Fair Trading (OFT), making this one of the biggest scams. The average victim loses around £80. To protect yourself against these types of calls and texts, register your phone number with the Telephone Preference Service at tpsonline.org.uk or call 0845 070 0707, which will reduce unwanted sales calls and messages. You can also check with your telephone company if it offers a number-blocking service: it should be able to block withheld UK numbers. To report the scam, you can forward the unwanted texts to Phonepayplus on 020 7407 3430. Alternatively, call it on 0800 500 212 or go to phonepayplus.org.uk. 2. Pyramid selling These schemes invite you to sign up to a money-making club, typically through websites but also through friends' invitations. The premise is that you have to pay a small joining fee and then invite a specified number of other people to join in order to claim your reward. The reality is that only those at the top of the pyramid can expect lucrative rewards. Matrix schemes work in a similar way but offer a gadgety gift instead. We fall for pyramid and matrix schemes in part because they come across as reasonable propositions. However, you should steer clear of these types of money-making schemes, especially the ones that ask you to sign up new members. The swindlers are relying on you failing to recruit enough members — and so far this has paid off, with the average victim of pyramid selling losing £930. 3. Internet dialler We're all getting pretty good at recognising spam emails and hitting 'delete' straight away, but awareness of internet dialler scams is lower. All you have to do is click on a pop-up box, open the wrong email or visit a pay-per-view website and without realising it you have downloaded dial-up software that can change your computer settings. The rogue dialler will connect you to the internet via an expensive telephone line instead of your existing connection — at the average loss of £61. So make sure your computer has up-to-date anti-virus software and a firewall, think before you click on pop-ups and links that you don't recognise and beware of leaving your personal details online, which can make you an easy target. 4. Bogus holiday scams This is one of the most costly scams, with the average victim losing £3,030, according to the OFT. They usually work as follows: you're handed a scratch card and discover you have won a free holiday. You have to attend a presentation to collect your prize. The presentation is usually at a swanky hotel, with glossy brochures and posters all adding to the air of authenticity. However, genuine holiday clubs will allow the consumer time to look over a contract before signing it, while bogus holiday clubs will pressurise hopeful holidaymakers into signing on the dotted line, without reading through everything properly. After committing yourself you will suddenly find that your 'free' holiday has a lot of extra costs, such as transport and other less obvious but nonetheless 'compulsory' extras. Be especially wary of presentations that ply you with unlimited alcohol or offer special discounts that only last that day, and withstand the pressure to sign anything until you have taken the information away with you to study in your own time. If you have already signed up to one of these clubs, contact the UK's European Consumer Centre (ECC) on 08456 040503 or via its website, ukecc.net. The ECC can advise you on your rights in your specific case and help in cross-border disputes. 5. Prize draw/sweepstakes You will usually receive a letter, email or telephone call that tells you that you have won a large prize. To claim your winnings you have to purchase some smaller prizes or send an administration fee. Swindlers rely on the fact that the small print is in a font that's so small most people won't bother to scrutinise it. However, if you do read it, you'll discover that you've simply been given the opportunity to enter a sweepstake you have only a very small chance of winning. Compared with bogus foreign lotteries and advance-fee scams, which offer much vaster sums in prize draws, these scams seem more plausible because the amount of money is more realistic. You can check if the mailing comes from a member of the Direct Marketing Association (DMA) at dma.org.uk. To reduce unwanted mail, register for free with the Mailing Preference Service at mpsonline.org.uk or call 0845 703 4599. 6 Work at home / job opportunities Who wouldn't relish the idea of rolling out of bed, making yourself some breakfast, and then settling down to work while still in your pyjamas? Thanks to more people facing financial worries, work-at-home scams have claimed a special place in the swindlers' armoury. Whether you've been made redundant and are looking for interim work, or need to supplement your existing income, these scams offer opportunities to earn extra cash for very little effort. Promises such as "You could make a small fortune in your coffee break" or "Get paid over £76,000 for just 90 minutes' work", illustrated by personal case studies, are appealing and usually appear genuine. The swindlers make their cash through registration fees, but you'll soon discover that the amount of work you need to put in to recoup your initial outlay — let alone make a profit — is totally disproportionate. If you would like to work from home, it's better to approach local companies that have a known presence as opposed to a faceless website or telephone service you've seen advertised on a poster. Like other unsolicited mail or emails, health swindlers aim to appear as professional as possible, reeling off an impressive amount of medical qualifications and fake personal testimonials from "satisfied customers". Look out for exaggerated claims and don't let your desire to believe the claims overrule the logical part of you that knows they probably aren't true. Philip Hodson, fellow at the British Association for Counselling and Psychotherapy, illustrates how the scams work. "I recently got a spam email, apparently from HM Revenue & Customs, offering me a £1,500 rebate on my tax. I forwarded it on to my accountant, asking 'Is this a spam email?' I knew it was, but I still asked the question," he said. Although Hodson's example isn't medically related, the same principle applies — even more so when the scam exploits the desire to be thin, or free of an illness or debt problems. Seek professional advice before answering this kind of email. 8. Clairvoyant letters Victims receive letters in the post warning them that if they don't reply they could face bad luck or even endanger their family. The letters appear to be addressed personally to the sender and often come with a photograph of the supposed expert. Marilyn Baldwin, founder of the Think Jessica campaign, which supports families of chronic scam victims, points out how scammers particularly prey on the older and often more vulnerable members of society. "Older generations can be overly trusting and don't understand that they are mass mail-mergers," she says. "They imagine it's one person at a typewriter tapping out personal letters." The average victim loses £240 to swindlers, but in addition to the financial loss, bogus clairvoyant schemes, like other mass-mail schemes, can also cause emotional damage. Baldwin set up the Think Jessica campaign after her mother Jessica became a chronic scam victim. A chronic victim is someone who repeatedly falls victim to scams — if you think a family member is being targeted, contact thinkjessica.com for support and advice. 9. Foreign lottery scams Logically, if you haven't entered a lottery, you can't win it, so any letters or emails that tell you otherwise should be treated with suspicion. The 'winner' will be told to phone the prize line, which unsurprisingly is a premium-rate number, or asked to send off a cheque for a small amount to cover administration fees. Of course, the promised huge cash prize never materialises and the swindlers make a tidy sum from the thousands of victims' payments. The key to their success is to offer such a large amount of money that you're blinded by the figures, and the admin fee appears minimal in comparison. "You fall into the trap of thinking 'it's only £20'. But if you send it you're likely to be put on a list [known as a 'sucker's list'] for other mailings and will be more regularly targeted in the future," warns Shepherd. "Consider contacting the mail and telephone preference services to reduce this type of marketing." 10. Money loans You often come across advertisements in local papers offering fast money loans without formal credit checks. You call up a freephone number and are then told that your loan is agreed but you need to pay insurance costs via a money transfer. But once you've paid the fee, you never receive your loan or hear from the company again. Never, ever give your bank details to someone you don't know, and be sure to report the swindlers too. If you have fallen victim to this scam, report it to the police and the OFT. Although it isn't easy to track down the perpetrators, the more victims report their experiences, the easier it will be to stop them in the future. Other scams to avoid at all costs... African advance fees: One of the swindler's most lucrative ways to make money — on average, a victim loses £5,000. They pose as a government official, charity worker or similarly well-respected professional, and ask for help transferring money overseas In return for using your bank account, they promise to give you a chunk of money — typically, around 25-30% of the transfer sum. All they really want, however, is your bank account details. Career opportunities: Aspiring novelists, models and inventors are lured by advertisements promising to turn their dreams into reality. However, in order for the manuscript to be published, the invention patented or the model to step onto the catwalk, initial outlay costs and fees must be paid upfront. Property investment: These scams cost victims an average £4,240 a year. You are invited to attend a free presentation about making money from property investment, but whereas the real thing would allow you time to go away and think it over before handing over any money, the fake setups push for money straight away. Five ways to make sure you don't get swindled 1. Read the small print on any documentation you receive and make sure you understand it all before agreeing to anything. Don't rush into decisions. 2. Don't be taken in by the apparent authenticity of a document or professional appearance of a company. 3. Check the company is legitimate by asking for full contact details, including the street address and local telephone numbers. 4. Never pay for a 'free' gift or reveal any personal information; this will be used to bombard you with future scams and possibly take more money off you. 5. Trust your gut instinct.
Sh8.3bn WB loan to improve Kenya slums A $100 (Sh8.3bn) million loan announced on Monday by the World Bank aims to give Kenyan slum dwellers home security. The initiative is also intended to improve the infrastructure in “informal settlements” in 15 of the country's cities, bank officials said. “The government recognises that the quality of life in cities cannot improve without improving planning, strengthening security of tenure, and investing in infrastructure in informal and poor neighbourhoods,” said Sumila Gulyani, a team leader of the bank's Kenya Informal Settlements Improvement Project. “This is crucial not only for enhancing competitiveness of cities and overall growth, but for directly addressing poverty and promoting more inclusive service delivery.” The project will help implement Kenya's new constitution, bank officials added. They noted that the constitution's bill of rights guarantees every Kenyan access to adequate housing, sanitation and safe water. The low-interest loan will also facilitate the country's new land policy by introducing planning, the bank said in an announcement in Washington. Another $65 million is being jointly allocated to the project by the Kenyan government and by the Swedish and French development agencies. - Daily Nation.
Sleep patterns affect weight loss
Managing sleep and stress levels can help in the battle against obesity, according to scientists in the US. People getting too little or too much sleep were less likely to lose weight in a six month study of 472 obese people. Their report in the International Journal of Obesity showed that lower stress levels also predicted greater weight loss. A UK sleep expert said people need to "eat less, move more and sleep well". Approximately a quarter of adults in the UK are thought to be clinically obese, which means they have a Body Mass Index greater than 30. Nearly 500 obese patients were recruited for the first part of a clinical trial by the Kaiser Permanente Center for Health Research in the US. For six months they had to eat 500 fewer calories per day, exercise most days and attend group sessions. The authors report that "sleep time predicted success in the weight loss programme". People with lower stress levels at the start also lost more weight. The researchers added: "These results suggest that early evaluation of sleep and stress levels in long-term weight management studies could potentially identify which participants might benefit from additional counselling." Dr Neil Stanley, from the British Sleep Society, said the sleep community had been aware of this for a while, but was glad that obesity experts were taking notice. "We've always had the eat less move more mantra. But there is a growing body of evidence that we also need to sleep well", he said. "It's also true that if you're stressed, then you're less likely to behave, you'll sit at home feeling sorry for yourself, probably eating a chocolate bar." Dr David Haslam, chair of the National Obesity Forum, said: "It's a great idea to find predictors of who will respond to therapy, if this is a genuine one."

Customs and excise officers at Soekarno-Hatta International Airport said they had foiled an attempt to smuggle 1.46 kilograms of crystal methamphetamine from Ivory Coast, West Africa, into Indonesia via the airport. "We arrested a Kenyan woman identified as PN, 37, as suspect in the smuggling attempt," Soekarno-Hatta customs office chief Iyan Rubianto said at press conference at the airport on Monday. The suspect flew in from Dubai on board Emirates airlines flight EK-358 and arrived at terminal II D of Soekarno-Hatta on Friday. "Scanning devices at the check point idetified strange objects in the suspect's luggage. Officers in charge at the passenger profile analyzing unit then conducted physical examination of the suspect," he said. During the examination, officers found 100 capsules containing the crystal meth hidden in the walls of the suspects luggage. The suspect said she had carried the drug from Abijan, Ivory Coast, on orders from a Nigerian man called M. According to Iyan, the woman said she was willing to take the drug to Jakarta because she needed money to pay for her sister's hospital treatment and M had promised to pay her US$5000 after submitting the drugs to someone in Jakarta. The suspect and the drugs were submitted to the National Narchotics Agency (BNN) for further investigation. The woman will be charged for violating Article 113 of the 2009 Law on Narcotics. The article carries a maximum penalty of death. Since January, customs officers have foiled 12 drug smuggling attempts through the same airport, and have seized assorted drugs including 17.6 kilograms of crystal meth, 1 kilogram of ketamine and 50 grams of cocaine. The suspects arrested in the 12 cases comprised five Iranians, three Indonesians, a Nigerian man, a French man, a Philipino, a Taiwanese man, an Italian man and a Kenyan woman.

An Olympic effort: 80,000-seat stadium is declared finished
London today broke the world record for completing an Olympic stadium. Construction of the landmark venue was declared finished today as the last piece of turf was laid by Olympic officials. It has taken only 1,000 working days to complete the 80,000-seat venue in Stratford at a speed that was hailed as showing the capital's readiness to stage the "greatest show on earth". The final £486 million cost came in £10 million under budget. As an International Olympics Committee delegation made their eighth visit to the capital today to check on preparations, Mayor Boris Johnson said the breakthrough gave London a huge advantage over other host cities such as Barcelona, Sydney and Athens. Mr Johnson said: "This is yet another fantastic milestone in the preparations for London 2012. The faultless construction of the stadium, on time and under budget, is a shining example of how London is primed and ready to host the greatest show on earth. "The real joy of being so far ahead is that, unlike any other host city, we are already able to focus on securing the legacy we are so determined to deliver from the Games." Some work remains to be done, such as laying the running track. But this has been deliberately delayed to prevent it being damaged when giant cranes arrive to erect gantries for the opening and closing ceremonies. The Games will begin on Friday July 27 next year.
Netherlands embassy ready to facilitate MPs travel to The Hague
The Embassy of the Kingdom of the Netherlands in Kenya said Monday it was committed to facilitating the travel of Members of Parliament and others who want to observe the ICC hearings of April 7 and April 8 at The Hague. This follows an announcement by MPs that they intended to travel to The Hague to observe the hearings of the cases against the so-called Ocampo Six. The embassy maintains it has no intention to limit the number of Kenyans visiting the Netherlands for the purpose of observing the hearings. However, the Embassy says so far it has not yet received visa applications from any Member of Parliament in this context and is urging Members iof Parliament intent on travelling to the country to make their applications early to expedite the process. "The processing of a visa application takes a minimum of 3 working days based on a Monday - to Thursday working week of the visa section, and it may take up to two weeks, " the embassy said. "In order to be able to process a visa application in three working days, the application needs to be complete. We do try and accommodate urgent visa requests and treat them with priority within the limits of our operational capacity," it added. "Any resident of Kenya can apply at the Netherlands Embassy for a visa to travel to the Netherlands, and each application is processed without prejudice". Applicants should be holders of an ordinary passport and should pay a fee of Ksh 7 200. Cases against the Ocampo Six are scheduled for April 7 and 8. The six who are alleged to bear the greatest responsibility for the 2008 post election violence are deputy prime minister Uhuru Kenyatta, head of civil service Francis Muthaura, post master general major general Hussein Ali, former cabinet ministers William Ruto and Henry Kosgey and journalist Joshua Arap Sang. Koh Samui, Thailand’s paradise island resort, aimed to compete as a venue for top international body painting competitions, such as the International Body Painting Festival in Germany, World Body Painting Festival in Austria and the Canadian Body Painting Festival. The event attract both local and international tourists, and stimulate interest in Thai art. It brought together artists and models from countries including Austria, Germany, Romania, South Korea, Spain, Switzerland, the UK, the US and Thailand. £180m bursary scheme replaces EMA The UK government has announced a £180m bursary scheme to replace the Education Maintenance Allowances which were scrapped in England last year. The £560m EMA scheme had provided up to £30 a week to help low-income students stay on at sixth forms and colleges. Education Secretary Michael Gove said the revised system would provide a "more targeted" support system. Labour's Andy Burnham attacked the plans as an attempt to "put a positive gloss" on deep spending cuts. The shadow education secretary told MPs that Mr Gove had "taken a successful policy, which improved participation, attendance and achievement in post-16 education, and turned it into a total shambles". Mr Burnham said the re-launched support scheme represented a "humiliating climbdown". Drop-outs But Mr Gove said that MPs had to consider "whether it is socially just to be paying 45% of students a cash incentive to stay in learning when we could be concentrating our resources on removing barriers to learning faced by the poorest". The UCU lecturers' union said the reduction in overall support raised "the prospect of thousands of poorer students being priced out of studying". The replacement student support scheme is intended to target funding at those most in need. The biggest amounts - £1,200 per year - will be given to 12,000 teenagers with the greatest needs, such as pupils in care, care leavers and the severely disabled. After these payments, from the £180m overall funding, there will be £165m for colleges and schools to make discretionary payments to support low-income students with costs such as transport, food and books. The Association of Colleges highlighted the importance of being able to help students with transport costs, which had been a "key barrier". There will also be a partial reprieve for students who are already on courses and receiving EMAs, who had previously not known whether funding would continue beyond September 2011. Those who started courses in 2009-10 will now continue to receive the same payments until the end of the 2011-12 academic year. And students who started courses last September and currently qualify for £30 per week payments will receive continuing support of £20 per week until the end of the next academic year. Mr Gove said that the bursary scheme would "ensure that every child eligible for free school meals who chooses to stay on could be paid £800 per year - more than many receive under the current EMA arrangements". Under the EMA scheme, 650,000 16 to 19 year olds young people from low-income families had received grants of between £10 and £30 per week. The allowances had been introduced by Labour in an attempt to tackle the long-standing problem of a high teenage drop-out rate from education, particularly among poorer students. But the coalition government attacked the EMA scheme as wasteful - and announced last year that it would replace it with a smaller, discretionary fund. Leader of the ASCL head teachers' union, Brian Lightman, said schools and colleges would be "relieved that the government has listened to their concerns about the abolition of the EMA and the harmful effect it would certainly have on efforts to improve social mobility". But Mr Lightman said the replacement system had to be explained as soon as possible to young people, so doubts over funding would not damage efforts to encourage them to stay in education. The National Union of Students said that the overall package represented a "shadow of its predecessor". "Almost £400m is still being cut from support to young people and EMA, which has been proven to work by ever measure available, is still being scrapped," said NUS vice-president, Shane Chowen. The Save EMA campaign said: "If Michael Gove thinks that he deserves credit after giving 70p extra a week to 12,000 of the poorest students whilst at the same time taking away £30 a week to many of their classmates whose finances are marginally better, then he really is delusional." EMA schemes in Scotland and Wales are continuing - and the allowances in Northern Ireland are under review.

Broke Sang banks on fundraising for trip to The Hague
Radio presenter Joshua Sang’s trip to The Hague remained uncertain on Monday as the suspects summoned to the International Criminal Court finalised their travel plans. Mr Sang told the Nation he was not sure he could raise money for air ticket and accommodation at The Hague, Netherlands, where six Kenyans accused of bearing the greatest responsibility for the post-election violence are expected on April 7 and 8. He said the ICC was yet to respond to his request for funding to enable him honour the summons. “ICC sent me what they call financial assistance form to fill and return it to them so that they could determine what type of assistance I need. I’ve not heard from them since, so I’m still waiting,” he said. Mr Sang said he would go to the Dutch embassy on Tuesday morning to check on his visa application. “Some friends are also organising harambees to raise money for me just in case ICC does not respond. We have one harambee at the Railway Club in Nairobi on March 31,” he said. If Mr Sang fails to make it to the Hague on April 7, it opens the way for Prosecutor Luis Moreno-Ocampo to apply for a warrant of arrest against him. - Daily Nation.

Nairobi, Kenya, Mar 28 - With only a few days before traveling to the International Criminal Court (ICC) at The Hague, Deputy Prime Minister Uhuru Kenyatta held a massive public rally in Muranga on Sunday where he declared that he was firmly in the 2012 Presidential race. Mr Kenyatta’s tour of Mt Kenya has been seen as his bid to consolidate the region’s vote. He used the well attended rallies to rally residents to stay behind him in his plan to succeed President Mwai Kibaki. The Finance Minister was accompanied by over 10 Members of Parliament among them Eldoret North MP William Ruto who is also bound for The Hague. “We are ready even to unite with people of Nyanza in this race (to State House). We have no problem with them; we only have a problem with one person,” he said amid jeers from the crowd of Prime Minister Raila Odinga. Mr Kenyatta and Mr Ruto on Saturday heightened their war against Mr Odinga vowing to fight him politically to the end. Speaking in Meru, the two leaders accused the PM of fighting for their political downfall and swore they were all out for "political war." "Since 2008, we went to work until Raila became too much. Now we are doing politics and we will push him to the end," said Mr Kenyatta. While issuing a statement in Parliament last week the PM hit out at the two and told them to go plead their innocence at The Hague.
Atwoli: Protect Kenyans from rising fuel prices The Central Organization of Trade Unions -COTU is calling on political leaders to stop engaging in 2012 politics and instead address issues affecting Kenyans such as escalating fuel prices. COTU Secretary General Francis Atwoli says the cost of living is increasing every day but the political class seems to be too pre-occupied with politics to care. Addressing journalists at the COTU headquarters, Atwoli challenged the government to reduce fuel prices which shot up last week to cushion Kenyans from further food price increases. Several organizations have also called for urgent interventions to curb skyrocketing fuel prices that have pushed the prices of essential goods and services through the roof. High kerosene prices have hit the poor particularly hard, being the cooking fuel of choice among low-income earners. Both Government and private sector players continue to trade accusations as to who is to blame for the rising fuel prices. On Thursday, Energy Minister Kiraitu Murungi said a price control attempt by Government had failed to deliver desired results and other options needed to be explored. Some stakeholders are now proposing extreme measures to stabilise prices in the short term, including expanding state capacity in importation, refinery and distribution of products.
